The Results of Reform

Trud’s Mikhail Lukanin offered an interesting one last Wednesday . . . with help from other frequent commentators, he takes a swag at describing the results of Anatoliy Serdyukov’s nearly 4-year tenure as Defense Minister.

It’s interesting because it’s unclear if Lukanin’s article is intended to damn by faint praise, to be sarcastic, or was ordered by someone.  Maybe he intends to say these are just results, the good and the bad.

It’s easy to see some good in Lukanin’s first five, but his final three are pretty much unleavened.

The Army’s Become More Mobile

Lukanin quotes Vitaliy Shlykov:

“Until 2008, our army looked like fragments of the old, Soviet one, weighed down with heavy weapons, oriented toward global nuclear war with practically the entire world.”

He says even in the August war against Georgia the army was still “Soviet” — slow to stand up, with an archaic command and control structure.  But now the situation’s changed with mobile brigades that can answer an alert in 1 hour instead of days.

The Army’s Rid Itself of the Spirit of the Barracks

Valentina Melnikova tells Lukanin that the soldier’s life has changed cardinally under Serdyukov.  She says, until recently, one-third of soldiers were typically involved in nonmilitary work every day.  Now soldiers are gradually being freed from such duties as commercial firms take them on.

New Equipment Has Come to the Troops

Lukanin writes that finally a start’s been given to the largest rearmament of the army in post-Soviet times.  One that will take new weapons and equipment from about 10 percent of today’s inventory to 90-100 percent [official sources only claim 70 percent] by 2020.

Lukanin quotes Ruslan Pukhov:

“The Navy alone will receive 40 submarines and 36 new ships, and the Air Forces 1,500 aircraft in the next decade.”

Officer Pay Has Grown

Lukanin says lieutenants and majors made 14 and 20 thousand rubles per month respectively before Serdyukov’s reform,  but now 50 and 70 thousand if they receive premium pay for outstanding combat training results.  And from 2012, premium payments will be included in their permanent duty pay, and 50 thousand rubles will be the minimum base pay for officers.

Lukanin quotes Aleksandr Khramchikhin: 

“The officers of our army are actually comparable with the armies of developed countries in pay levels. “

They Didn’t Talk Reform to Death

Lukanin says experts think it’s good Serdyukov’s reform was pursued energetically, without lengthy discussion and debate.  Pukhov gives the cut from 6 to 4 military districts as an example:

“At one time, it would have taken years to transfer a huge quantity of officers and generals from place to place, but the Defense Ministry did this in just 4-5 months.”

They Stopped Training Officers

Lukanin refers to Serdyukov’s halt to inducting new cadets into officer commissioning schools until at least 2012.  He says 2010 graduates were either released or accepted sergeant positions.  This led to the departure of experienced instructors, and their replacement with younger officers lacking the necessary experience.

Sergeants Almost Ceased to Exist

Contract sergeants were dispersed in 2009-2010.  The Defense Ministry considers them poorly trained, and in no way superior to ordinary [conscript] soldiers.  Now it’s counting completely on conscripts with an even lower level of training.

There’s Nothing to Defend Against China

Here Lukanin notes that some results of reform have put people on guard.  Anatoliy Tsyganok tells him tank units have been practically eliminated: 

“Now only 2,000 tanks, old models at that, remain in the army.”

In Tsyganok’s opinion, tanks are still very relevant for the defense of Russia’s border with China.

What do we make of all this?

  • It’s good that the Russian Army was restructured into smaller, more combat ready formations, i.e. brigades, and sub-units. 
  • We really have no clear picture of the extent and success of outsourcing nonmilitary tasks in the army.  Meanwhile, the “spirit of the barracks” is alive and well when it comes to dedovshchina and violence in the ranks. 
  • The promise of another rearmament program shimmers on the horizon, but it’s not delivering much yet, and there are plenty of serious obstacles to completing it. 
  • The officer pay picture has improved, but the Defense Ministry has real work to do this year to implement a fully new pay system next year.  Meanwhile, several years of premium pay have caused divisions and disaffection in the officer corps. 
  • Moving out smartly on reform was a change over endless talk, but there are areas where more circumspection might have served Serdyukov well. 
  • The Defense Ministry definitely had to stop feeding more officers into an army with a 1:1 officer-conscript ratio.  We’ll have to see what kind of officers the remaining VVUZy produce when the induction of cadets restarts. 
  • Aborting contract service cut the army’s losses on the failed centerpiece military personnel policy of the 2000s.  But something will have to take its place eventually to produce more professional NCOs and soldiers. 
  • Russia is probably right to deemphasize its heavy armor.  It doesn’t appear to have much of a place in the coming rearmament plan.  And tanks really aren’t the answer to Moscow’s largely unstated security concerns vis-a-vis China anyway.

So what’s Serdyukov’s scorecard?  A mixed bag.  Probably more good than bad, but we’ll have to wait to see which results stand and prove positive over the long term.  Definitely superior to his predecessor’s tenure.  Expect more Serdyukov anniversary articles as 15 February approaches.

20 Percent Undermanning and Declining Contract Service

Nezavisimaya gazeta’s Vladimir Mukhin writes this morning that the results of the fall draft are still being tallied, but the General Staff has already announced that several regions didn’t meet their conscription plans.  And so, for the first time in recent years, the Armed Forces is facing undermanned conscript soldier and sergeant ranks, while the number of contract soldiers continues its decline.

Mukhin harks back to Defense Minister Anatoliy Serdyukov’s recent Duma session, where he admitted that the army’s demand for soldiers is not being fully met.  The exact quantitative deficit is a secret, but Mukhin says even a crude estimate tells him the military is at least 20 percent undermanned.

The Armed Forces now officially have less than 500,000 conscripts, 181,000 officers, and 120,000 contractees (800,000 in all, roughly), although approved manning is 1 million.

Mukhin concludes:

“It goes without saying, undermanning affects their combat readiness.  And measures taken to resolve the problem, let’s say it directly, are hard to call adequate.”

A retired VDV general tells Mukhin contractees in the Pskov-based 76th Airborne Division (VDD or ВДД) dropped from 20 percent of personnel to 12 percent in 2010.  The outflow was due to low pay of 11,000 rubles per month against an oblast average of about 18,000. 

Mukhin forgets to mention that the 76th VDD was the cradle of “Pskov experiment” with contract service in 2003.  It led to the wider Federal Targeted Program, 2004-2007, which General Staff Chief Makarov declared a failure early last year.

The Pskov-based 2nd Spetsnaz Brigade recently received a Defense Ministry order not to extend professional contractees, and to replace them with conscript soldiers and sergeants from training sub-units (i.e. guys who’ve been in the army all of three months).

Mukhin’s ex-general says:

“We don’t have to say what Spetsnaz brigades do.  Namely, as before, they carry out not training, but combat missions in North Caucasus hot spots.  You can’t train a good Spetsnaz soldier in a year even, much less three months.  I don’t want to be the prophet of doom, but this means the likelihood of casualties will grow in a combat situation.”

A good article by Mukhin.  His general’s words will likely be borne out.  Anyone who followed both Chechen wars can see the Russian Army lining itself up to relearn the bitter lessons of those conflicts when it comes to choosing between professionals and draftees.

181,000 Officers in the Armed Forces

The 29 December issue of Krasnaya zvezda provides interesting personnel data points . . .

124,000 officers must have been dismissed in the past two years.  At the outset of Serdyukov’s reforms, there were 305,000 occupied officer billets, so subtract 181,000 for 124,000.  Nothing, however, is said about officers put outside the org-shtat who can’t be dismissed for lack of housing.  No word is given on where warrant officers stand; they were slated for “elimination as a class.”

The piece flat out says the state can’t draft enough men to cover the military’s requirements, and there’s little to fix the problem (going below 1 million men apparently isn’t an option).  It also says starkly that contract service was a failure, but it will be gradually resurrected anyway (certainly the right way this time).

More pains are taken to say that mobilization isn’t really dead.  Armies and brigades are freed from worrying about it, but an experiment in raising a reserve brigade will be attempted this year.

As of 1 December 2010, there are 1 million servicemen, including 181,000 officers (18.1 percent).  By 2013, the RF President’s target of 15 percent will be reached.

In 2008, there were nearly 500,000 officers and warrant officers, almost 50 percent of all servicemen in the Armed Forces.  There was an imbalance in the officer ranks.  Sixty percent of officer posts were held by senior officers.  Over the 2008-2010 period, 170,000 officer posts were eliminated.  Meanwhile, the optimal correlation of senior and junior officers was achieved by increasing the latter’s numbers.

But the article notes junior officers ranks were cut too — by stopping the acceptance of cadets into VVUZy and making some officers into sergeants.  Changes in service regulations allowed the Defense Ministry to appoint officers to lower-ranking [i.e. enlisted] duties.  The ex-officers represent a “reserve” for filling officer billets as they become available.

This year, Krasnaya zvezda concedes, the state’s military organization was not able to draft enough young men.  And the number of men reaching draft age is decreasing every year because of the continuing demographic decline.

Regarding contractees, in recent years, the state failed to raise the prestige of contract service, and decided to limit contractees to specific duties with complex equipment or those directly impacting the combat capability of military units.  But, in the future, it’s planned to increase the share of contractees as more attractive service conditions, first and foremost higher pay, are created.  This will allow for putting contractees in all sergeant and training posts, as well as those involving complex armaments and specialized equipment.

KZ says assertions that, in three years, the army will have to draft nearly 80 percent of 18-year-olds are groundless.  It says this fails to account for the fact that the army can take conscripts up to age 27.  But, it concedes, manning problems really exist because of the demographic hole.  In 2010, more than half — about 1.9 million — of the men liable to conscription had student deferments.  So, it concludes, the share of men possible to draft amounted to only 17.4 percent of those in the potential conscript pool.

In 2010, every third man was not fit for service on health grounds, and 66,000 were held back for more medical observation.  More than half had some health limits on their service, and could not be sent for physically demanding service in the VDV, Navy, Internal Troops, etc.

And the Defense Ministry doesn’t have an answer.  The article says it will sequentially increase the number of contractees, make those responsible for the draft be, well, actually responsible for it, and, of course, make military service more attractive.  Less onerous might be a more realistic goal.  And this actually seems like Serdyukov’s intent.

On 4 May 2007, the President (Putin) confirmed a “Concept of Establishing a New Armed Forces Training and Human Mobilization Resource Accumulation System.”  The new “human mobilization reserve” will be formed in stages using both Russian and foreign experience, adapted to Russian conditions and military organizational plans.  The Duma Defense Committee is working on new reserve service conditions in a law on the “human mobilization reserve.”

This article says there are plans to conduct an experiment in manning a single wartime formation [i.e. brigade] with reservists this year.

KZ makes a point of saying that mobilization work and training have been preserved, but permanent readiness armies and brigades are exempt from it.

This one could have been entitled, The Army’s Great Scourge or Reform Isn’t Utopia or We Straightened Them Out.  Great quotes, but you’ll have to read to the bottom.

Defense Minister Anatoliy Serdyukov’s year-ending interview in Monday’s Izvestiya is a good read.  The paper asked some harder-hitting questions than Serdyukov normally gets.  And, though they aren’t necessarily new, his answers are pretty direct and revealing.  There are problems with a lot of them though.

Let’s look first at what Serdyukov said, then we’ll look at the deeper meaning of his answers.

Asked about this year’s command and control changes, the Defense Minister says:

“The most important thing is that we already changed the entire troop command and control system.  From one side, we tried to minimize the command and control levels; from the other side, to equip them technically.  Now the next task is before us – to tie it all into a single system so that every district commander answers not just for the ground, but also for the air, and air defense, and naval component.  The next step is we are trying to conduct exercises in such coordination between districts.  I think 2011 is key for us on this plane.”

On the decision to move to four unified strategic commands (OSKs) and cutting levels of command, Serdyukov said:

“This is the General Staff’s idea.  Before going to the president with such a proposal, we discussed this initiative since the end of 2007.  At the same time, we had conferences at various levels, consulted with experts, important military leaders, and studied international experience again – both American and NATO.  We tried to analyze the situation from every angle and arrived at the fact that this is really useful for various reasons.” 

“First and foremost, the transition to the OSK should be reflected in the controllability of the army.  A simple example:  at the beginning of the transformations, an order from me to a battalion commander had to go through 17 levels.  So you understand this influenced the speed of their transmission, and the content of the information itself.  Now we have three levels in all. If one wanted, it would be possible to calculate how much was saved both on communications nodes, and on communications systems themselves, and in speed.  And as a result – the army’s combat capability rose 50 percent.”

Asked about what will happen in combat situations now that more civilians occupy military support jobs, the Defense Minister says:

“Several factors converge into one point here, therefore, we came to the conclusion that we could and should divide directions of responsibilities – operational and support.  It’s not an accident that the Defense Minister has a first deputy – the Chief of the General Staff and a first deputy – a civilian who handles the direction connected with supporting the operational component.  Everything’s been thought out, and there won’t be any kind of failures.  Neither peacetime, nor wartime frightens us.”

On General Staff Chief Makarov’s assessment that the commander’s slovenliness caused 150 conscripts to get ill in Kemerovo, Serdyukov takes the opportunity to describe the pains he’s taken in establishing systems to monitor the implementation of military reform:

“Unfortunately, we are getting started.  Actually, when we launch any process, we try to organize the monitoring system and incentive system in the final result.  But this doesn’t always work.  We’ve established a series of structures for monitoring.  They are, for example, the financial inspectorate, which checks the use of budget resources.  Then the personnel inspectorate – occupied with the activity of every officer and civilian specialist.  There is the military inspectorate, which checks those measures which should go on in this or any military institution.  There is an organizational-inspector directorate occupied with checking fulfillment of all directives, orders, decrees, laws, etc.  This is that system of monitoring which gives the capability to influence internal army processes, and to move them.  Naturally, an entire system of regulations exists where the duties of every colleague, every sub-unit are strictly prescribed as is the corresponding period for fulfilling the orders.”

Asked about indicators of the fulfillment rate for Defense Ministry orders:

“All orders are being fulfilled.  The question is different:  are they on schedule?  And for the last half year, the picture generally doesn’t look bad.  The schedules we are establishing are holding on the whole.  Inside the ministry, we changed our entire workflow, accordingly this entailed a cut in signatories on this or that issue or project.  We are introducing electronic workflow which allows us at any stage to check how this or that directive or order is being fulfilled.”

“But there are also breakdowns.  Recently we had a collegium in Khabarovsk.  We listened to the report of an army commander who should have implemented 87 different measures, but implemented all of two.  What kind of combat readiness and discipline can you speak of if an officer doesn’t fulfill his own duties?”

“When we embarked on reform, both I personally, and many of my colleagues strove to understand:  what kind of problems really could be blocking the army’s development – housing, lack of money, lack of equipment, of soldiers?  Now there’s everything.  If you serve, then according to order 400 the money is very respectable.  We are providing housing.  There’s one hundred percent in equipment.  Almost one hundred percent – give or take one-two percent – in servicemen.  There you have it:  if you chose this profession, then serve.  But here we are stumbling over weak managerial discipline – the army’s great scourge.  And even here we’re trying, from one side, to stimulate work, and from the other – to severely demand fulfillment of service duties.”

Is Russia buying weapons abroad because the systems are really needed or is it being done out of political considerations:

“There is a certain requirement for foreign military equipment, because in a series of types of armaments, we, unfortunately, will fall behind.  Our models don’t meet the demands presented by the times.  It’s important also to understand how to formulate the tactical-technical tasks and characteristics of this or that essential production.  Therefore, we’re also trying to familiarize ourselves with those modern models of equipment and armaments which our partners have.  For this, in fact, we are buying equipment in small amounts – as in the case of UAVs.”

“However, besides equipment, it’s also necessary to have trained personnel, and a command and control system.  We don’t have many models of armaments, but to work on their development, spend time and money on their adoption is simply irrational, it’s simpler to buy, to study, and later begin to develop our own production.  Those Israeli drones gave a serious impetus to developing domestic industry.  Not long ago, the president was at the test range and there we showed him Russian models that are sufficiently reliable.  They are fully suited to us.”

“We don’t have ships like the Mistral.  We never built them.  But to try to catch up now is senseless.  We plan to buy the license and technical documentation for their production.  Moreover, there’s an agreement that, starting with the third ship, we’ll build the helicopter carriers in Russia.”

Doesn’t such an approach hurt Russia’s defense industry?  Wouldn’t it be better to finance and support our own enterprises:

“In the new state program of armaments, for four years, we laid out 600 billion rubles which will be allocated according to a new credit system for enterprises under a government guarantee.  Now  discussion is going quite actively on the subject of how this should happen, with what credit requirements and conditions.  This is one of the forms of financing which has a relationship not so much to support of enterprises as to the system of paying the state defense order itself.  It allows for transferring the load from the second half of the GPV to the first and vice versa.  Or to take off the peak load, meanwhile working out forms of active participation in financing by the Ministry of Finance and the banking system.  Incidentally, the reaction is fully positive, we already have trials with the largest banks – with Sberbank and VTB.”

On inter-ethnic conflicts in units and the possibility of creating nationality-based units:

“This isn’t today’s or yesterday’s problem.  If the commander fulfills his duties completely, then time and energy for conflicts simply won’t remain.  If they’re occupied with physical training for a minimum of four hours a day in every unit , and the remaining time is combat training, as it’s stipulated, then no kind of misunderstandings will arise.  It’s not important where you’re from, which nationality, and religion, if you just fall in your rack after exercises.  The problem again is in the commanders.  Some of them are simply estranged from working with personnel – they see that there are many physically strong, willful guys in the unit, and give over control of the barracks to them.  But those ones become abusers.”

What happens with commanders like these:

“We’ll dismiss them, get others.  An officer must be physically and morally very well prepared and engender only respect.”

Has the army rid itself of dedovshchina with the move to one-year service:

“We now are trying to get away from this term.  There is no longer such a phenomenon.  There is simply hooliganism, crude violation of the law.  If a man served three months, what kind of ‘ded’ is he?  The roots of dedovshchina are much deeper than commonly believed.  In Soviet times, when people served three-five years, then it was the rule:  a man just called up, and a man looking at demob in six months, have different training.  Here then is this phenomenon, really, and its origin.  Now this is pure hooliganism, legally punishable crime which we have fought and will fight without compromise.  Here it’s important that the commander in the sub-unit should fulfill his duties completely.  Then there can’t be any kind of conflicts by definition.”

Asked about accidents with munitions dismantlement over the last year, and how is the problem being resolved now, Serdyukov says:

“The problem is very serious.  For long years, munitions were stockpiled to excess, calculated for a multimillion-man army.  Besides, in the last twenty years, virtually no attention was given to combat training and firings, but the norms of munitions stockpiling remained as before.  As a result, so much ended up in excess that we have work for several years.  To dismantle them by industrial methods is quite complex – there aren’t enough enterprises.  Besides, this is very expensive and not safer than destruction.”

“Therefore, we’re now preparing special teams, certifying equipment, and selecting officers.  They mainly need to be combat engineers.  We’re picking ranges.  We’ve figured where, in what volume, and what we need to blow up, and worked out safe techniques.  We need at a minimum two, maybe three years of such work.  Yes, this will create some temporary discomfort and difficulties.  But it’s impossible to not do this.  If the entire arsenal at Ulyanovsk had blown up, the trouble would have been much more serious.”

Asked about demographic problems, a potential shortage of conscripts, and possibly cutting more deferments, the Defense Minister answered:

“We won’t revoke anything.  As far as demographic problems go, it goes without saying that they exist and we will take them into account.  How do we solve this problem?  I think if the country’s financial situation allows, then we will still try to return the issue of a contract army.  No one has revoked this program, we didn’t realize it because of a lack of resources.  We haven’t  rejected the idea itself.”

Serdyukov tells his interviewers flat out, there’s no longer opposition to his reforms in the army.  What happened to his opponents:

“We straightened them out.  Of course, this was difficult, especially at first.  Now a team of like-minded people has been laid down which itself is generating reform ideas.  Something’s already started to come from it.  People see this and understand:  reform is not utopia, but completely concrete matters.”

After four difficult years in the Defense Ministry, where does Serdyukov see himself:

“I still haven’t finished my service, so I can’t begin to talk about what’s been achieved and what hasn’t.  We’re now in a transitional phase.  There’s not a single direction of the ministry’s activity that modernization, the transition to a new profile wouldn’t affect.  We are working everywhere – in all spheres:  armaments, scientific-research activity, education, organization of daily service, military-technical cooperation.  I can’t say now what we’ll succeed in, and in which direction we’ll lag.  It seems to me that everything’s going pretty well.  We’re on schedule, there’s no deviating.”

Let’s deconstruct some of this shall we? 

Serdyukov and company seem to be obsessed with eliminating layers.  You know sometimes redundancy is good, and prevents making mistakes.  In a net-centric army, every layer sees the picture, but doesn’t necessarily have it for action.  It’s very hard to believe Serdyukov’s claim that just cutting command levels increased combat capability 50 percent when you look at everything that’s factored into the Russian definition of combat capability. 

Yes, we know operational and support stovepipes have been created.  But Serdyukov completely dodges the question of what happens when the combat tooth depends on a civilian tail.  There are obviously answers to this, but the Russians aren’t accustomed to this.  He brushes it off saying there just simply won’t be any failures.  That’s reassuring.

 On the soldiers in Kemerovo and slovenliness, Serdyukov goes a bit non-sequitur.  It’s great hearing about his monitoring system and the implementation of orders, etc.  One wonders, however, if electronic workflow in the Defense Ministry was as important as many things that needed to happen in the troops this year.  But then it gets really interesting.  We start to hear in Serdyukov’s words some of the animus he has for officers.  Why did he ever have such an army commander as the one he vilifies?  He really lays into officers, saying he’s given them everything they need now, they just need to do their jobs.

Serdyukov really avoids the question on buying arms abroad and hurting domestic producers.  He monologues about some convoluted credit provision scheme for paying out the GOZ.  This issue of real money for producers to make weapons and equipment is significant.  Even with the GOZ and a new GPV in place, all anyone can talk about is extending credit to the OPK in 2011.  Hmmm, interesting.

He blames commanders again for inter-ethnic conflicts in the army.  If they were doing their jobs, it couldn’t happen.  If they just wore the boys out properly, it wouldn’t occur.  There is some truth in this, yes, but it’s more complex than just that.  But saying any more might have taken the Defense Minister into a social and political minefield.

On dedovshchina, again Serdyukov blames officers for not taking care of the problem.  Serdyukov’s insistence on just talking about hooliganism makes some sense, yes, but there is still dedovshchina going on.  And, by the way, dedovshchina was never just purely hazing, making the juniors do the crappy jobs; it always had more violence, abuse, and crime in it than Serdyukov is willing to allow.

Serdyukov doesn’t say how he’s addressing the real civil-military relations problem he’s got in Chelyabinsk with regard to the explosions at Chebarkul.  But at least it’s a little like the problems his counterparts face in normal countries, and one has to credit him for taking on a lingering military problem all his predecessors simply ignored.

Wow, is Serdyukov cocky on vanquishing his opponents in the military!  He ought to watch it, it could come back on him.  But as we’ve seen, large-scale, public political demonstrations are going to come from other sources (i.e. the soccer fan bunt or pogrom).  The purely military ones (i.e. the Russian Airborne Union, etc.) tend to be more farcical.  But veterans and even serving officers could provide critical mass in a bigger social protest.  And there’s always the chance that some disaffected Kvachkov could fire a grenade at the Defense Minister’s limo.  Yes, yes, I can hear you — this is just by way of playing out one scenario on what could happen in the future.

One has to respect Serdyukov’s reticence to judge his legacy right now.  It may be possible he’ll leave the big marble building on the Arbat one day thinking how much he’s changed everything, thinking he’s a 21st century Dmitriy Milyutin.  And he may be, at least in comparison with any other choice.  He is making essential changes, and some progress.  More than this analyst thought he would back in early 2007.  But, on close inspection of the military, we may discover that less will actually have changed and improved than we think right now.

How much longer will Serdyukov continue in this burn-out job?  He’s pretty stoic, but he’s definitely more frayed than 4 years ago.  The issue probably comes down to the larger context of the Putin-Medvedev tandem and team — changes in high-level personnel could be more difficult now with every passing day.  Perhaps Serdyukov will remain through a fifth year, and the seating of the next Russian president.

It’s a great interview.  We got some real insight into the Defense Minister’s thinking.  Never could have gotten this 20 or 30 years ago.

Makarov’s Year-Ender

On Tuesday, General Staff Chief Nikolay Makarov provided his year-end wrap-up on the ‘new profile’ of the Armed Forces in the form of a press-conference featuring a videolink with the four new MD / OSK commanders.

It was pretty much a self-congratulatory celebration of how Makarov and company have turned everything in the Russian military around for the better.  As Moskovskiy komsomolets put it, “Nikolay Makarov told the media how bad it was in the army in the past, and how good it will be in the future.”

Rossiyskaya gazeta paraphrased Makarov’s remarks, giving only a couple direct quotes.  First up was President Medvedev’s call for unified aerospace defense (VKO) before the end of 2011.

RG says Makarov said VKO will be fully operational in 2020 when new reconnaissance and weapons systems have been deployed.  He said its purpose is to defend the state [interestingly the state, not the country] from ballistic and cruise missiles.  It needs to be an umbrella against any kind of threat, including low-altitude ones.

Makarov said different military structures have been occupied with the security of the skies.  Space Troops do orbital reconnaissance and ground-based missile early warning.  The air forces and air defense armies (АВВСиПВО or АВВСПВО) and radar troops monitor air space for approaching hostile aircraft.  The Special Designation Command (КСпН) covers the Moscow air defense zone [didn’t this long ago change its name to the OSK VKO?].  Air defense troops (ЗРВ) and fighter aviation cover other important facilities.  The system was set-up on a service (видовой) basis and that’s why it was uncoordinated.  It needs to be made integrated and put under the command of the General Staff [of course – this sounds like Olga Bozhyeva in MK].  In the Defense Ministry, they understand unification won’t be quick and will require a lot of resources, but there’s simply no other way.

Izvestiya proffered a quotation on this one:

“If we look at how this system was built earlier, then it’s possible to see that it acted separately by services and branches of troops, and also by regions.  So, Space Troops answered for space reconnaissance, the work of missile attack warning stations.  The Ground Troops for the activity of radar units.  Now we are uniting all these separate organizations in a unitary whole.  We need to establish the foundation of this system in 2011.  To finish its formation completely by 2020.”

According to RG, Makarov said a modern army would be useless without a new command and control system for the Armed Forces.  Russia’s move to a unified information environment will cost 300 billion rubles, and will be phased, with the initial phase being the replacement of all analog equipment with digital systems by 2012.  Command and control systems will be developed and produced in Russia, but other weapons will be bought abroad.  This is when he broke the news about Mistral winning the amphibious command ship tender.

RG concludes Makarov called for a fully professional Armed Forces, but the words it quoted aren’t particularly convincing:

“Now we can’t do them like this.  But year by year we’ll increase the selection of contract servicemen with commensurate pay.”

However, Moskovskiy komsomolets quoted the General Staff Chief this way:

“We are aiming for a contract army.  Now we can’t make it so instantly, but year by year the number of contract servicemen, with commensurate pay, will increase.”

Olga Bozhyeva viewed this as a total reversal of Makarov’s earlier rejection of contractees and insistence on conscripts as the backbone of the army.

Makarov also talked about efforts to create ‘human’ service and living conditions.  He referred, as always, to outsourcing and civilianizing mess hall and other housekeeping duties.  He repeated that, starting in 2012, officer pay will increase by several times.  According to Krasnaya zvezda, Makarov said 50 percent of officers now receive higher pay through premiums and incentives.  Officers and their families will be moved from remote garrison towns to oblast centers where their children can get a better education and wives can find work.  About the large cut in military towns, he said:

“We had about 22 thousand of them, approximately 5,500 remain, but in all, we’re taking the number of military towns to 180.”

Of course, he didn’t mention who will take care of large numbers of retirees left behind in that archipelago of abandoned military towns.

KZ gave its own recap of Makarov’s press-conference, and it’s interesting to hear his rehash of why the army needed a ‘new profile.’  His remarks blow up any lingering myth about the 2000s, at least the Putin years, as the time of the Russian military’s rejuvenation.  He said:

“Before 2009, 87 percent of the Armed Forces consisted of formations and military units with abbreviated personnel and cadres, practically not having personnel.  They almost didn’t conduct operational and combat training.  The army didn’t just degrade.  During this time, we grew an entire generation of officers and generals who ceased to understand the very essence of military service, they didn’t have experience in training and educating personnel.”

KZ paraphrases more of Makarov.  The personnel training system caused complaints.  VVUZy were teaching the Great Patriotic War.  Low pay and poor prospects for housing made the officer’s profession a low-prestige one.  In units, personnel weren’t occupied with combat training, but serving themselves, and military discipline fell as a result.  On the whole, the Armed Forces stopped fulfilling the missions for which they are intended, and could scarcely react to threats and challenges beyond the state’s borders and inside the country.

Makarov addressed how the MDs were changed to meet future threats and challenges:

“Planning and troop employment happened with significant difficulties, since each of six military districts had a series of missions where one often contradicted another.  Moreover, four air forces and air defense armies were established, as a result, the zones of responsibility of the military districts and these armies didn’t coincide at all.  This led to confusion in employing air defense forces.  At the same time, experience showed that military actions in recent decades are conducted, as a rule, by unified force groupings and forces under a unitary command.  Each of our districts and each of our four fleets existed independently. Each had its own zone of responsibility, not matching the others.  In order to organize any kind of joint actions, it was necessary to establish temporary commands, temporary structures, which, as a rule, were poorly prepared, didn’t have corresponding experience.  All this led to unsatisfactory results.”

Izvestiya quoted him:

“In the bounds of the ongoing transformations, full-blooded troop groupings have been established on all strategic axes.  Four full-blooded commands have appeared for us which, having in their composition and immediately subordinate to them all forces and means, can react adequately to all challenges and threats to the borders of our districts.  Changes in the Armed Forces command and control structure are a necessary occurrence since the old administrative-territorial division had stopped answering the challenges and threats of the time.”

Then Makarov brought in MD commanders over the video so they could attest to how it’s going.  They remarked on how cutting intermediate, redundant command levels has made their jobs easier.  Western MD Commander, General-Colonel Arkadiy Bakhin said 40 percent of his formations and units have outsourced some support functions. 

KZ says earlier MD commanders answered only for Ground Troops, and when they needed forces from another service or branch, they had to get permission from above.  Southern MD Commander, General-Lieutenant Aleksandr Galkin claims making these requests cost the commander time, but now all forces and means are in one command, the fundamentally new unified strategic command (OSK).  Galkin also says freeing soldiers from support tasks means there are now 20-22 training days per month instead of 15-16.

Master and Commanders

Major media outlets covered President Dmitriy Medvedev’s dialogue with five commanders (three Ground Troops, two Navy) at Gorokhovets.  But one’s own look at what was said, and how it was said, is sometimes better.

The Supreme CINC took some surprisingly forthright views and questions from his commanders.  He didn’t make specific promises about providing the troops new assault helicopters, better protected combat vehicles, or tanks.  He just kept saying the GPV will be fulfilled.

Medvedev told one commander “we all know well what kind of army we had” before this most recent reform began in late 2008.  This is funny since it’s a slam on Vladimir Putin, who was responsible for the army’s condition for most of this decade.

Much of the dialogue depends on an artificial dichotomy between combat (combat training) and noncombat (housekeeping) officers, and on the need to shed the latter.  It is easy now, of course, to belittle officers in the 1990s, and much of the 2000s, who tried to keep their subordinates paid and housed, and conscripts from beating or killing each other, at a time when there was not enough money, fuel, equipment, or even troops for training.  A lot of officers neglected those housekeeping duties and turned to private schemes, crime, or corruption in those days. 

The two naval officers practically beg Medvedev for contractees because their conscripts can’t learn their jobs in one year.  The Supreme CINC is supportive, but he won’t do it until the concept is fiscally viable (not a bad idea since the most recent contract service effort was spoiled by failure to deliver pay and benefits that would attract professional enlisted).

And, finally, Medvedev revealed he is committed to finding Russia access to naval facilities abroad to support the Navy’s deployments.

But let’s look at exactly what was said . . .

VDV Colonel Igor Timofeyev, commander of the 56th Independent Air-Assault Brigade, told Medvedev his troops would like Army Aviation to have new helicopter types, for landing troops and providing effective fire support, i.e. all-purpose assault helicopters.  He also said his companies depend on UAZ vehicles for transport, which lack sufficient personnel protection, and can’t mount extra firepower.  Then he gets to his point . . . having seen new vehicles at Gorokhovets, he hopes he will have them in his own formation soon.

Medvedev avoids responding directly:

“Of course, the fact is what we have today is undoubtedly better than what we had at the beginning of this decade, but all this is still very, very far from what we are aiming for.  You mentioned ‘UAZy.’  I could also name other vehicles, I simply won’t do this in order not to put anyone in an awkward position.  But, unfortunately, the degree of their protection from very simple types of armaments, including infantry-type armaments, is practically nil.  We haven’t even been working on proper armor plating for a very long time, because we considered it expensive.  The mission now is to ensure that all transportation means, all our light and heavier types of transport means receive an effective defense against infantry weapons and, if possible, against heavier types of weapons.  This is definitely more expensive, but these are the lives of people, the lives of our servicemen, this is ultimately the effectiveness of the employment of the Armed Forces.  Therefore it’s essential for us to work on this, just as we will, of course, work on and fulfill the State Program of Armaments as a whole.”

The Supreme CINC doesn’t address the colonel’s call for better air support, and he admits the VDV’s vehicles are inadequate, but promises only that everyone’s transport means are going to receive more protection.  But nothing specific.

Next it’s the turn of Colonel Yakov Ryazantsev, commander of the 57th Independent Motorized Rifle Brigade.  Ryazantsev talks about the difficult process of dismissing officers who forgot about combat readiness and combat training or weren’t prepared to work under ‘modern conditions.’

Medvedev took this opportunity to say this is the reason for much criticism of the military reform process:

“Often in the media and in the statements of independent analysts we read very severe things about how the reforms are being conducted, about the condition of the Armed Forces’ combat capability.  This is normal, undoubtedly, because there should be critical stories, should be investigation of what is being done.  We have an open society, and the Armed Forces cannot appear like a closed corporation in this sense.  Nevertheless, sometimes these judgements bear an exceedingly severe character.  Some of them concern dismissals from the ranks of the Armed Forces.  In this context, I have a question for you:  what number of servicemen in your view in percentage terms were dismissed from your brigade?”

Ryazantsev goes one better and gives precise numbers:  415 officers of 611 in the former 81st Motorized Rifle Division were dismissed.  He says they were officers who focused on ‘everyday problems’ rather than the fulfillment of military service duties.

Meandering a bit, Medvedev returns to the issue of combat training vs. housekeeping, saying:

“And we all know well what kind of army we had.  We were just talking about ‘paper’ divisions and cadre sub-units.  That’s all there was.  And not just, by the way, in latest Russian history, but in the Soviet period it was, since every year the number of cadre units increased and increased.  How did this reflect on our combat capability?  It’s clear how.  And officers, unfortunately, who served in such places, were occupied mainly with housekeeping tasks.”

“But today those who aren’t prepared to serve are not allowed to serve.  So what you just said, once again strengthens my certainty in this.”

Next Colonel Valentin Rogalev, commander of the 74th Independent Motorized Rifle Brigade, tells Medvedev he can’t say his arms and equipment are fully adequate, especially when it comes to tanks and BMPs.  Referring to the GPV and plans to modernize 30 percent of equipment by 2015, Rogalev says:

“And we hope, Comrade Supreme CINC, that fundamentally new types of tanks and BMPs with greater firepower and also increased crew protection will enter the arms inventory soon, not as single units, but systematically.  This will significantly raise the brigade’s combat possibilities.”

In his response, Medvedev talks about galvanizing the OPK to produce what the army needs, about the GPV, and about spending money wisely, but he doesn’t promise Colonel Rogalev anything.

Then the Navy took over.  Captain First Rank Sergey Pinchuk described the condition of his Baltic Fleet surface ship brigade:

“In the ship formation I command, 10 years ago there were ships with an average service life of 10-15, but some even with 25 years.  They were mainly technically inoperable, technically unready, insufficiently manned, with minimal supplies, ships generally didn’t go to sea for years.  Today new ships have entered the formation.  They are multipurpose corvette class ships for missions in the near ocean zone.”

“The armaments and military equipment mounted on the new ships allows us to cut personnel on the ship substantially, practically by three times.  And the requirements on this personnel have increased significantly.  Besides officers, these are contract servicemen.  You talked about them today.  In the fleet, large effort on their training, education, creation of favorable service conditions is being conducted.  However, one would like to see that this category of servicemen has also found support at the state level.”

In his response to Pinchuk, Medvedev acknowledges that “we are still just preparing” to support contractees in terms of competitive pay and normal service and living conditions.

One wonders how long it will take to get ready . . . they spent most of the past decade preparing to implement contract service before pulling the plug earlier this year.

Nevertheless, Medvedev insists “I understand this and the Defense Ministry leadership understands,” and we “will return to the issue of supporting contractees in the near future.”

Again, no commitment.

Last up is Captain First Rank Ildar Akhmerov, commander of the 44th ASW Ship Brigade.  Akhmerov describes greatly increased underway time and Horn of Africa antipiracy operations by his four ships, and then concludes the sea time and servicing of complex shipboard equipment and systems are increasing the requirements on the training of all crew members.  The price of a mistake far from Russia is too high.  As formation commander, he says he has to increase the number of contractees on deployed ships by taking them from other ships, because conscripts can’t master complex equipment in their short time.  So in the fleet and the district, they’ve made great efforts in selecting contractees, and providing them housing.  But at present, this issue remains highly important not only at the level of a fleet formation, a district, but even on a state level.

Akhmerov continues saying his ships in the Gulf of Aden need higher quality rear and technical support than other ships.  But Russia has no bases in foreign countries in the Indian or Pacific Ocean where his ships could take on supplies, repair, and get some kind of rest for their crews.  This is presently done by support ships in the detachment of ships, but a shore base would increase the quality of rear and technical support and reduce costs.

Medvedev responds:

“On contractees, I just told your colleague.  We, of course, understand this problem.  And the fact that you have to pull contractees from other ships is not very healthy.  Now we simply have to understand what sum will be sufficient to motivate contractees.  We have discussed this more than once in Sovbez sessions, the Minister and Chief of the General Staff participated in this discussion.  I think here we will need to some degree to proceed from lieutenant’s pay, but for this we need to prepare so that this decision will be financially supported.  But, I repeat yet again, without modern, well-paid, socially motivated contractees in the army, nothing, of course, will occur in the Armed Forces.”

On the issue of foreign bases, he said:

“As you know, bases on the territory of foreign states aren’t created on the order of President of the Russian Federation.  For this, it’s necessary to conduct complex political-diplomatic work . . . .”

“I won’t hide from you that we have some ideas on this issue, but I won’t say them out loud for understandable reasons.  But it’s obvious that when, let’s say, support ships follow ships, this is very expensive and the expenditures are really huge.  And this is very often ineffective when this support train has to drag itself over the territory of the entire world ocean.  In this sense, our current partners have much better conditions, because they have staked out bases in the most varied parts of the world, visit and replenish themselves.  Generally, this is an issue which demands really attentive state interest.”

Larger Significance of the Serdyukov Flap

Pavel Felgengauer

You’ll find bits of the following by Pavel Felgengauer in various English language articles, but not his full argument as laid out here.

Writing in Novaya gazeta this week, military commentator Pavel Felgengauer concludes that Defense Minister Anatoliy Serdyukov remains in place, but the army’s problems are growing.  He says:

“Today a dangerous situation of general decay in discipline and order is taking shape which could lead to a loss of control over the armed forces.”

The slow disintegration of the Soviet Armed Forces required Serdyukov to take immediate, radical, and often not well thought out reforms, according to Felgengauer.  Mass officer and warrant officer dismissals have put 70 thousand outside the TO&E “at the command’s disposition,” essentially just waiting for dismissal.  Only 10,000 are junior officers whom the Defense Ministry owes little by way of benefits.

A bit of explanation that Felgengauer doesn’t give you.  We haven’t had any independent observer put this number so high.  These 70,000 are waiting for housing because, by law, surplus officers can’t be discharged until they get permanent apartments.  But they aren’t living on much while they wait.  Because they don’t have duty posts, they get only rank pay, not various monthly supplements that officers in active positions get.  Rank pay might be only 30 percent of what they received when they were in the TO&E.

But back to Felgengauer.  He turns next to NCOs.  He says experts say, with a million-man army and 150,000 officers, the Russian Armed Forces need 200,000 or 300,000 sergeants.  But in Serdyukov’s ‘new profile’ TO&E, there are billets for only 90,000 contractee-specialists and NCOs together.

And these are the guys who’re supposed to help the shrunken officer corps keep order in the ranks.

Felgengauer then recites the Main Military Prosecutor’s announcement that barracks violence is up 50 percent in 2010.  He says incidents of open ‘hooliganism,’ criminal violence, and inter-ethnic conflict are all rising.  And only a declining number of officers is there to hold all this together – with the help of an inadequate NCO corps.  This is why, says Felgengauer, the Soviet officer corps relied on dedovshchina as a lever to keep order among the troops.  He may be suggesting Russian officers are doing the same thing now.

He concludes many are dissatisfied with this state of affairs, and they all focus blame on Serdyukov, somewhat unfairly, according to Felgengauer.  Criticism is focused on the man who actually tried to fix Russia’s decaying defense department, and not his predecessors who drove it to ruin.

Of course, one could ask Felgengauer isn’t this the fate of all reformers?  Maybe those being reformed were happy with the decaying and ineffective bureaucracy and forces that were comfortable, and perhaps profitable, for them.

Felgengauer returns to the issue of attempts to train NCOs.  Instead of officers, military schools are supposed to prepare sergeants instead.  But only the erstwhile Ryazan Higher Airborne Command School is actually doing it, and, ironically, this is where the storm over Serdyukov arose.

Felgengauer concludes that Putin and Medvedev agreed with Serdyukov’s reforms, and so they aren’t ready to dismiss him now.  But the problems and tensions surrounding the Defense Ministry are growing.

In a kind of postscript, Felgengauer sees the decision for military police as something of a ridiculous answer to disorder in the army.  First, they will be selected from the ranks of the most disgruntled – the dismissed officers.  The concept behind using some ‘dissatisfied-dismissed’ to keep order among other dissatisfied is just a little inscrutable.  And, in the best case, it’ll take over a year to change all the laws and regulations to allow military police to operate.  Will Serdyukov and his reforms remain intact by then?

Makarov Talks to Duma Defense Committee

Last Thursday, General Staff Chief, Army General Nikolay Makarov spoke to a closed session of the Duma’s Defense Committee about the situation in the armed forces.  A few committee members were kind enough to inform the press about some of the discussion.

Rossiyskaya gazeta said it’s no secret the Defense Ministry wants more money in its 2011 budget.  And the generals’ arguments are well-known — the army needs to reequip, relocate, and raise officer pay.  Additional financial means are needed for this.  Makarov didn’t avoid this issue, and he had a lot of supporters.  Deputy committee chairman Yuriy Savenko had this to say on the issue of budget and rearmament:

“Today there isn’t just not enough money for this.  We have to recognize that our military industry has sagged a lot over the last two decades.”

Makarov apparently commented on Bulava, seeing the recent successful launch as opening the way for its quickest acceptance into the Navy arsenal.  But he said first it has to complete three [not two] more tests.  The next won’t come earlier than November, and the first from Yuriy Dolgorukiy possibly before year’s end.

The General Staff Chief talked about the country’s new military-administrative divisions, claiming the reduction to 4 MDs isn’t causing major troop relocations, but rather allowing the army to stand-up additional combined arms, reconnaissance, and airborne brigades on its strategic axes.

He apparently mentioned the introduction of information management systems into the troops is a priority.

Nezavisimaya gazeta’s Viktor Litovkin reports Makarov said Russia will hold just one operational-strategic exercise, Tsentr-2011, next year, and, after it, the focus will be on tactical platoon and company exercises.  Litovkin says the issue isn’t money, but the time it takes to train units from platoon to brigade in what they need to demonstrate in a big exercise.  And training time is too short with one-year soldiers.  He reports the army’s decided to put all officers from new lieutenants to generals through tactical retraining and improvement courses.

KPRF Deputy, Vladimir Komoyedov — former Black Sea Fleet commander — commented a little on what he heard.  He said Makarov mainly touted what’s been achieved the last two years.  Komoyedov said he heard about conventional forces, but not much about strategic ones, and when he asked specifically about naval strategic forces, Makarov’s answer didn’t satisfy him.  Komoyedov spoke to Tverskaya, 13, but he quickly spun off into his own commentary, rather than Makarov’s.

Perhaps the most press went to Makarov’s announcement that the Defense Ministry will go forward with military police units in the armed forces after all.  They’ll reportedly number about 20,000 personnel.  MP sub-units will be present from brigade to military district, and they could be manned by servicemen dismissed in the course of Serdyukov’s reforms.

Finally, Komsomolskaya pravda says Makarov has told it about various changes in the army coming in the next five years.  Some are not all together surprising, but there are new twists on others:

  1. A two-pipe Defense Ministry — military and civilian, with the latter handling money, personnel, and support.
  2. Hired cleaners, maintenance people, and security guards for the barracks.
  3. Military pay via bank cards to make it more difficult for older soldiers to extort money from new conscripts.
  4. Contractees will get 30-35 thousand rubles per month.
  5. Conscription will stay at one year (there are 156,000 men with deferments and 130,000 evaders).
  6. Specialty training time for soldiers needs to be cut from 6 to 2-3 months.
  7. Tsentr-2011 will occur, but other exercises will focus on the company-level and lower.
  8. There will be 8 aviation centers [bases?], but 4 would be ideal.  Air defense aviation will have 2 months on duty, and 2 months at home.
  9. Glavkomaty of services and branches will be cut from 1,000 personnel to about 150 or 200.  Generals’ duties will go out to the new MDs.  All the ‘glavki’ will relocate into the Ground Troop headquarters on the Frunzenskaya embankment.
  10. The Genshtab will keep its hands on strategic submarines, bombers, and the RVSN.
  11. The VDV will not be cut, and will continue to report through the Genshtab.  They are likely to be reinforced with new brigades.
  12. The Navy will get 1-2 nuclear-powered submarines each year.  New aircraft carriers are in development.  The fleet gets 23% of the defense budget, the RVSN 25%.

Contract Service Not Quite Abandoned

In St. Petersburg Thursday, Anatoliy Serdyukov explained that the Defense Ministry is cutting the number of contractees due to a lack of funding:

“We don’t have the resources to maintain contractees in the amount we want, therefore a reduction in contractees and an increase in conscripts are occurring.”

He made the remarks in response to complaints about higher draft numbers in a meeting with human rights activists.  

Serdyukov said the transition to permanent combat readiness units requires the Defense Ministry to take a full draft contingent, meaning that an increased number of those with an unfulfilled military obligation are being conscripted. 

But he repeated past statements that the armed forces will drop by 134,000 at some point to a level of one million personnel.

According to Svpressa.ru, at the March Defense Ministry collegium Serdyukov admitted:

“We are not satisfied with the results of this [contract service] program.  We somewhat underestimated the situation in units – who should transfer to contract, on what conditions, with what kind of pay.”

RIA Novosti cited GOMU Chief Vasiliy Smirnov from the end of July when he said that contractees will man more than 100,000 soldier and sergeant billets in the Russian military.  This press item added Smirnov’s comments that contractees will be 20 percent of the armed forces, and currently number 210,000.  And money freed up by the reduction in contractees will go to increased pay for other unidentified servicemen.

Some of this reporting – especially Smirnov’s 100,000 and 20 percent figures – seems garbled, but it’s just that some key background’s been left out.  Let’s rebuild some context around last week’s statements, so they make more sense.

Looking back on what was said officially last winter, General Staff Chief Nikolay Makarov had a much harder edge on his pronouncements about the failure of contract service.  Serdyukov was much less categorical; he emphasized that contract service was being cut, not abandoned.

Makarov and Serdyukov offered different figures on contractees; the former said 190,000 and the latter 150,000.  And Smirnov said 210,000.  Recall all three figures probably included 79,000 or less recruited in the 2004-2007 program.

Serdyukov said first the contract service program will be cut – perhaps down to Smirnov’s 100,000 – then eventually expanded to 200,000 or 250,000.  In his March interview, even Makarov said ideally a motorized rifle brigade should have about 20 percent professional enlisted personnel. 

At Alabino in May, Serdyukov said contract service is being reworked.  The key thing is he’s yet to explain exactly how he’ll do it.  For the time being, he’s saying there’s no money for it, but it remains on the agenda.

For now, contractees will or may be cut to Smirnov’s 100,000 level, but if they expand back to 200,000 somehow in the future, they would be 20 percent of Serdyukov’s million-man army.  For now, they’re going to be 18 or 13 percent of the army, and drop maybe as low as 10 percent before increasing (maybe).

We should also recall Valentina Melnikova’s admonition not to believe Russian generals (or defense ministers) when they say they can’t afford a professional army.  They just have other priorities right now.

More Talk of Raising Draft Age to 30

Appearing on Thursday’s RIA Novosti talk show ‘Civil Defense,’ Deputy Defense Minister, State Secretary Nikolay Pankov claimed raising the upper age limit for conscription would benefit the army, and Russian society as a whole.

Under Russian law, men aged 18 to 27 are subject to the draft.  In April, GOMU Chief Vasiliy Smirnov floated the possibility of increasing the age to 30 as a way to help fill the army’s ranks at a time when 270,000 new conscripts are needed every six months, and contract service has failed to produce sufficient numbers of professional soldiers.

Pankov told his interviewer:

“I think this question [of raising the draft age limit] is very productive, and I wouldn’t reject this idea.”

But he admitted it needs more study.

After Smirnov’s April trial balloon, Defense Minister Serdyukov and General Staff Chief Makarov backed awayfrom raising the draft age, saying they were only ‘reviewing options.’

The issue really boils down to this:  how many 27-year-olds are the Russians currently drafting, and how much would drafting 28-, 29-, and 30-year-olds really help fill gaps in the ranks?

One has to conclude the return on conscription greatly diminishes at the outer edge, while resistance to it increases.  Forum.msk editor Anatoliy Baranov commented that raising the draft age limit to 30 is unpopular because average life expectancy for men is less than 60.  He continues:

“Of course, against the background of a general decline in the draft contingent by almost 2 times for social and demographic reasons, there are no and can’t be solutions fully compensating for this ‘demographic hole.’”

“How do you keep general military training and not draft everyone into the army at the same time?  There are, of course, solutions, but the current Defense Ministry leadership, it seems, consciously ‘overlooks’ them.”

Baranov seems to be saying, if the military wants a million-man army, with 600,000-700,000 conscripts, it’ll have to increase, not the draft age, but the draft term from one year back to 18-months or two years.
