New Industrial-Logistical Complex

Moscow region’s Telekanal 360 station recently reported on Defense Minister Sergey Shoygu’s tour of the Russian military’s first “industrial-logistic complex.”

The first PLK [ПЛК] is located in Naro-Fominsk, not far from Moscow. The 450-acre facility reportedly will store 120 thousand tons of spare parts, to include vehicle engines, transmissions, treads, and tires, as well as other supplies.

The MOD is planning for throughput of 230 thousand tons of freight annually. The PLK will have a centralized dispatch service to provide more streamlined ordering for troop units.

Its first section — two 20,000-square-meter warehouses — was built in seven months. The second section is due for completion in September.  The MOD plans to construct more than 20 PLKs throughout the RF.

The first report on the military’s effort to build “industrial-logistic complexes” appeared in 2014. The initial complex was touted as being a public-private partnership including some commercial space. It was supposed to be finished before the end of 2015.

Announcing the effort, MOD rear services chief Army General Dmitriy Bulgakov said 24 new complexes would be erected before the end of 2018 to replace 400 obsolete military depots and warehouses. He also indicated that construction of one in Armavir (Krasnodar territory) had begun, and work on another in Khabarovsk was to start imminently.

It seems each year there’s less quality Russian military journalism.  But exceptions arise.  Aleksey Ramm for one.  His work is interesting, fairly insightful, and apparently unbiased.

“Recently the appearance of the Kurganets BMP, Armata tank and heavy infantry fighting vehicle on its base has been actively discussed even on social networks.  And real problems with cargo vehicles, which no defense minister has been able to solve, are well-known to only a narrow circle of specialists.”

“‘Without automotive equipment not a single missile will fly, no airplane will take off, no tank will go, and the soldier will be left without ammunition and food. Trucks have to deliver fuel, lubricants, spare parts, etc.  They are making our tanks, buying airplanes, but problems with vehicles still aren’t being resolved,’ says an officer responsible for organizing logistics in the Southern Military District.”

For example, the first company of a BMO (or platoon of an RMO) transports ammunition, and the fifth, equipped with tankers, transports fuel.”

“Besides the RMO, BMO and BRMO, every battalion had material support platoons, into which go vehicle sections, and sometimes, if the battalion is an independent military unit, even entire platoons.  The mission of these sub-units is transporting material resources from battalion (company) material support depots directly to the front.”

“‘Vehicles of material support brigades and battalions have to complete long marches with big loads over distances of not less than 500-600 km, using regular roads.  Mobility isn’t as important to them as it is to those carrying cargo to the front.  So in this segment, KamAZ didn’t and doesn’t have competitors,’ says a Ministry of Defense Main Automotive and Armor Directorate (GABTU) officer.”

“‘In the mid-1990s, it already was clear that the Soviet system of four basic vehicle families was an unacceptable luxury for the Russian Army.  Each really has its own parts and components which are not interchangeable.  The ZIL-131 has a gas engine, but the Urals (with the exception of the 375D) are diesel.  So the decision to move to one universal type was made,’ explains the Main Automotive and Armor Directorate officer.”

“In 1998, the Ural Automotive Factory presented the Motovoz truck family for trial by the military, but because of drawn-out fine-tuning and financing problems the new Urals only began to enter troop use in 2006-2008.  As the producer announced, Motovoz was three practically 95 percent common vehicles — Ural-43206 (4×4), Ural-4320-31 (6×6) and Ural-5323 (8×8).”

“‘Only the two-axle Ural-43206 came to our division in 2008.  So we didn’t see the three- or four-axle Urals.  Even though according to initial plans, the Ural-43206 replaced the old Urals, ZIL-131 and GAZ-66 in the material support platoons of battalions, and the -4320 the transport KamAZes in divisional BMOs. We traveled in Motovozes less than six months, after which the order came to give them to depots and we received new KamAZes,’ recalls the automotive service officer.”

“‘It’s acceptable to abuse Serdyukov now.  Many say the transition to Mustang was connected with lobbying by KamAZ, which belongs to Rostekh, and possibly even with corrupt schemes.  But we have to recognize that only one model — Ural-43206 — was received from the Ural factory into the Motovoz family.  In my view, the ideal vehicle for transport to the front area.  Mobile, reliable, easily repaired.  But the three-axle Ural-4320-31 loses to KamAZ on the road by every indicator.  In essence, a suped up Ural-4320.  I don’t even want to talk about the four-axle.  A very capricious and unreliable vehicle,’ the vehicle service officer from the Southern Military District relates.”

“Three vehicles are in the Mustang family:  KamAZ-4350 (4×4), KamAZ-5350 (6×6) and KamAZ-6350 (8×8).  Supplies began at the end of 2008.”

“‘Currently there are practically neither old Ural-4320, nor ZIL-131, nor even GAZ-66.  A small number of Ural-43206, -4320-31 and -5323 received in 2008 remain.  The Motovozes were sufficiently fresh vehicles but were still written off early,’ the GABTU representative comments.”

“By several evaluations, currently approximately 80-90 percent of the Russian MOD truck inventory is Mustang, 10-15 percent Motovoz, and the rest is remaining and still not written off ZIL-131, GAZ-66, etc.  The MOD’s transition to a single vehicle took a little less than seven years.  In the opinion of almost all representatives of the vehicle service with whom this publication managed to talk, it was able to do this only thanks to the great production capacity of the Kama Automotive Factory and its developed service centers.”

“‘If you compare the old brigade with different types of trucks, thanks to the Mustangs the tonnage of transported cargo has increased recently.  Because of the commonality of vehicles, going up to 90-95 percent, they succeeded in significantly cutting supplies of parts and components essential for repair, and also in standardizing the list of POL,’ says the GABTU representative.  ‘I can’t name the real figures but believe me:  the capabilities for ‘lifting’ material resources have grown a lot at the present time.'”

“But among the troops they don’t hurry to draw the same optimistic conclusions.  ‘The KamAZ-4350 came to replace Urals in the material-technical support platoons of battalions.  In exercises where they still have factory service centers, all look very good. Everything is much more complicated in real life,’ the Western Military District vehicle officer is sure.”

“In the opinion of all troop officers Voyenno-promyshlennyy kuryer surveyed, the KamAZ-4350 has not become an adequate replacement for the old Ural family.  ‘In mobility it lags behind the old Ural-4320, meanwhile it does not carry as much of a load.  Simultaneously these vehicles got stuck during off-road exercises in places where the Ural would have gotten through without any problems.  KamAZ has outstanding trucks, but for normal roads,’ the commander of a material-technical support battalion is sure.”

“The spring and summer of last year became especially tense when Russian Armed Forces units and sub-units moved out from permanent basing points to the Ukrainian border, operating completely without the support of repair centers.  All this publication’s interlocutors noted one more problem which appeared during the spring-summer of standing at the border, the -4350 breaks down often.”

“‘This vehicle must operate practically at the front line.  But it is packed electronics that constantly break down.  Even a platoon driver’s capabilities were enough to subdue the Ural.  Here they have to call in specialists.  Once such a vehicle was stuck in the middle of the training ground, and we dragged it from here only after a week.  Yet another problem is the turbine diesel in this KamAZ.  The turbine constantly goes out of order, breaks down.  We just manage to send it off for repair,’ complains a vehicle service officer.”

“In service centers, they do not share the military’s claims against the KamAZ-4350, arguing that the majority of damages happen through the fault of servicemen using the equipment.”

“‘Automotive equipment is developing, new technologies are appearing.  But the military wants everything to be as ‘in grandma’s time.’  The problem with the turbine is not the factory’s fault.  In the instructions it says before turning off the engine, the driver should give it some time to idle.  The military will kill the engine right away, and the turbine suddenly locks up.  But the factory’s to blame,’ complains an associate of one of the service enterprises answering for the repair of KamAZ vehicles.”

“At present, a paradoxical situation is forming where brigade BMOs, army and district BRMOs have increased by many times their capabilities to ‘lift’ and transport supplies, but providing cargo directly to sub-units at the front line is not always successful.”

“In the Ministry of Internal Affairs they tried to find an exit from the vehicle deadend by combining the capabilities of the Motovoz and Mustang families.”

“‘We mainly use six-axle [sic, wheel?] Ural-4320-31, and sometimes Ural-43206s for units and sub-units fulfilling combat service missions in the transport of material resources directly to the area where they are employed in the North Caucasus.  Police detachments working in the region also use these vehicles,’ said an Internal Troops representative.  To transport cargo at great distances, according to our interlocutor, six-axle [sic, wheel?] KamAZ-5350s are already in active service.”

“‘We have the KamAZ-4350s, but the Ural-4320-31s are better suited to conditions in the Caucasus.  They are much more mobile and powerful in conditions of difficult mountain and considerably rugged terrain.  And, for supplying sub-units stationed a great distance away, and fulfilling missions in securing important state facilities, we also use Urals,’ the MVD VV representative answers.”

“From one side, the decision to unite two families in a single vehicle inventory is clear and logical.  Motovoz and Mustang duplicate one another to a sufficiently limited degree.  From the other, several families of trucks again appear in the force requiring separate supplies of parts and components.  VPK’s sources in the MVD acknowledge the problem.  ‘Only Mustangs and Motovozes would be good, but we still have a pretty large number of different armored vehicles and other special equipment,’ the Internal Troops representative laments.”

“‘The problem will be resolved with the acceptance of the future Tayfun and Platform vehicle families into the inventory, work on which is currently ongoing,’ the GABTU representative explained.”

“‘There were many conversations about Platform.  They talked like it was even shown to the defense minister on the test range at Bronnitsy.  But there still aren’t even photos of a prototype.  They say everything is secret.  But what’s the sense of keeping a truck secret?  It’s bull.  There still isn’t a series Tayfun [sic, Platform?].  But there are experimental prototypes of it.  We went through all this already. For several years in a row they assured us that they were fixing equipment for us and factory workers towed it off.  As a result, when the normal work began and the equipment began to break down, everyone looked at it like little kids,’ says the vehicle officer.”

“So for more than seven years the problem of the disparity of the Russian Armed Forces’ truck equipment inventory still has not been conclusively resolved.  The situation is like running in circles.  One can still hope that with the acceptance of future families of vehicles into the inventory the problem will finally be resolved.”

Just a little post-script.  The Tayfun is in serial production.  It’s in the inventory of the RVSN and Spetsnaz units in the Southern MD.  Series-produced Mustangs have been in the inventory since 2003.  The Western MD reports that 30 percent of its vehicle inventory is now less than three years old with the addition of 6,000 Motovoz and KamAZ trucks since 2012.  It also claimed it was slated to have 50 Tayfuns before the end of 2014.  Tayfuns were prominent in today’s Victory Parade as were Mustangs.

Below One Million?

Dropping Russia’s military manpower level below one million?  Talk about a watershed.  This might be spurious information, but coming from Dmitriy Litovkin, the report has to be taken seriously.  In fine Russian tradition, it could be a trial balloon to elicit public and elite reactions.

In yesterday’s Izvestiya, Litovkin reported that, over the course of two years, the Russian Army will become smaller by 150,000 men, according to a Defense Ministry source.

The impetus for this is the Finance Ministry’s.  Aleksey Kudrin’s been ordered to fight the budget deficit, and he’s got defense and security spending in his sights. 

The source says concrete proposals to cut military expenditures were prepared for a special government conference in early June.  As a result, the government adopted an “additional reduction” of 150,000 servicemen.  This would reportedly save 10 billion rubles in 2010 [sic], and almost 50 billion rubles in 2014.  The article says military staffs have already been cut 40 percent as a result of army reform. 

Litovkin notes Defense Minister Serdyukov has previously called one million the “optimal” manning figure — ostensibly 150,000 officers, 100,000-120,000 contract sergeants, and conscripts for the balance.

But it wasn’t so long ago that the Defense Ministry declared the need for an increase of 70,000 officers, and raising the number of contract NCOs and soldiers to 480,000.  It’s not clear how these new cuts are supposed to jibe with increases proposed earlier this year.  The Supreme CINC [together with his tandem partner] will have to decide.

Litovkin enumerates Defense Minister Serdyukov’s competing costly initiatives — higher officer pay, outsourcing nonmilitary tasks, etc.  According to this, outsourcing alone has already brought 380,000 [!?] civilians into military support positions and this number is supposed to increase.  Litovkin doesn’t close the loop on this, but he seems to imply the high cost of these efforts requires cuts in manpower.

This is all exciting and interesting and occasions a couple thoughts.

One.  The new “optimal” number for the Armed Forces must be 850,000.  Liberal Russian politicians, military analysts, and observers have long argued for this, or an even more radical cut.  But one million has had mystical power.  Russian conservatives will vociferously object that the country’s borders are too extensive to be defended by a single man short of one million, as if even one [or for that matter two] million could do it, or as if sheer manpower’s the best way to parry modern military threats.

Two.  Though not mentioned by Litovkin, isn’t it possible Moscow’s decided to make a virtue of necessity and recognize that demographic and draft problems have left them well short of a fully-manned force of one million anyway?  This could be a small step in the direction of becoming (or at least looking) more like just another European army.

Three.  The inevitable downsides.  Keeping more officers had been intended to deal with the outplacement cost (apartments) and other negative fallout of cutting the officer corps in half, not to mention simply having more officers around to deal with unruly nonprofessional soldiers in the ranks.  And another round of personnel reductions is likely to delay any resumed movement toward a long-term professional enlisted force.

Material-Technical Supply Points for the Navy

Picking up from President Medvedev’s admission that he has some ideas on the issue of naval bases abroad . . .

A source in military circles told ITAR-TASS today Russia is not conducting negotiations on new military bases abroad, but, if necessary, it’s prepared to return to this issue.  The source says: 

“There are also material-technical supply points for our Navy, and there’s talk about the fact that we’re continuing to resolve questions on their status, [but] we aren’t conducting new negotiations on the establishment of new bases.”

The source said, if necessary, Russia would establish new bases:

“But the main thing here is to arrange it so that they [new bases] would operate on a reliable legal basis.” 

The source gave Cam Ranh as an example of a former naval base which could be used in the future as a material-technical supply point: 

“A base is when a military contingent is located on a permanent basis, weapons are stockpiled, combat missions are set forth, but Russia even has a material-technical supply point in the Maldives.”

So they won’t actually be bases?  It seems pretty obvious that, to be useful, they’d have to have a degree of permanence, and maintenance capabilities and personnel, and stockpiles of POL and spare parts.

Army Outsourcing

Defense Minister Anatoliy Serdyukov conducted another extramural collegium Wednesday, this time in Khabarovsk.  Serdyukov and company congratulated themselves for completing the ‘large-scale work’ of forming the Eastern Military District (VVO or ВВО), and the other three new districts, ahead of schedule.  This reshuffling was done in less than a year, so it probably really doesn’t count as ‘large-scale work.’

General Staff Chief Nikolay Makarov reported the VVO has operated since 1 October.  For his part, Serdyukov noted:

“The Eastern Military District is the largest in combat composition, area, and length of ground and maritime borders.”

The VVO sports the Pacific Fleet, an air and air defense army, and four combined arms armies, leading the Defense Minister to conclude:

“Unifying all forces and means under a single commander allowed for a substantial increase in the combat possibilities and potential of the district.”

Possibly, yes, but it remains to be realized and proven . . . since the very same forces have just been aggregated in a new way.  Is this new whole more than the sum of its parts, or not?

Attendees discussed unified logistics as well as unified combat forces.  Reports said along with unified commands a unified system of material-technical support (MTO) is being established in the military districts.  As previously reported, it is supposed to unite arms supply and logistics in one function and organization.

At any rate, the collegium had new or semi-new business as well . . .

Serdyukov, Makarov, and other attendees also discussed Defense Ministry outsourcing.

Before the meeting, Makarov told wire services the issue of delimiting spheres of activity between the military department and outside organizations that will provide support functions for servicemen and military towns, including heating, electricity, and food service, would be discussed.  According to Rossiyskaya gazeta, Makarov said:

“We need to clearly determine the bounds within which structures should work to support the everyday life of military bodies.”

Speaking like an old-hand, Makarov said the outsourcing system will take care of noncore tasks like feeding the troops and providing utilities to military towns.  The Defense Ministry’s board of directors discussed transferring responsibilities and corresponding property to these contractors.  Are they going to operate or own these assets?

RG reminded readers 340,000 troops are supposed to be fed by civilian firms by year’s end.  They include students in cadet corps, Suvorov schools, military VUZy, and patients in Defense Ministry hospitals.  The paper said outsourced food service would be coming soon to permanent readiness units.  And laundry services, part of military transportation, and equipment supply, including aviation, POL, and support for all deployed Navy ships, will be outsourced.

Finally, Army General Makarov said the collegium discussed in detail the issue of replacing or scrapping worn out equipment.  According to RIA Novosti, Makarov indicated there’ll be a major inventory and weeding out of what’s usable and what isn’t:

“In the course of 2011, everything that’s inoperable, particularly, in the aviation and ship inventory, we will manage to restore and put back on the line.  That which has outlived its time according to its parameters should be withdrawn from service.  This is quite a solid sum which could be redirected to acquiring new types of equipment and armaments.”

Not sure how much they make on this scrap sale.  Not so long ago the Defense Ministry said it was cutting repairs (as well as RDT&E) to focus more money on buying new systems.

Disappearing Deputy Defense Minister Portfolios

Or who will answer for what?

On Tuesday, Kommersant and Rossiyskaya gazeta described, even if they can’t explain, Deputy Defense Minister portfolio changes.  The shuffling began in early July, when Grigoriy Naginskiy was ‘freed’ from his responsibilities as Chief of Housing and Construction but remained a Deputy Defense Minister.

According to a decree known, but not published, Medvedev removed General-Colonel Dmitriy Bulgakov from his post as Chief of Rear Services, while retaining him as a Deputy Defense Minister without specific duties.  It’s widely believed, of course, Bulgakov has taken charge of a new Material-Technical Support (MTO) empire that will encompass not only logistics but also arms and equipment supplies.

For his part, Defense Ministry Apparatus Chief Mikhail Mokretsov formally became a Deputy Defense Minister (no longer holding just informal ‘Deputy Minister status’).

Kommersant points out there are still eight Deputy Ministers (six are civilians).  A Defense Ministry source told the paper, however, that Bulgakov might be civilianized.  And his MTO organization will be part of the Defense Ministry’s ‘civilian component’ as opposed to its ‘military component.’  Kommersant says the ‘military component’ (planning and operational troop command and control) will just be the General Staff when the current Defense Ministry reorganization is complete.

Bulgakov has apparently indicated that MTO will have a planning and coordination department, a resource and transportation support department, Main Automotive-Armor Directorate (GABTU), and also repair-refurbishment and metrological directorates.  As announced elsewhere, ten new MTO brigades are to be established in the four new OSKs.  Recall that, in the same presidential decree on Naginskiy, Bulgakov’s rear services chief of staff Sergey Zhirov became Chief of the Planning and Coordination Department (read staff).

One should really look at Mil.ru’s ‘Leadership Structure’ page here.  In it, you’ll see Vera Chistova retains her clear responsibility for finance-economic work.  Bulgakov’s biography notes he became simply Deputy Defense Minister in July.  Naginskiy’s contains no similar notation though it could.  Then comes the oft-forgotten Dmitriy Chushkin who followed Defense Minister Serdyukov from the Federal Tax Service in late 2008.  He has no portfolio spelled out in his title, but his bio reads:

“Responsible for forming and conducting the Defense Ministry’s united military-technical policy in the information and telecommunications technology area which aims to increase the effectiveness of the command and control system, as well as supporting and developing its foundations.”

Mokretsov’s bio has a note that he added Deputy Defense Minister to his title in July.

The ultimate plan behind these moves isn’t clear yet.  But it does seem to go back to late June’s replacement of Kolmakov with Popovkin in one of the Defense Ministry’s two First Deputy slots.  More support functions were and are being consolidated under civilians, while purely military training, planning, and operations may now be more solidly under General Staff Chief, First Deputy Defense Minister Nikolay Makarov.

Bulgakov Adds More to His Portfolio?

In addition to his new title Deputy Defense Minister for Material-Technical Support and his responsibility for arms and equipment supplies, General-Colonel Dmitriy Bulgakov has apparently also picked up Grigoriy Naginskiy’s duties as Chief of Housing and Construction. 

Bulgakov accompanied Prime Minister Putin on a tour of military apartments under construction in Volgograd today.  The contractor told Putin the land was acquired three years ago, but delays in installing utilities held up construction until this year.  They also complicated the process and added 5,000 rubles to the per-square-meter cost of the apartments. 

Bulgakov was quoted saying the first batch of apartments in the new mikrorayon for servicemen (739 apartments) will be turned over in December.  He also said 1,978 servicemen need housing in the city.

Sound bites from General Staff Chief Nikolay Makarov’s press conference today dribbled out one at a time, as usual.

Makarov told reporters President Medvedev signed a decree establishing four operational-strategic commands (OSK) to replace the existing military districts on 6 July, but the text hasn’t been published.  Makarov also said arrangements putting the OSKs in place would be complete on 1 December.

Makarov talked more about the new “unified system of material-technical support (MTO)” also apparently covered in Medvedev’s decree.

Rear Services Chief, Deputy Defense Minister, General-Colonel Dmitriy Bulgakov, as expected, will head the unified MTO system, and new First Deputy Defense Minister Vladimir Popovkin will supervise the new state armaments program, 2011-2020, as well as coordination with military industries. 

Makarov stressed uniting transportation and supply functions under Bulgakov:

“We had a disconnect when all transport for supplies of material means to the troops was at the disposal of the Deputy Defense Minister for Rear Services, but he didn’t have anything he needed to move with this transport.  The other Deputy Defense Minister, on the other hand, had armaments, but no means for transporting them to the troops.”

“This is very important because now the management of transportation and armaments is concentrated in the hands of one man.  The correctness of the decision was confirmed by the recently completed ‘Vostok-2010’ operational-strategic exercise in the Far East.”

 “Now one official serving as a Deputy Defense Minister heads a unified system of material-technical support which has united rear services and armaments.  He alone personally answer for both the transport of supplies of material-technical means, and for these means themselves.  Now one man answers for the state of affairs with armaments and for their supply to the troops, who will also now be responsible for that.”

The way Makarov puts it, Popovkin be on the hook for product quality:

“He will work with defense-industrial complex enterprises to control their production of armaments and military equipment for the Armed Forces.”

Popovkin’s old job of Chief of Armaments, Deputy Defense Minister will disappear most likely.

Makarov told reporters Russia plans to move to netcentric command and control by 2015, once it equips its troops with new C3 systems united in one information space.  Such systems are now scarce, but he says, they are working hard so to install digital equipment everywhere.  Makarov calls this the main renovation that he’s giving all structures and troops starting in the fall of this year.  He says Russia’s new command posts unite reconnaissance, target designation, and troops and weapons to execute combat missions in real time.

It’s interesting that RIA Novosti took time to explain that the netcentric concept is an American creation more than 10 years old, and one not loved by those used to strictly centralized command and control.

Makarov told the press the army will begin forming light brigades, which it currently doesn’t have, this year.  They’ll have light combat vehicles of some type.  While not providing details, Makarov emphasized that light brigades will be built around a standard vehicle, so that, as in Vostok-2010, a brigade can fly in and its personnel can marry up with their normal vehicles in their place of deployment. 

Answering a question, Makarov said Russia will buy more Il-78 tankers in GPV 2011-2020, but he didn’t specify a number.

Makarov announced an intention to equip all Russian combat aircraft with new targeting-navigation systems over the next three years.  He said the new equipment will increase the accuracy of air strikes and allow the Air Forces to “abandon the previous practice of area bombing.”  He said the new system was tried on a Su-24M2 during Vostok-2010.  Installation of the targeting equipment on the Su-24M2 began in 2007.  Makarov said the VVS has nearly 300 Su-24 of all variants, and naval aviation about 60.

Stoletiye.ru had an interesting observation on Makarov and efforts to streamline command and control in the Russian Army.  It said the move to 4 OSKs and other steps are intended to reduce duplication of officer responsibilities and make 2-3 officers responsible for the fulfillment of combat missions.  It quoted Makarov, “We’ve eliminated the system of spreading responsibility throughout the Defense Ministry.”

Testing Army Reforms in Vostok-2010

Readers seem eager for anything they can get on Vostok-2010.  Here’s something. 

Russia’s largest maneuvers of the year, Vostok-2010, began June 29, and continue until July 8.  This broad-scale operational-strategic exercise (OSU or ОСУ) encompasses the Siberian and Far East MDs, as well as the Pacific Fleet—in other words, what will reportedly become the new Far East MD or operational-strategic command (OSK or ОСК) before the end of 2010.  

General Staff Chief, Army General Nikolay Makarov talked to RIA Novosti and ITAR-TASS at length about Vostok-2010 recently.  He said the Far East was chosen for its broad expanses, limited infrastructure, and difficult weather and climate.  Eleven combined arms, 3 air forces, and 4 naval training ranges will be used.  Makarov noted up to 20,000 soldiers, 2,500 weapons systems and pieces of equipment, 70 aircraft, and 30 ships will take part in the exercise. 

Makarov said Vostok-2010 will be a logical continuation of last year’s large training events.  Beyond Defense Ministry forces, operational groups and sub-units from the MVD, FSB, FSO, MChS, and FSIN will participate.

As is customary, Makarov said the maneuvers:

“. . . are not directed against any real country or military-political bloc.  They have an exclusively defensive orientation for ensuring the security and defense of the state’s interests on the Far East border against a notional enemy.”

And the exercise’s theme is:

“. . . preparation and employment of formations [military units] in a new TO&E structure to fulfill missions in isolated sectors to ensure the Russian Federation’s military security.”

Makarov said the maneuvers will:

  • Check the effectiveness of the newly-created three-level system of troop command and control;
  • Evaluate the readiness of new TO&E formations and military units to  conduct combat actions in isolated sectors in a constantly changing situation, as well as their mobility and combat possibilities;
  • Resolve training and command and control issues at the operational-strategic and operational level while conducting combat actions;       
  • Organize coordination of military command and control organs with the troops and military formations of other federal ministries and departments, and also local organs of executive authority in resolving joint missions; and
  • Investigate the capabilities of a unified system of material-technical support (MTO) which was created during the structural reformation of the army and fleet.

The exercise will include special operations, air defense and ship combat firings, and air and amphibious assaults.  Makarov said the RVSN will join the exercise play, but no ICBM training launches will occur.  Military transports will bring independent sub-units from the Moscow and Volga-Ural MDs to join the exercise, but they will draw their weapons and equipment from Siberian and Far East storage bases.

Makarov noted the participation of an unidentified number of Su-24M and Su-34 aircraft arriving from Central Russia during a direct flight with aerial refueling.   Black Sea Fleet flagship Slava-class CG Moskva and Northern Fleet Kirov-class CGN Petr Velikiy also completed long-range cruises to participate.

Makarov said new operational and operational-strategic level command and control posts will be used in the exercise, as will ‘fifth generation’ radio communications gear and future soldier systems under development at Sozvezdiye.  Iskander operational-tactical missiles and Russian-made UAVs will also be employed.

Siberian MD Commander, General-Lieutenant Vladimir Chirkin told Krasnaya zvezda the exercise will focus on defensive operations, but also special operations to localize and destroy irregular armed formations in several RF regions.  He said there will be more than a little new given that new combat regulations will be used.  He added:

“We’re moving away from linear tactics, from large-scale front operations.  As the experience of local wars and armed conflicts in recent years shows, there’s no need to utilize a massive quantity of forces and means to conduct front and army operations.”

In Nezavisimaya gazeta, Vladimir Mukhin focused on the logistics of Vostok-2010.  He noted Rear Services Chief, General-Colonel Dmitriy Bulgakov’s expectation that President Medvedev will soon issue a decree combining the jobs of Chief of Armaments and Chief of Rear Services.  And leaving First Deputy Defense Minister Popovkin’s old job vacant could be a hint of this.  After Vostok-2010, Mukhin expects a new deputy defense minister for material-technical support (MTO), presumably Bulgakov, to be appointed.

A lot of the activity before Vostok-2010 has apparently involved trying out new combat service and support arrangements.  A special logistics exercise tested the new MTO system.  And this year, according to Mukhin’s information, ten MTO brigades will be formed, one for each combined arms army.  The Railroad Troops will reportedly be downgraded to a directorate and each MD (OSK) will absorb the Railroad Troops units on their territory.

Krasnaya zvezda described these exercises.  Rear Services troops used 4,000 men, 30 units of different sizes, and 1,000 pieces of equipment in a pipeline-building exercise, training to repair damaged bridges over the Aga River, and refueling a brigade before its Onon River crossing.

General-Colonel Bulgakov talked about the new MTO regiments and the exercises.  He said they are permanent combat readiness units which have all necessary troops support structures and sub-units.  This was the first test of the new TO&E structure for logistics.  Based on the results, Bulgakov thinks this year the army can move from material support regiments (PMO) to material support brigades.  In every district (OSK), there will be a minimum of two, according to him.  Unlike regiments, material support brigades (BMOs?) will have repair and maintenance battalions.  Brigades were chosen to conform as much as possible to the prevailing three link ‘district-army-brigade’ command scheme.

Trud’s Mikhail Lukanin put Vostok-2010’s most difficult missions this way:

  • Moving troops great distances, including Siberian river crossings;
  • Supplying fuel, ammunition, and food to the area of combat actions;
  • Conducting an amphibious assault under enemy fire.

Prominent commentators view Vostok-2010 as a test of the success of Defense Minister Serdyukov’s army reforms.  Trud talked to independent defense analyst Aleksandr Khramchikhin who said:

“Military reform has gone on already for more than a year and a half, but there’s still no answer to the main question:  what have we gotten from it?  That is, after radical cuts in the officer ranks, the reorganization of military command and control organs, turning former divisions into combined arms brigades, are the Armed Forces capable of conducting modern combat actions.”

Anatoliy Tsyganok believes the army made a hash of Zapad-2009, with only 30 percent  of Russia’s maneuver brigades receiving good evaluations, most only satisfactory, and a handful unsatisfactory.  Presumably, he doesn’t expect to be more impressed by Vostok-2010.

Humanizing and Outsourcing the Army

Press outlets report that the Siberian MD’s Yurga-based 74th Independent Motorized Rifle Brigade is the test bed for Defense Minister Serdyukov’s army ‘humanization’ initiative announced in late April.  And today Chief of Rear Services, Deputy Defense Minister General-Colonel Dmitriy Bulgakov expounded upon the extent of, and near-term plans for, outsourcing of food services in the army. 

The 74th IMRB is trying out a 5-day work week and weekend passes for soldiers.  They are permitted to wear civilian clothes while off-base for the first time.  The brigade has also introduced an after-lunch rest hour into the daily regimen. 

ITAR-TASS quotes brigade commander Colonel Andrey Khoptyar: 

“The intensity of combat training in 2010 has risen significantly, the load on soldiers has increased, therefore extra rest time has been allocated.”

Khoptyar said his soldiers are also getting an additional 30 minutes of sleep at night.

The media describes the 74th IMRB as one of Russia’s best performing and best-outfitted formations.  Some of its soldiers live in ‘hotel-type’ accommodations with four-man rooms and their own bath and shower rooms.

Transferring nonmilitary functions and duties from soldiers and their units to contracted commercial firms was another facet of Serdyukov’s April announcement.  Since December, this brigade’s troops have been spared mess hall duty because a private firm ‘MedStroy’ has taken over responsibility for operating its cafeteria.

IA Regnum described this as a “practical trial of new measures in all-around systematic support of day-to-day troop life by outside civilian organizations on an outsourcing basis.”  As the SibVO spokesman says:

“The main idea of the innovations is to free servicemen, to the maximum extent, from performing noncore tasks, establishing conditions for full-fledged combat training of personnel.”

At present, outsourced food service has already been establishing in the SibVO’s Ulan-Ude, Aleysk, and Yurga brigades, and the district military hospital in Chita.  The process of changing to this system of service has already started in two more permanent readiness brigades, the district training center, rear services units of two SibVO armies, three military schools, and 12 military hospitals this year.

The SibVO spokesman says state contracts worth 1 billion rubles have been concluded which bring 1,000 civilian specialists to provide services to more than 20,000 of the district’s troops.  The contracts include food and laundry services, housing-communal services in military towns, recreation services, and other material-technical support, including POL provision to the tune of more than 71 million rubles.

Beyond experiments in the SibVO, today Armed Forces Rear Services Chief Bulgakov told the press 340,000 soldiers in all permanent readiness units, military-educational institutions, and cadet and Suvorov premilitary schools will be fed through outsourced contracts by this year’s end.  He indicated 180,000 soldiers will be fed in 200 units for an annual cost of 6.5 billion rubles by 1 September.   At present, the logistics head said civilian enterprises are feeding 141,000 soldiers in 99 units, except in inaccessible and distant areas.  According to Bulgakov, commercial firms not only provide quality service, but are more economical than having soldiers perform this work.  Bulgakov added that outsourced food service has:

“. . . eliminated the diversion of personnel from combat training activities, food quality has improved, the variety of food prepared has broadened, culinary culture has been raised; the energy value, chemical composition and full achievement of the norms of food rations are reliably meeting normative requirements.”

Bulgakov spoke to reporters during a special rear services exercise supporting an ‘inter-service force grouping’ in the SibVO.  He pointed out how studying U.S. and NATO experiences influenced the Russian Army’s decision to outsource support functions.  According to ITAR-TASS, he said:

“As a result it was evident that the entire U.S. and NATO contingent in Afghanistan and Iraq at present is outsourcing all material-technical support.”

He added that “civilian specialists from commercial structures in these countries are working both in military units in their places of permanent deployment as well as in ‘hot spots.’”
