More on the Damage Estimate

Additional thoughts regarding the damage to Admiral Kuznetsov . . . .

The gulf between OSK chief Rakhmanov’s 300 million rubles and 95 billion rubles from Kommersant’s Northern Fleet staff officer source is as wide as it gets. How do we parse what we’ve heard? Whom do we believe?

Interesting that Rakhmanov had something of an estimate, but, at the same time, said, “We simply weren’t allowed on-board for a long time.” He also rejected the possibility of critical damage right after the fire. Can he really know the extent of damage if experts haven’t been on-board?

The same may go for Kommersant’s source. Have he and other naval officers been on-board? Maybe 95 billion was misheard? Doesn’t seem likely though in the case of a quality paper like Kommersant.

We’re in a “he said, she said.”

So let’s try to understand 300 million and 95 billion rubles.

  • A TASS feature in July indicated that a Krylov center design for a 44,000-ton catamaran-hull carrier, the design alone, would cost 3-4 billion rubles.
  • In December, an OPK source told RIAN development and construction of an unspecified new carrier would likely cost Moscow 300-400 billion rubles ($4.7-6.3 billion).
  • Even the “medium repair and limited modernization” of Admiral Kuznetsov, as envisaged in 2018, is likely to cost at least 55 billion rubles ($860 million), per Bmpd.
  • To get your bearings, first-in-class USS Gerald R. Ford (CVN-78) cost $12.8 billion to build with $4.7 billion in R&D costs.

Bottom line: we have to wait and see how much this fire costs the Russian Navy, if we ever find out. We have to watch for Russia’s financial calculus vis-à-vis continuing the repair and modernization of Kuznetsov. But here’s a guess. The fire damage from December 12 will be closer to Kommersant’s number than Rakhmanov’s.

We’re still waiting to learn (and may never know) how much the December 12 fire aboard the aircraft carrier Admiral Kuznetsov will cost the Russian Navy.

According to Interfaks, OSK chief Aleksey Rakhmanov said the bill will exceed 300 million rubles ($4.7 million).

Rakhmanov told Russian journalists:

. . . there’s no final figure. The commission continues to work. Given that the work of firefighters and law enforcement organs has been gathered up, I think we still require some time to reconcile it. We simply weren’t allowed on-board for a long time.

. . . I don’t want to scare or delight anyone, but there’s definitely no 90 billion [$1.4 billion] there. But I think we won’t get away for 300 million.

Recall the fire took a day to extinguish and two Russian naval personnel — an enlisted contractee and an officer — died, and 14 others were injured.

In the immediate aftermath, Rakhmanov claimed Kuznetsov didn’t sustain critical damage. He rejected a December 19 Kommersant story indicating that the bill for fire repairs could reach 95 billion rubles. The business daily said the estimate came from a Northern Fleet staff officer.

The OSK chief said equipment in the engine room where the blaze occurred was already dismantled. Welding sparks started the fire and it apparently spread to electrical cables.

Completed in the early 1990s, the ill-fated sole Russian carrier is being renovated under an April 2018 contract. The ship was damaged in late October 2018 while floating out of the PD-50 dry dock at Roslyakovo. Kuznetsov was initially set to be finished in 2021, but the date has slipped to 2022.

The carrier reportedly will receive a navalized version of the Pantsir-S1 (SA-22 Greyhound) gun-missile air defense system, new boilers, pumps, flight control and communications systems, as well as repairs to its turbines.

Is Such a Ship Needed?

Russian Federation President Vladimir Putin has concluded another week of meetings with military leaders and defense industry officials.  Some significant statements appeared in the media, but none more interesting than those from Deputy Prime Minister Dmitriy Rogozin.  He, of course, oversees the defense industries, and serves as Putin’s deputy on the government’s Military-Industrial Commission (VPK).

Rogozin contends the new state armaments program (GPV) will include innovative weapons systems rather than modernization of existing platforms.  He buries Navy hopes for a modern aircraft carrier, and — worse for the Navy — he’s down on big ships that make great targets.  And he expounds at length on transport aircraft programs (which his son Aleksey now directs as vice-president of OAK).

Vesti asked Rogozin what will or won’t be in the next GPV.  He answered:

“We are gradually moving away from the modernization of old types of armaments, although, we must say, modernization is just as normal as the development of new types.  But there can’t be an endless amount of modernization.  Let’s say, three-four times, not more.  Otherwise this stops the development of new weapons systems. Therefore the new program of armaments is, in essence, an innovation program which includes completely new approaches. Above all, it is the development of smart weapons, and automated command, control, communications, and reconnaissance systems. We’ll have modern troop communications, which has always been a weak point.  We’ll have robotic systems, we have almost completed development of new unmanned vehicles, both ground and air.  And, of course, a strong renewal of our satellite network is in progress.  High-quality navigation, reconnaissance, and many other things.”

Asked if the Navy was favored over the Ground Troops in the current arms program, Rogozin responded:

“No, we won’t have some kind of imbalance, that is something favoring the Navy, favoring the Aerospace Forces or favoring new smart systems.  This is the emphasis of the new program of armaments.  The Navy will receive new ships.  Today we are stressing ‘muscular’ ships — frigates, corvettes of near and distant ocean zones, that is what doesn’t provide a great target for the enemy, but nimble, maneuverable, and capable of responding just like a large ship.”

Vesti inquired about delaying investment in new aircraft carriers and strategic bombers.  Rogozin answered:

“If we talk, let’s say, about aircraft carriers, then technologically and technically today Russian defense industry is capable of developing a ship of such displacement.  But it’s a question for the military whether such a ship is needed.  After all, we have to remember that, unlike the United States, we are not a great maritime power, we are a great continental power, and we have several other priorities.  As far as a strategic bomber goes, we have completed unique work at the Kazan Aircraft Plant, reestablished, but on a new technological basis, electron beam welding that is needed to develop the titanium fuselage on which the technology of the Tu-160, our great strategic bomber, was always based.  And we will recreate this aircraft, undoubtedly, on a new technical basis, with new electronics, new weapons, but this doesn’t mean that we have abandoned plans to develop the future aviation system of long-range aviation [PAK DA].  Work on it is beginning, as on the future aviation system of military-transport aviation [PAK VTA], and on a medium military-transport aircraft.  Decisions were made recently in Sochi.  We will produce it, and we’ll have it around 2023-2024.  At the end of this year, we are planning for a small, light transport aircraft to fly.  For our army, which is compact, it’s important to have the possibility of being instantly redeployed to another theater of military operations where some threat is growing. In this way we’ll repulse any aggression by potential enemies not with great numbers, but with the great skill and mobility of our Armed Forces.”

Moscow’s made a start in this direction, but Rogozin might be exaggerating its progress.  More interesting is his intimation that the MOD is making trade-offs in the process of cobbling together GPV 2018-2025.  Are large (and expensive) ships out in favor of neglected military transport aircraft?  Rogozin rails against “endless” modernization but, practically in the same breath, insists the MOD won’t forget about PAK DA as it prepares to produce updated Tu-160 bombers.  Perhaps someone will remind him there are things besides modernization which interfere with the development of new weapons.

No Carrier in GPV

Despite the Navy CINC’s optimism last winter, Defense Minister Serdyukov stated flatly late yesterday Russia has no plans to build carriers in the near future. 

MOSCOW, 10 Dec — RIA Novosti.  The RF Defense Ministry has no plans for aircraft carrier construction in the near future, the chief of the military department Anatoliy Serdyukov stated Friday.

“No, there are no plans,” said Serdyukov, answering such a question from journalists. 

Earlier an RF Defense Ministry representative told RIA Novosti that Russia would begin construction of a class of aircraft carriers consisting of four units before 2020.  According to him, these ships are needed for the full-fledged functioning of the Navy, and the Defense Ministry will not abandon the idea and intention of building them.

Some desires die hard, but that seems like a categorical no.

A Navy Main Staff source has told Interfaks that Borey-class SSBN Yuriy Dolgorukiy will launch its first Bulava SLBM on 17 December.

The RVSN has decided to implement testing for narcotics use among its personnel, according to ITAR-TASS.  It will begin next year.  The RVSN spokesman provided no explanation why his branch will institute drug testing. 

RIA Novosti reports Russia will have contract reservists from 2016.  GOMU Chief Vasiliy Smirnov tells the wire service conscripts will be asked if they want to stay in the reserves for pay.  Russia’s requirement for reserves should be lower in the future given the recent shift to smaller, higher readiness forces and away from cadre units that would need fleshing out with mobilized reservists.  This story’s been around for a while.  It’s not clear how much reservists would be paid, or what their commitment would be.  It hasn’t been easy for military commissariats to mobilize reservists even for infrequent exercises and training assemblies in the past.

Lenta.ua is reporting a Defense Aerospace story that the Indians have moved acceptance of the Admiral Gorshkov (Vikramaditya) carrier off from the beginning to the end of 2012 because the ship will need more work.

RIA Novosti cites military medical sources saying VDV Commander, General-Lieutenant Shamanov may not be discharged from the hospital until after 1 January.

IA Regnum reports the Chelyabinsk governor has complained to Defense Minister Serdyukov about the resumption of explosive ammunition disposal at Chebarkul, and also about Su-24 flights over Chelyabinsk.

RIA Novosti and Lifenews.ru report that a document creating a Russian DARPA may soon be put before President Medvedev.  The agency would be independent of the Defense Ministry, but conduct ‘breakthrough research in the interests of national security.’  The idea was first raised back in September.
