Serdyukov on Mistral

Defense Minister Serdyukov today said Moscow still plans on acquiring four Mistral amphibious assault ships.  He said Russia is talking not just with France, but also Spain and the Netherlands, about Mistral

According to RIA Novosti, Serdyukov said:

“At present, we’re in pre-contract negotiations on this type of ship with three governments.  They are Spain, the Netherlands, and France.  We plan to sign a contract for four of these ships.”

He also said one ship would be completely foreign-made, but Russian shipbuilders would participate in building the other three.  And the fourth ship will be built, to the maximum extent, in Russia.  

Serdyukov reiterated that the Defense Ministry is working on this acquisition according to President Medvedev’s decision.  And the Defense Minister added: 

“We are now occupied with the issue very seriously.” 

He concluded that the issue of buying the ships will be resolved positively “if there aren’t any revisions, including in the financing question.”  And finally Serdyukov noted:

“We understand now that the Northern and Pacific Fleets need these ships.”

Meanwhile, Baltic Shipbuilding Plant ‘Yantar’ is trying to tout its proyekt 11711 large amphibious ship Ivan Gren as an alternative to buying or building foreign ships.  VPK.name published a version of this story based on an earlier Interfaks report.

Medvedev Can Wait for His BSF Basing Report

Whatever the complaints of some Ukrainians, the 21 April deal extending Russia’s basing privileges in Sevastopol is a good deal for Kyiv.  It’s now using the relatively meaningless Russian Black Sea Fleet (BSF) presence to secure a valuable 30 percent discount on Russian natural gas supplies.  

Moreover, in one suited for the ‘be careful what you wish for’ file, Moscow is also left holding the bag when it comes to the economy and infrastructure of Sevastopol, and much of Crimea as well, instead of Kyiv having to worry about assuming responsibility in a few short years. 

On 1 May, President Medvedev ordered Defense Minister Serdyukov to prepare a plan for developing the BSF’s naval base in Sevastopol, and to conclude an agreement with Ukraine on its social infrastructure.  According to Kremlin.ru, Medvedev said: 

“. . . today I want to touch on an issue with you which has taken on particular acuteness for our country in recent times.” 

“We need to think about the social arrangements for this base, that is very important to us, so that our sailors live in modern, full-fledged human conditions, have the chance for recreation and other opportunities a base is supposed to provide.” 

“So we’re agreed that our base will conclude a corresponding agreement with the Ukrainian side, with Sevastopol.  In accordance with this agreement, special support, social-economic support will be rendered to a series of Sevastopol city programs.” 

“This city is really not foreign to us and we need to think in what way to participate in these programs both along Defense Ministry lines and along the lines of other executive organs and business structures.  That’s the task.” 

Medvedev said Serdyukov should present his plan for approval in a month, and the latter responded that he would. 

Curiously, on 7 May, General Staff Chief Nikolay Makarov told RIA Novosti

“A working group’s been created which will evaluate the real condition of the basing point in Sevastopol and make its proposals.  I think this will take not less than two months.” 

“Practically nothing’s been invested there in recent years.” 

One wonders, would Makarov have unilaterally announced that Putin, when he was president, would have to wait an extra month or longer for the plan he ordered? 

Makarov said the Genshtab has no plans to freeze development of other basing points:   

“The fleet has to be.  The more basing points, the better.  And Novorossiysk is one of the key basing points.  And we intend to develop it.” 

Without elaboration, he said the Defense Ministry has modernization plans for the fleet’s ships, submarines, and aircraft to 2020.  Makarov was with Prime Minister Putin visiting the construction work at Novorossiysk.

On 24 April, Anatoliy Tsyganok told RIA Novosti conditions at Novorossiysk are not particularly well suited for major base.  He noted it’s only 25 percent complete, and its price tag is continuously rising. 

Nevertheless, Putin reaffirmed Moscow’s commitment to Novorossiysk.  He acknowledged only 13 billions rubles have been spent, and he’s looking at an ultimate cost of 92 billion.  The base is slated for completion by 2020. 

But Moscow, Medvedev, and Putin may need to worry more about new ships and submarines than about infrastructure when it comes to the BSF. 

On 2 May, Anatoliy Baranov in Forum.msk pointed out that there’s practically no fleet there; a minimum of 2 more first rank ships and a submarine are needed for an adequate order-of-battle.  He says the social infrastructure’s not so bad, but 40- and 50-year-old civilian engineers and technicians have to go out with fleet units to conduct training.  What will the Navy do when they retire?  

Rosbalt.ru described a wave of new officer and civilian dismissals in the BSF, which occurred simultaneously with the new agreement with Kyiv.  The fleet, it says, is nothing more than a mixed force division’s worth of units and personnel.   Viktor Yadukha concludes: 

“NATO’s gracious reaction to the BSF lease extension didn’t surprise politicians more.  But if Western special services knew about real plans for its reinforcement, the reaction would have been very severe.” 

Lastly, in today’s Nezavisimaya gazeta, Aleksandr Khramchikhin says: 

“. . . renting empty piers for a great amount of money is not a mistake, but thoughtless, considering how many ships and how well-outfitted a base in Novorossiysk this money could build.” 

He calls today’s BSF a unique collection of floating antiques.  Even if the oldest units were dropped, most BSF ships would still be 20- to 25-years-old.  It will be impossible to avoid sending ships from the 1960s and 1970s off for scrap soon, as has been officially acknowledged.  Khramchikhin recommends placing what’s left at Novorossiysk as a ‘water area security’ (OVR or ОВР) brigade.

Supreme CINC Meets Troops at Alabino

On 5 May, President Medvedev visited Alabino’s 5th Guards Taman Independent Motorized Rifle Brigade (formerly division), a traditional showcase and test bed formation for new equipment and concepts.  

Medvedev and Defense Minister Serdyukov followed up the latter’s late April meeting with the Committee of Soldiers’ Mothers and other public representatives about ‘humanizing’ the armed forces.  At that time, Serdyukov presented ideas for driving the ‘spirit of the prison camp from the army.’  They included freeing soldiers from additional duties to focus completely on training, allowing them more free time, pushing reveille and lights-out back an hour, mandating a rest hour after lunch, instituting a 5-day conscript working week, allowing the possibility of draftees serving close to home, and obtaining weekend passes to leave the garrison. 

Alabino is a place where things like these are typically tried out. 

As Rossiyskaya gazeta put it, Medvedev went to Alabino to see how conscripts live in ‘new profile’ conditions.  He inspected the training grounds, classrooms, and barracks, and answered questions from the new soldiers themselves.  

Medvedev and Serdyukov addressed physical training, one-year conscription, contract service, weekend passes, mobile phones, and hiring civilians to perform nonmilitary support services. 

Taman Brigade Commander Andrey Ivanayev told the Supreme CINC about the experiment with intensive physical training (PT) in his formation.  Ivanayev indicated the troops formerly had 53 hours of PT  per year, but now get 4-5 hours per day, or about 25 per week.  He and Medvedev discussed how soldiers are separated into groups by the physical load they can handle. 

In the Kremlin.ru transcript, Ivanayev said in April testing there were only 88 negative PT evaluations.  According to RIA Novosti’s reporting, Ivanayev thinks the formation’s fitness level has already increased 50 percent.   

Medvedev remarked on the Taman brigade’s outfitting with special PT gear.  He asked Defense Minister Serdyukov about introducing new athletic uniforms in other units.  Serdyukov said:  

“Yes, we are literally this spring buying 50,000 sets and toward fall, apparently, on the order of 100,000 more, the fact is in the course of two years we’re trying to outfit the entire army fully with sports gear for training in summer as well as winter.” 

Most important to the vast majority of Russians, Medvedev told Taman brigade soldiers he doesn’t intend to raise the current 1-year conscription term:  

“That decision on the transition to one-year service which was made, it was painful for us, it isn’t easy, but we won’t change it.  Service in other countries comparable to our country in combat potential is organized in exactly such as way.  And this year still allows us to train a quality specialist, soldier, sergeant.  And despite the fact that there are now certain problems with manning—it’s true, we don’t intend to change the service term.” 

When one soldier asked about enlisted contract service, Medvedev turned to Serdyukov to explain what’s new on this front.  Serdyukov answered: 

“We are now preparing a concept precisely on contract service for soldier and sergeant personnel.  There will be an entire complex of proposals, including on pay, service conduct.  We will equate the entire social package (sergeant like officer) on support, pay and all parameters . . . .” 

“I think in the course of this summer we will prepare and then send you concrete proposals about how this will look, what quantity of contractees we intend to accept, in which specialties particularly and with what kind of pay.” 

Medvedev responded that current pay is not very high, but those who are serving well on it should be retained: 

“However, at the same time, it’s completely obvious according to the well-known principle, better less, but better.  Let there be higher pay and those remaining will really want to serve, instead of us spreading this [pay] among a large quantity of contractees, who won’t have the stimulus, particular desire, or any kind of motive to continue serving and to serve well.” 

When Medvedev pressed him for what he thinks about contractee pay, Moscow MD Commander Valeriy Gerasimov finally said he thinks contractees should get 50-60 percent of lieutenant pay.  Serdyukov said it would be more on the order of 80-85 percent, depending on the duty position.  The more technically complex, the closer to officer pay.  He continues: 

“We are proceeding from the fact that, on the whole, in all the armed forces—a lieutenant from 55, and a sergeant from 35 [thousand rubles per month] . . . .” 

But a little math says that is closer to Gerasimov’s figure, or 64 percent of officer pay . . . 

Medvedev asked his Defense Minister about devising a policy to give conscripts weekend passes to visit home if they live nearby.  Serdyukov said: 

“We are planning over two-three months to proceed on this regime.  Well, naturally, after taking the oath, after he becomes a soldier, after this we’ll introduce it.  We have this really experimental brigade, we are just beginning to work all these approaches out.” 

Medvedev added: 

“Here again we have to proceed from modern approaches.  If a guy serves close by and manning goes according to the territorial principle, then why not let him go home?  Another thing, of course, everyone has to understand what responsibility the soldier carries for any type of infraction in this case, but this is just a question of self-discipline.  You want to go home for the weekend, this means, simply do everything as it’s supposed to be done.” 

Serdyukov chimed in: 

“In the course of five days [of the working week] you need to show the highest indicators, then this will be a particular stimulus for one who wants to pay a visit home on Saturday and Sunday.” 

This policy is especially interesting . . . the possibility of the weekend pass is predicated on several things not really discussed during the Alabino visit.  Working backward, the pass depends on successfully implementing a five-day working week for conscripts.  Then on having conscripts serving relatively close to home in the first place.  At least one voyenkom has already said conscripts from his republic don’t have this chance because they all serve outside their home borders.  A prized weekend pass could also become one more thing to be bought and sold to the highest bidder, or briber.  If implemented, this policy will be difficult to maintain in the face of soldiers who don’t return to the garrison or get into serious trouble while away from it. 

A new conscript asked Medvedev if mobile phones are permitted in the army.  The President asked him if he had one in his pocket, and the soldier replied yes.  Medvedev responded, “Then why did you ask?”  He continued: 

“In fact these rules, as I understand, essentially are established at the unit level, at the level of the corresponding troop formation, but there are no bans on this issue.” 

Gerasimov added that in the Moscow MD anyone may have a cell phone, but they may not be used during training or duty time. 

Discussing training and physical conditioning, Serdyukov turned to one of his earliest initiatives at the Defense Ministry—relieving soldiers from essential nonmilitary duties like kitchen patrol, cleaning, groundskeeping, and utilities maintenance. 

He mentioned the goal of moving to civilian service and support within 12-18 months in all Defense Ministry units, but “everything will depend on our financial condition.  According to preliminary calculations, we have to make do in the bounds of our existing budget.” 

Medvedev said: 

“I think here it’s obvious to everyone that soldiers and officers need to serve the Motherland, be occupied with troop training, improve their physical conditioning, but questions of maintaining the sub-unit, generally, this is an issue which civilian organizations could do successfully for money, as this is done, incidentally, around the world.  Then there won’t be problems with tiresome details and it’ll be possible to concentrate on fundamental service.” 

Civilians already take care of the Taman brigade’s food service, and soon they will maintain its engineering networks, and provide cleaning services.  Serdyukov indicated the FSB is working on licensing firms to work in closed facilities, and Oboronservis will work in remote garrisons where contractors can’t be found.

Can Imports and Money Solve OPK Problems?

On 22 April, RIA Novosti military commentator Ilya Kramnik provided an essay on the army, the VPK [OPK], and post-Soviet realities.   He gives a convincing negative answer to the question posed above.  Like more money and budget, foreign imports won’t be enough by themselves to fix the Russian OPK’s structural problems which have to be addressed more directly at their roots.   

He has praise for Defense Minister Serdyukov for being willing to admit that the ‘emperor had no clothes’ to some degree.  Serdyukov’s management has recognized that the world has changed and changed the army’s missions accordingly. 

A recognition of one’s problems, however, is not the same thing as fixing them.  Serdyukov, the army, and the OPK face the same kind of modernization dilemmas that face Russian politicians, business, and society.  But thanks to Serdyukov, the armed forces are operating under a more realistic vision of what they are, or should be, building toward.

Kramnik believes imports are fine, but the OPK needs the capability to build the entire line of military equipment needed, if it has to.  To do that, it will have to remedy its capital problems, including human capital.  He concludes there’s still a way to go to get to a mobile, well-armed, and trained army, appropriate for the real threats facing the country.

Kramnik writes:

“In the past few days Defense Minister Anatoliy Serdyukov and his deputy Vladimir Popovkin again raised questions about the quality of the work of the country’s VPK [military-industrial complex].  These questions are not being mouthed for the first time, and are taking on a particular acuteness against the backdrop of announcements of planned purchases of military products abroad–both separate components and complete systems.”

“It’s difficult to say when the theme of the Russian VPK and armed forces’ dependence on foreign supplies first began to resound.  In a large sense, it was always acute–even the USSR didn’t have full independence from foreign supplies, in its heyday, trainer aircraft from Czechoslovakia, light helicopters (Soviet-designed) from Poland, large assault ships from the very same Poland, various types of boats and ships from the GDR, etc., were bought.”

“After the USSR’s collapse this dependence deepened because of the foreign status of many producers which had been an integral part of the Soviet VPK–from Dnepropetrovsk’s Yuzhmash to the Tashkent Aviation Production Conglomerate.  But the problem of the VPK’s growing dependence on producers in the ‘far abroad’ is the most acute and painful today.” 

“The list of purchases of military equipment abroad being realized by the Russian military and producers is already now quite broad:  different types of infantry weapons, communications systems, unmanned aerial vehicles, thermal sights, digital electronic equipment…” 

“Now being added to this list are multipurpose assault ships, and armor for vehicles and light armored equipment.” 

“Meanwhile from the Defense Ministry resound still louder complaints about the domestic VPK over the quality of the equipment it is producing.  Of the number of the largest scandals of this type the recently resonating complaints about domestically developed unmanned aerial vehicles, armored personnel carriers and infantry fighting vehicles must be noted.  Problems are also arising where there are no alternatives to domestic manufacturers, and can’t be in principle–in the development and production of ballistic missiles (“Bulava”).”

“What is happening with the country’s VPK, and what kind of ways out of the situation which has taken shape are there?” 

“The main cause of today’s situation is obvious:  from the beginning of the 1990s through the mid-2000s a large part of VPK enterprises together with the entire country was occupied with everything except strengthening defense capability and modernizing production.  The collapse of the USSR, with the consequent destruction of Soviet industrial infrastructure, disruption of production ties and scientific schools didn’t leave any chance for a better result.” 

“It follows to note that the disruption was systemic, and besides experts in the State Property Committee and other government organs of the 1990s, the authors of this process could, with complete justification, be considered the ‘captains of industry,’ many of whom in this period openly used enterprises entrusted to them for the purpose of ‘making money here and now,’ even through the ruin of production sold off for scrap.”    

“Against this background in the armed forces and those close to the military, but also in industrial circles, groups of ‘patriotic’ experts and analysts, rose like mushrooms after the rain, thoroughly glorifying the country’s army and VPK with chants of one and the same incantation:  ‘it has no analog in the world.’  The incantations rang out with respect to various military and technical wonders, and meanwhile not the slightest attempt was made to comprehend the changing world map, missions of industry and the armed forces.”       

“From the other side the ‘alarmists’ were entrenched and grievously moaned about the death and destruction of the army and military industry, keeping such an inadequate perception of the world as a whole.  Both sides supposed that Russia and its army would in the future conduct a precisely ‘Soviet’ type war against the entire capitalist world, or, at a minimum, against a Chinese invasion.”       

“Very few production associations, which were flagships of the domestic VPK, were able to preserve themselves as single entities in the Bacchanalia of destruction.  There is, first of all, the ‘Sukhoy’ firm, which knew how to turn the crown of Soviet scientific-design thinking–the family of aircraft on the T-10 (Su-27) platform–into the most commercially successful product on the combat aircraft market of the last 20 years.  There is ‘Almaz-Antey,’ whose air defense systems received not less recognition.  There is Nizhnyy Tagil’s UVZ which was saved thanks to the T-90.  There are some shipbuilders and several other companies that managed to ‘get’ the situation and survive.  But such successful ones turned out to be far from all.”        

“The renewal of defense development and the increase in the State Defense Order in the middle of the 2000s could not be and didn’t become a panacea.”       

“Firstly, a simple increase in monetary investment will not save a disrupted industry:  dead people don’t need money, neither do the seriously ill generally.”       

“Secondly, this money by itself could not resolve the row of problems of even successful enterprises–for example, the problem of a lack of personnel, caused not only by the outflow of workers ‘in the hungry 1990s,’ but also by a sharp decline in the young population, together with the fall in the quality of engineering-technical education, and the practically complete collapse of the system of specialized secondary education.”       

“But the biggest problem became the management of the armed forces and military industry in principle.  The armed forces command right up to recent times didn’t have any kind of clearly expressed views on the future profile of the Russian Army.  All the years of reforms right up to the arrival of Anatoliy Serdyukov in the post of Russia’s Defense Minister preserved in essence the truncated and frayed Soviet Army, whose model was becoming ever less and less adequate for the missions facing the country in the prevailing economic and political conditions.”

“Military industry against this background survived reorganization after reorganization, the overwhelming majority of which led to nightmarish overgrowth in bureaucratic components and an increase in the already huge gap in pay between specialists on the line and in the laboratory and the management.  This state of production efficiency contributed to the growth of military expenditures and the amount of ‘kickbacks’–most of all.  Responsibility for results was conveniently forgotten:  ‘captains of industry’ together with the armed forces leadership now, as a rule, won’t risk even dismissal, much less their freedom.”       

“A similar uncertainty led to uncertainty with the military order.  Plans and ideas floated and sank, development began and stopped, the vision of the army and its complex of armaments as some kind of organic system aimed at resolving such-and-such concrete missions was totally absent.  The sole exception on this score was the strategic nuclear forces, where a clear understanding of missions and ways of conducting them was preserved, and work was conducted–on supporting old RVSN missiles, on testing and adopting new ones, on repair and modernization of the Navy’s strategic missile submarines and Air Forces heavy bombers.” 

“Anatoliy Serdyukov’s reform, being the first systemic reform of the armed forces in the last decade, not directed at supporting a dead Soviet structure, but at arranging a new one, under concretely certain missions of fighting local and regional conflicts while preserving nuclear deterrence potential, did not create new problems.  It simply revealed old ones, aggravating them with the absolute ‘nonconcurrence’  of the new Defense Ministry leadership in the old system of relations of the army and VPK.”       

“This ‘nonconcurrence’ became a thorn in the side of very many, those problems earlier kept quiet behind the reckoning ‘well, you understand,’ suddenly stopped being kept quiet, and floated in all their ugliness before the eyes of an astonished public.”      

“For the public the foregoing was a big shock, since it all these years kept the point of view on the army and VPK as some ‘island of stability,’ preserving, in the face of all problems, the Soviet system of connections and ties, and, in general, Soviet possibilities.  Many understood the fact that this wasn’t so, but an open recognition of the changed situation by the leadership of the armed forces and the country, nonetheless, was unexpected.”       

“However such a recognition was necessary as a recognition of the fact that the world has changed.  The Russian Army is more incapable of realizing the West’s half-century nightmare–a three-day dash to the English Channel (we set aside the question of whether the Soviet Army was capable), however does Russia need this capability for defending its people, its sovereignty, its interests?”      

“It occurs that our country needs something different.  It needs a clearly expressed understanding of threats, developed with the participation of the military, politicians, and the public, which stand before the country and the capability to counter these threats.  It needs a compact, ‘quick reaction,’ innovative, directed military industry with minimal bureaucratic overhead, and an education system regularly supplying engineering and labor personnel who will receive pay greater than the managers of shops selling mobile phones and taxi drivers.  At a minimum.”      

“This industry needs to produce the entire line of types of equipment and hardware essential to the armed forces, even if using some quantity of imported components–in the end, even the USA doesn’t disdain the use of military imports, and it imports foreign military hardware worth $15-16 billion annually.”      

“It needs an army–mobile, trained, armed, conscious of its status, prestige, and many centuries of history.  It needs strategic forces which protect the country against wars with superior enemies, the calculation of which on our planet doesn’t even require three fingers.”      

“All this could become a reality only in the event that it’s made into a goal at the very highest level.  Still the reactions of the country’s leadership, and of the armed forces, at a minimum, demonstrate understanding of the problem.”      

Of Foreign Arms and Furniture

Defense Minister Serdyukov is looking at a mini-scandal over a tender for new office furniture for the military’s headquarters.  The 14 April tender called for 125 pieces of furniture worth 18.3 million rubles to be delivered in 15 days, but also included agonizingly detailed specifications for each item, leading Russian furniture industry representatives to conclude a specific supplier has been picked in advance.  Moreover, the list of acceptable models, fabrics, and materials makes them assume the furniture will be Italian-made.

Of course, Defense Minister Serdyukov knows the furniture business.  He started in it in 1985, working his way from a department manager of a Lenmebeltorg store to general director of the St. Petersburg ‘Furniture Market’ company, before entering the federal tax service in 2000.  And for his past employment, he’s still derided as mebelshchik—‘furniture man.’

For now the mini-scandal is confined to more liberal papers and websites, and hasn’t resonated in other media.  It is a handy opportunity to take a shot at Serdyukov, but, ironically, it results from the Defense Ministry’s effort to be more transparent about defense procurement by publishing tenders. 

Still, none of this makes the story is insignificant.  It’s emblematic and may foreshadow more serious criticism to come in the burgeoning area of arms imports.  If this is how the management operates when the issue is minor, not affecting anything the least important or serious, how will it operate when turning abroad to buy Mistral, UAVs, armored vehicles, submarines, sniper rifles, or soldier systems?  A little malfeasance, or even just the appearance of something wrong, can spoil even the most sensible policy.

At any rate, more to the story itself . . .  Svpressa.ru says Russia’s furniture manufacturers are offended that the Defense Ministry leadership decided to furnish its offices with Italian cabinets and tables.  

Aleksandr Gordeyev, director of the ‘TNP Furniture World’ factory group, says:

“We regard the striving of such a large and influential state structure to buy furniture abroad as a sign of disrespect toward Russian furniture makers.  Why then all these declarations and announcements of the authorities about the need to support the domestic manufacturer, that is the most real sector, the real taxpayer, particularly in the crisis period?”

Rbcdaily.ru says domestic furniture makers are launching their own organization—the “All-Russian Furniture Union”—to represent 200 manufacturers in 40 regions.  Its first step will be an appeal to Prime Minister Putin on the unacceptability of placing state orders with foreign producers.

According to Novyye izvestiya, the appeal says:

“At this moment, when Russian furniture manufacturers are struggling with the consequences of the difficult economic crisis, the decision of the state’s representatives to make a unilateral financial gesture to foreign competitors looks, at the very least, illogical.”

Gordeyev continues:

“We aren’t insisting on having some kind of preference over foreign competitors, but rights and chances need to be equal for all.  But in effect, in essence, they aren’t even allowing Russian producers access to the competition.”

He tells Rbcdaily.ru, “In Russia, there is a big real sector ready to fulfill similar orders, however, all the big orders from state structures go past us.”  The Defense Ministry’s order is a month’s production for a medium sized furniture factory.

Novyye izvestiya points out that Russian furniture is the equal of Italian models and the Russian furniture market was bigger than Italy’s, at least before the economic downturn.

It also points out, in fairness, that it inspected the tender at http://www.zakupki.gov.ru/ and saw nothing specifically about Italian manufacture, but concluded that, since many of the specs insisted on certain models and fabrics, what domestic furniture makers are saying is not exactly far from the truth.

Andrey Radukhin, General Director of the RF Association of Furniture and Woodworking Industry, said:

“A serious specified supplier made these specifications and, most likely, the furniture is already in Moscow.  It’s a shame such an order passes over our office furniture producers.  Their labor utilization is a minimum of 30 percent, to at most 50.”

Another industry figure told Novyye izvestiya, it would take a Russian firm 3 months rather than 15 days, as specified in the tender, to make the furniture order to specification.

Then he added:

“No one in Italy could take such an order for half a month.  This was all arranged for a specific supplier, most likely, Italian.”

Gordeyev and another industry source were quoted in Newsru.com to the effect that the Defense Ministry’s order must be for the delivery of furniture already made and in-stock.  Russian producers could not meet such a specific order on short notice, so this effectively froze them out of the competition.

Viktor Ilyukhin, head of the KPRF faction in the Duma, told Svpressa.ru:

“Furniture-mania turns out to be characteristic of many ministries, not just the Defense Ministry.  So acts the Internal Affairs Ministry as well as the Finance Ministry:  expensive cars, offices, furniture, hotels, service staff.”

“I’m not surprised at the situation around the military department.  Our Defense Minister Serdyukov has the mentality of a businessman, a big bureaucrat, who is accustomed to good service, luxury, expensive furniture.  He brought this style to the armed forces.  In fact, the armed forces have become a platform for big business.”

“Today practically all military unit and sub-unit commanders are occupied with business.  This gets done proceeding from the Defense Minister’s guidelines:  sell everything you don’t need.  It’s a misfortune for Russia that such a Minister heads the Defense Ministry.”

“Among the military there is great dissatisfaction with Serdyukov’s policy.  Only because of this one thing, the country’s political leadership should think carefully where Serdyukov should be.  Whatever brilliant ideas he’s put forward, his proposals won’t be accepted because of his insignificance and lack of authority in the military.”

“Today the army needs a sufficient quantity of modern military equipment and arms, in management, [it needs] discipline and organization.  Finally, as never it needs to resolve issues of social protection of servicemen.  Today military men are socially protected less than civilians and government officials.  Minister Serdyukov needs to concentrate here on these areas.  And not on buying Italian tables and chairs.”

Gennadiy Gudkov, deputy chairman of the Just Russia faction in the Duma, commented:

“The Defense Ministry tender, in my view is a direct violation of the law on state procurement. I recall the law prohibits excessive detail in the order which narrows the boundaries of the tender.  Only general requirements should appear in the technical specifications.”

“I have seen similar tenders for the purchase of luxury cars that were tailored specifically for one model of Mercedes. All this says that no tender is really being conducted, that there, possibly, we may have a serious corruption incident in the form of a large kickback.  If I were the Prosecutor General and the SKP [Prosecutor’s Investigative Committee], I would conduct an anticorruption analysis of this tender.

“If I were Serdyukov, I would launch a serious investigation, because this tender, by the highest standard, casts a shadow personally on the Defense Minister.”

The editor-in-chief of Kompaniya writes:

“A greedy man with poor taste would not spend 18.3 million budget rubles for 125 pieces of furniture for the offices of the Motherland’s defenders (approximately 146,000 rubles each).  Behind a solid-beech table with natural olive-wood veneer with a top upholstered with natural dark-green buffalo leather sits an intelligent and refined man.  Such a man, for example, as Defense Minister Anatoliy Serdyukov, who’s proposed a new variant of army reform.  The Minister plans to optimize the military’s service time, liberating them from noncore housekeeping functions.  Soldiers will receive weekends off, and contractees—officer’s pay.  Anatoliy Serdyukov’s words are like ‘drinking honey’ in a kitchen ‘of solid maple and cherry veneer with an individually soldered stained-glass ‘Beatrice’ by Arte del Vetro (Italy).’  But it won’t happen.  Generals and bureaucrats still don’t share such things as ‘the beautiful life’ and it doesn’t due to hope for more than ‘serving.’”

New Chief of Defense Minister’s Apparat

Yesterday’s press announced that Mikhail Mokretsov, ex-Director of the Federal Tax Service (FNS) and long-time colleague of Anatoliy Serdyukov, will be the Defense Minister’s Apparat Chief.  

Kommersant says Serdyukov had largely kept his old team in place, and still influenced personnel decisions in the Finance Ministry’s FNS.  And the FNS has been a stable supplier of high-level cadres for Serdyukov’s Defense Ministry.  Along with ex-deputy directors of the FNS Dmitriy Chushkin and Yevgeniy Vechko, not less than 10 other highly placed former tax service officials have come over to Serdyukov’s Defense Ministry. 

Kommersant indicates this may represent the end of Serdyukov’s ‘agreement’ with Finance Minister Kudrin to leave his old cronies in place in the FNS for three years.

Mokretsov’s work in the tax service has drawn some praise.  Deputy Chairman of the Duma’s Budget Committee Andrey Makarov says the Defense Ministry can use another strong manager like Mokretsov, and he adds:

“The main thing in reforming the army is to stop the stealing.  Control and auditing are essential there.”

Perhaps playing the provocateur, Gzt.ru suggests that some in the Genshtab see Mokretsov’s arrival as a precursor to Serdyukov’s departure from the Defense Ministry.  Under this scenario, Serdyukov would be preparing Mokretsov to take his place as Defense Minister when he moves to a higher post.  But a PA source denied any prospect for a change of Defense Minister and specifically ruled out Mokretsov’s chances.

Mokretsov will occupy a long-vacant post.  Its last occupant, Andrey Chobotov left with former Defense Minister Sergey Ivanov when he became Deputy Prime Minister.  Chobotov apparently works in Ivanov’s office and in the government’s Military-Industrial Commission (VPK).  Since Chobotov had the job, the apparat has been considered a Defense Ministry ‘service’ [not to be confused with an armed service] and this brings its chief the title of Deputy Defense Minister.

According to Gzt.ru, retired General-Lieutenant Andrey Kazakov has been the acting apparat chief since Chobotov’s departure.  Kazakov has served in the Defense Minister’s apparat, primarily as Chief of the Defense Ministry’s Affairs Directorate, since at least 2001.

The apparat chief wields serious power–at least within the administrative system.  According to Gzt.ru, he is not simply the Defense Minister’s right hand.  He’s a chief of staff and critical gatekeeper whose agreement is necessary to get documents signed and decisions made.  This power is largely unofficial, deriving from personal proximity to the Defense Minister.

The apparat chief’s official, statutory powers are more modest.  Mil.ru lists six official elements under him.  The Expert Center of the RF Defense Minister’s Apparat is something of a ‘think tank’ preparing analytical information and reports on military-technical policy, force structure, and force development, under the Defense Minister’s direction.  The Main Legal Directorate of the RF Defense Ministry has been reinvigorated of late, and its role is self-evident.  The above-mentioned Affairs Directorate serves as property manager and business agent for the Defense Ministry in Moscow.   The Directorate of State Assessment of the RF Defense Ministry is responsible for ensuring that military infrastructure complies with an array of government regulations.  The apparat also includes, without explanation, Inspection of State Architectural-Construction Oversight and the Management Directorate of the RF Defense Ministry.

Gzt.ru got our old friend Leonid Ivashov to comment on yesterday’s news.  Ivashov hates to contemplate the idea of career growth for Serdyukov, and he thinks the idea of Serdyukov putting Mokretsov in place behind him is ‘patently untenable.’  He holds even less back than usual when he says:

“If the task is to destroy the country the way Serdyukov has destroyed the army, then such an appointment is possible.  Serdyukov is a destroyer.  And the fact that they are dragging their nonprofessionals into the [Defense] Ministry supports this.  It’s very sad that the Defense Minister of our country is first when it comes to being an example of corruption and disrespect for the army.  Mokretsov can’t help Serdyukov straighten out financial flows which go through the military department.  But he will absolutely help him steal from them.”

Ivashov goes on to complain about Serdyukov’s commercialization of Defense Ministry functions, e.g. turning rear services into Oboronservis.

Vitaliy Shlykov, who views Serdyukov favorably, sees the Mokretsov move as promoting creation of a civilian Defense Ministry that still doesn’t exist.  And Shlykov doesn’t see Serdyukov leaving the Defense Ministry since it is, in many ways, a higher post than a deputy prime minister with a portfolio, who doesn’t really run anything.

Today’s Vedomosti intimates that Mokretsov will focus on auditing the State Defense Order on the heels of Prime Minister Putin’s remarks this week about corruption, waste, and poor results in the OPK .

He joined the tax service in 2000, moving quickly from department chief to deputy director of the Tax Ministry’s Directorate for St. Petersburg, deputy director of the Directorate for Moscow, and Chief of the Directorate for International Tax Relations.  In 2004, he became deputy director of the renamed Federal Tax Service under Serdyukov, and Director of the FNS in February 2007 when Serdyukov left for the Defense Ministry.  

The 49-year-old Mokretsov was born in Udmurtiya, and graduated in 1984 from the Leningrad Financial-Economic Institute.  He was called up after graduation and served two years as a finance officer in the Soviet Army.  Between 1986 and 2000, he worked in unnamed government and commercial enterprises in St. Petersburg.

A Dismissed Colonel’s View of the Collegium

Sunday’s Svobodnaya pressa ran an interesting interview on the just-completed Defense Ministry collegium.  Svpressa talked to a named, and recently dismissed, colonel who had worked in proximity to the collegium. 

This colonel said the session left participants, to put it mildly, depressed.  He said, “. . . from the first minutes the conference hall had such a blatant odor of stagnation [Brezhnevian] that it was clear there’d be no talk of any reform.”

President Medvedev had apparently attended the General Prosecutor’s collegium and asked why there were so few women attending that meeting.  So, according to Svpressa’s colonel, the organizers of the Defense Ministry’s collegium flooded the hall with women in shoulderboards and without them.  The zeal of the reformers went so far that some generals from Genshtab directorates were asked to surrender seats for ladies and return to their offices.  The colonel says that, not being a strictly men’s affair, the severe talk needed didn’t occur.

Practically no one in attendance honestly considered analyzing the course of military reform.  Serdyukov said that part of reform connected with cutting the army is going forward (the other directions of reform have practically collapsed).  He reported on the rout (if, the colonel says, we call things by their real names) of officer training.  But sergeants will replace dismissed officers under Serdyukov’s plan [but what happens when officers are gone and the contract sergeants never appear?].

According to the interviewee, Serdyukov simply sweetened the pill for Medvedev–in reality, everything is significantly worse than he described it.  He asks how brigades can be combat ready if contract service is a failure. About 80 billion rubles went toward this and it’s unknown where the money ended up.

But at the collegium, there were no speeches analyzing the contract program’s failure or identifying people who are to blame for it.  Everyone was silent.  The Supreme CINC simply would be admitting failure on his part and the part of all authorities.  Who wants that?

Svpressa asked the colonel why not a single formation commander wouldn’t stand and really say what’s happening out in the forces.

He answered that, like the old days, most of the generals attending are Arbat generals, and their main professional traits are caution and the inability to put their noses to the wind.  The collegium was a litmus test for army reforms which don’t really exist and never have, according to him.  There’s just the same ‘money grab’ that goes on everywhere in Russia.

Serdyukov’s Post-Collegium TV Interview

After last Friday’s Defense Ministry collegium, Serdyukov was interviewed on Rossiya 24.

He probably fielded more pointed questions than normal, but he easily navigated them.  At times, he answered partially and the interviewer didn’t follow up with the next logical question.

Asked about officers dismissed in 2009, he said the armed forces shed 65,000 of them, who retired on age or health grounds, requested dismissal, or violated their contracts.  There was no mention of those put in limbo outside the TO&E, without duty posts and only their rank pay to live on.  These are the officers who can’t formally be dismissed because they don’t have housing, and are living at their ‘commander’s disposal.’  There was also no mention of how many warrant officers were put out in 2009.

Serdyukov said some officers accepted civilianized posts, and 4,000 received job retraining–a pretty small number against the large need for it.

The Defense Minister said dedovshchina was officially down 15 percent, and he doesn’t want only platoon and company commanders punished when it happens in their units.  He wants to see all levels of command take more responsibility for the problem.  Not sure what he’s insinuating, but it could be a warning to higher ups that they could suffer too when big time violence cases hit the news and make the Arbat military district look bad.

Serdyukov talked about higher officer training and appraisals, mentioning the assembly for 550 officers from the military districts and army commands.  He said we tried to make them understand what it is we’re trying to do.  But many lacked the knowledge and necessary skills–presumably to continue in the service.  See today’s Nezavisimaya gazeta.  Viktor Litovkin writes about generals and senior officers dismissed under Serdyukov.  Military district and fleet staffs which used to number 500-700 officers have been cut to 300.  Trimming the ‘bloated egg’ is generally a good idea, but as Litovkin says, it really depends on the quality of those left behind.

Back to Serdyukov’s interview . . . in cutting the military educational establishment from 65 to 10 mega-institutions, he said fewer officers will be needed but the quality of their training must be improved.  The 10 left standing have or will have their faculty members assessed for fitness to serve and they’ll get facility improvements.

On contract service which General Staff Chief Makarov has pronounced dead, Serdyukov said:

“The results of the program were not satisfactory.  In reality, we underestimated the situation somewhat, as regards who should switch to contract service and on what terms, or with what pay.”

“. . . the next program should be revised in an attempt after all to think it out regarding what specific positions should be filled by contract service personnel.  Of course, this applies to complex skills, where expensive equipment is operated.”

Nevertheless, he noted that he expects the contract sergeant program [albeit small-scale and apparently no longer funded] to succeed.

He said the army borrowed from foreign military experience in deciding on the shift from divisions to brigades.  He said the latter’s potential is virtually the same or even greater in some cases than that of the former.

Serdyukov said the Defense Ministry has reported to the Supreme CINC on its view of how it would like to reequip over the next 5-10 years.  He repeated that cuts to R&D and maintenance had allowed for bigger buys of new arms in 2008 and 2009.

He admitted Bulava hasn’t been successful, but he expects this system to be put right and completed.

He addressed possible foreign arms purchases:

“. . . in some areas we are lagging behind quite badly.  This relates not just to the Navy but also other services.  We are buying things in single numbers right now.  They are things like UAVs, all kinds of sights, night vision equipment–it is a very broad spectrum where we are specifically lagging.”

Despite reports that Moscow would be negotiating only with Paris on Mistral, Serdyukov claimed Russia is talking to the Netherlands and Spain.  He denied it was no more than a glorified cruise ship, saying it could perform many roles and had many different capabilities.
