General Resignation

Tomorrow’s Nezavisimaya gazeta reports Defense Ministry sources claim several young, promising generals have tendered their resignations because of problems with General Staff Chief, Army General Nikolay Makarov.  NG says they include Deputy General Staff Chief and Main Operations Directorate Chief, General-Lieutenant Andrey Tretyak, First Deputy Ground Troops CINC and Main Staff Chief, General-Lieutenant Sergey Skokov, and Genshtab Electronic Warfare Directorate Chief, General-Major Oleg Ivanov, and others.

The paper describes these guys as the Russian Army’s future leaders.  So why do they want to quit?  The reasons, unfortunately, haven’t been advertised (yet).

NG points out that, if Tretyak leaves, the GOU (the cerebral cortex of the “brain of the army”) will have its third chief in four years.  Skokov has been a key man working on automated C2 (YeSU TZ or ЕСУ ТЗ).  A “highly-placed” anonymous officer says it’s because of their disagreement with army reform steps taken by Makarov.  And explicitly not because of any problem with Defense Minister Serdyukov, whom they regard as an effective manager. 

They feel the Armed Forces, during Makarov’s tenure, have been in a provisional, experimental state, living on projects and according to unconfirmed directives (basic instructions and combat regs).  And after three years of “development,” the Genshtab Chief still can’t determine their final shape.  There are no confirmed decisions on service or branch TO&E structures, or their basing areas.  NG’s anonymous contact says the condition of the troops, and their “fantastic” combat training about which Makarov likes to talk, is “a fiction, which could be the topic of a separate conversation.”

The source implies time, money, and other resources have been wasted trying to develop automated C2 for old-fashioned, World War II-type operations.  And this is why Skokov requested his discharge.

NG’s sources believe this “scandal” will have political consequences.  The paper wonders whether President Medvedev will choose to get involved.  A source claims Deputy Defense Minister Nikolay Pankov is supposed to meet with the generals who want to quit, and discuss their problems with Makarov “from the point of view of the state’s interests.”

VKO Game On

Yes, it’s game on in the fight for control over Russia’s future unified aerospace (air-space) defense or VKO.

General Staff Chief Nikolay Makarov’s recent statements sound like he’s hard over on putting VKO under the General Staff’s immediate control.  But the Space Troops (KV) definitely aren’t out of the game, and even the Air Forces (VVS) – running third right now – are still in the competition to own VKO.

Say VKO falls under the General Staff, is it up to the job of running what will amount to a service or major command?  This at a time when it’s been cut back, and refocused on strategic planning?  And, entirely aside from organizing or reorganizing for VKO, there’s an issue how much a unified VKO will actually improve current Russian capabilities.  Acquiring new capabilities is a different problem altogether.

But let’s recall how we reached this point.  In late 2010, President Dmitriy Medvedev set the task of unifying the command and control of VKO under a single strategic command by 1 December 2011.  He cited this as his third major task for the military in his 18 March speech before the expanded Defense Ministry collegium:

“This year a unitary air-space defense system must be established.  It is necessary to unite existing anti-air and anti-missile defense, missile attack warning, and space monitoring systems under common command and control.  Moreover, this needs to be done not in the abstract, on paper or in electronic form, but in the context of the current situation, including the decision of the issue of our participation or nonparticipation in the system of European anti-missile defense which is being established.  It is necessary to form several large air bases, taking into account the deployment of units.  This will increase the mobility of sub-units, and allow for the establishment of military infrastructure echeloned along main strategic axes.”

Medvedev sounds like he’s saying he won’t be fooled by bureaucratic paper lash-ups or procedures.  He wants blood drawn — forces and systems taken from one command and given to the new VKO command, whatever its shape or subordination.  The real sticking point, of course, is anti-air defense assets now under the VVS.

Friday’s Rossiyskaya gazeta reported Army General Makarov and Defense Ministry Serdyukov are currently studying proposals on VKO.  But they’re keeping them within a small circle, and don’t intend to create public debate on the issue.  And the paper thinks the form and control of VKO will be revealed in the next months, if not weeks.

Let’s turn for a moment to what Makarov’s been saying.

Interfaks reported Saturday that the General Staff Chief said flatly:

“Air-space defense will be created in the General Staff, under the General Staff’s leadership, and the General Staff will command and control it.”

Vesti.ru said he dismissed the idea of the KV running VKO:

“The Space Troops are only one element of all the components of this air-space defense.”

Well, you can say that, but they also appear to have three of VKO’s four cited components.

At any rate, Makarov continued, saying VKO:

“. . . has to be multilayered, by altitude and by range, and has to integrate all forces and means that exist, but are very few of now.  We are counting on production taking off, beginning literally next year.”

He also noted:

“No one will take back those means which are now transferring to the districts [MD / OSKs].  This [VKO] will be implemented in Troop PVO.”

The chief of Ground Troops’ Air Defense (ПВО СВ) also said as much in late December.

None of this is very different from what Makarov’s said all along.

Rossiyskaya gazeta summed Makarov up this way on 15 December:

“The thing is various military structures are involved in securing the skies at present.  The Space Troops answer for orbital reconnaissance and the work of missile attack warning stations.  The Air and Air Defense Armies with the aid of radar companies and border posts inform staffs about approaching enemy aircraft.  The Special Designation Command covers the Moscow Air Defense Zone.  Air defense troops and fighter aviation cover other important facilities.”

“The system is built on the service [видовой] principle and is therefore uncoordinated.  We need to make it integrated and place it under the Genshtab’s command.”

Despite Makarov’s strong words, Rossiyskaya gazeta has been told that the leadership is still studying putting VKO under the KV’s control.  Especially since, as noted, it already has 3 of 4 of its components – PRO, SPRN, and KKP.  But, the paper thinks, no one is talking about putting SAMs (ZRK) or Air Defense Aviation (APVO) under the KV.  However, the KV might get independent radar brigades and some SAM units equipped with the S-300, S-400, and the future S-500.

On 24 March, the KV’s spokesman repeated earlier statements from its commander, General-Lieutenant Oleg Ostapenko, saying basic documents setting out the establishment of VKO on the basis of KV have been prepared and presented to the Defense Ministry and General Staff.

On 27 January, Ostapenko told RIA Novosti:

“There’s already a decision that the system of VKO will be built on the base of the Space Troops.”

It might also be worth noting Vedomosti’s Defense Ministry sources were, at least at one point, reporting that KV had the upper hand in the VKO sweepstakes.

Lastly, the VVS remains a possible home for VKO.  The Air Forces might not have much to recommend them over the Genshtab or KV, but they operate the existing VKO prototype in the Moscow region’s Special Designation Command (KSpN).

Defense Ministry Reversal on Spetsnaz

The latest painful walk back started this week on the issue of returning just-moved Spetsnaz brigades from the Ground Troops to the General Staff’s Main Intelligence Directorate (GRU), at least presumably. 

This is not a done deal, and it’s certainly not entirely clear Spetsnaz will go back to the GRU.  The special operations men might go back to the General Staff in some form separate and distinct from the GRU, and answering directly to the Genshtab.

Spetsnaz weren’t gone long enough for anyone to decide that giving them to the Ground Troops and MD / OSK commanders wasn’t a good idea in a military sense.  No, this sudden shift is most likely the product of bureaucratic and political infighting.  And it seems like a blow to those close to the Defense Minister, and, to some extent, to Anatoliy Serdyukov himself.

In all this, one recalls past rumors about carving up the GRU.  The FSB and SVR wanted its agent operations.  And the FSB and Ground Troops wanted its Spetsnaz as part of a large, unified special operations force.  Kvachkov and Popovskikh called for Spetsnaz to be its own separate service branch.

At any rate, the story’s details . . .

On Tuesday, Moskovskiy komsomolets reported that the Defense Ministry intends to return Spetsnaz brigades to Main Intelligence Directorate (GRU) control just several months after giving them to the Ground Troops.  The idea of giving them to the army was recognized as a failure, according to the paper.

Spetsnaz officers at the time said it was a crazy idea that wouldn’t bring any positive results.  Just exactly whose concept it was is unknown to the public, but, according to MK, former Ground Troops Glavkom Army General Vladimir Boldyrev lobbied for the change to shore up his position after the five-day war with Georgia, and then-GRU Chief Valentin Korabelnikov wasn’t able to defend his Spetsnaz, and had to give them up.

MK implies the GRU focused on preserving its strategic intelligence operations [i.e. agent networks], and even leaders of its Spetsnaz directorate changed over to agent operations.  The “Senezh” Spetsnaz training center was taken from the GRU and subordinated to the General Staff.  According to MK, the Genshtab appointed former FSB Group A General Medoyev to head “Senezh.”  He was replaced within weeks by General Aleksandr Miroshnichenko, also a Group A or “Alpha” veteran. 

Your present author notes Medoyev’s replacement by Miroshnichenko was published in the presidential decree on military personnel from 26 October.  Medoyev was relieved and dismissed from the service by a decree from 1 October.  Both men were listed only as “assistant to the Defense Minister.”

A Genshtab source tells MK:

“The plan to transfer army Spetsnaz to the ground pounders was recognized as a failure.  For a year, no one managed them [the Spetsnaz], they left everything hanging.  Now on General Staff Chief Makarov’s desk there’s a document on their resubordination [to whom?].  It’s true it still isn’t signed.”

The same GRU Spetsnaz leaders who gave their brigades to the ground pounders are seeking a place in the new Spetsnaz leadership.  One can only imagine what the structure will become with these men participating in it.  A GRU source tells MK:

“Take, for example, General Russkov, whose service term expired long ago, he’s 57, but still in the ranks.  And, probably, not because he’s an outstanding military man.  How many promising young guys did they dismiss, but such “dinosaurs” are still serving.  And he’s the very one who provided the rationale for the intelligence directorate not needing Spetsnaz.  After all our brigades were resubordinated, he became an agent operator.  And his deputies and assistants, Colonels Mertvishchev, Shpilchin, and Sobol, who didn’t do anything to keep Spetsnaz in the GRU structure, are actively vying for the leadership of the new Genshtab structure which is being established.”

Argumenty nedeli’s less-nuanced version of the story followed MK’sArgumenty claims sending Spetsnaz back to the GRU will correct one of the biggest mistakes made by the Defense Ministry’s team of “effective managers.”  Its Genshtab source says the GRU might form a Special Operations Directorate [of course, the Genshtab might form its own instead].  The decision on moving Spetsnaz was made “at the very top,” and it weakens the position of Ground Troops Glavkom General-Colonel Aleksandr Postnikov.  Argumenty finishes its somewhat rambling version of the story by saying ex-FSB men – specifically “Senezh” Chief Miroshnichenko – will control the army Spetsnaz.

Serdyukov’s Anniversary

Putin Welcomes Serdyukov as Ivanov Looks On

The fourth anniversary of Anatoliy Serdyukov’s appointment came and went quietly enough on 15 February.  But WikiLeaks has come through as if to mark the occasion.  

On Friday, it posted an Amembassy Moscow assessment of Defense Minister Serdyukov a month and a half after he arrived in the “Arbat Military District.”  Mindful of hindsight bias, one can’t judge this cable too harshly.  But it’s an interesting retrospective on what was expected of the man going in, and what has happened since.

As stated all over the Russian media, Amembassy anticipated Serdyukov would impose discipline on the “Ministry’s notoriously loose financial control system,” and not otherwise initiate major changes.

Aleksandr Golts told Amembassy:

“Serdyukov’s inexperience on military issues would undermine his credibility with the General Staff and other senior officers, hindering his ability to push through needed reforms.”

A bit silly in retrospect.  Yes, he had no credibility with the Genshtab, nor it with him.  But he didn’t care and pushed right through the Genshtab, cutting the Genshtab (it suffered first in the reforms) and building his own bureaucratic machinery in the Defense Ministry.

Amembassy claimed that Serdyukov dismissed then-Chief of the Main Directorate of International Military Cooperation (GU MVS) General-Colonel Anatoliy Mazurkevich, and that Serdyukov’s auditors might be driving other corrupt officers into resignations or dismissals.

The cable describes the Defense Minister aptly as a “detail-oriented micromanager and ruthless policy administrator.” 

But what it doesn’t note (and what has become patently obvious over the last four years) is that the Defense Ministry, and the Russian military, is an unwieldy and untidy establishment not well-suited to micromanagement.  Talk about trying to turn an aircraft carrier on a dime . . . not gonna happen here. 

A couple stories come to mind . . . Serdyukov trying to put new uniforms on the troops, one of his first initiatives.  Now maybe only 20 percent of the troops have them, and the parents of those that do say the new uniforms aren’t as good against the cold as the old ones.

Also, Serdyukov talking about one new brigade commander who didn’t implement his directives.  It’s a big country and a big army.  What Moscow says isn’t always relevant in Chita, etc.

Next, Amembassy summarized the views of Ivan Safranchuk this way:

“He thought the Ministry establishment would try to ‘outlast’ any reforms that Serdyukov sought to impose, with the brass counting on Serdyukov to adjust to their way of thinking — or at least to stay out of their way.  Safranchuk told us that former DefMin Ivanov ultimately had not made a significant impact on how things functioned within the Ministry, despite his reform efforts, and predicted the same fate for Serdyukov.”

This one turned out to be pretty wrong, didn’t it?  There may still be some elements awaiting Serdyukov’s departure and a return to the way things used to be, but too much has changed.  The military establishment can’t ever be exactly what it used to be.  And the brass was definitely no match for Serdyukov, and he didn’t stay out of their way, but rather sent many of them down the highway.  And this Defense Minister has had a greater impact in four years than Sergey Ivanov in nearly six.  Ivanov’s fate was not to be Putin’s successor, and to muddle around in his next job, i.e. First Deputy PM.  As for Serdyukov’s fate, we’ll have to see.  As for his impact, at least some is likely to be lasting.  How long?  Only until the next determined reformer arrives.  None of this is to say Serdyukov’s impact is all positive, mind you.  Some changes may have messed things up worse than they were.  But he got reform off the dime in a way Ivanov never dreamed.

The cable continues:

“Sergey Sumbayev, a former journalist with Krasnaya zvezda (Red Star), told us that management and accountability within the Ministry were dysfunctional and fostered inefficiency and corruption.  He referred both to financial accountability and responsibility for policy implementation.  Sumbayev thought the Ministry’s entrenched bureaucracy resisted, mostly successfully, institutional change, which generated considerable waste and delayed delivery of modern weapons systems to the armed forces.”

Sumbayev also told Amembassy:

“. . . management experience and tenacious work ethic make [Serdyukov] the ideal ‘technical’ manager that the Ministry needs.  While acknowledging Serdyukov’s political connections, Sumbayev did not think Serdyukov harbored any political ambitions.  He was chosen mainly for his managerial expertise, loyalty, and willingness to please his political bosses.  Serdyukov could probably make progress in streamlining the Ministry’s management structure, reducing waste, and exerting more control over its financial accounting systems.  One year, however, would not be sufficient to accomplish these tasks.”

“Sumbayev speculated that keeping the General Staff off-balance and focused on internal matters over the next year was one of Putin’s objectives in appointing Serdyukov. In this respect, he suggested that Serdyukov had a mandate to shake things up in the Ministry without sparking too much discontent.”

Amembassy concluded that:

“Serdyukov has his work cut out for him in bringing order to a Ministry badly in need of reform.”

Serdyukov’s made progress, but this final assessment probably remains true four years on.

GUBP Retirees Against Reform

 A belated post-script to the Colonel Krasov, Seltsy, SDR flare-up against Defense Minister Anatoliy Serdyukov and his reforms . . . .

On the first of this month, Life.ru reported that officers of the now-disbanded Main Directorate of Combat Training and Troop Service (ГУБП or GUBP for short) established a public organization to oppose military reform.

The organizing assembly occurred right after the directorate furled its standard (marking the unit’s dissolution) on 26 November.  Life.ru says 60 men attended.  This new, as yet unnamed organization is apparently seeking official registration.  It expects support from the LDPR faction in the Duma, and from large veterans organizations that have come out against reform.

Its executive secretary, Andrey Serdyuk, said:

“Ill-conceived reform has left the Russian Army without a central combat training methodology – that is, now no one knows what and how we teach soldiers and officers on the battlefield.  Nevertheless, we intend to conduct meetings and demonstrations like our colleagues from the Union of Airborne Troops.  We plan to achieve our goals in three ways – media appearances, organizing public monitoring over the course of reform, and cooperation with public veterans’ organizations.”

Retirees will be the backbone of this organization.  It won’t accept serving military men out of concern for their welfare.

A former chief of the main directorate, General-Colonel Aleksandr Skorodumov will head the group.  He retired in late 2004 after complaining publicly about personnel decisions and reorganizations that look minor compared with Serdyukov’s tenure.  He created a mini-scandal by saying the army had collapsed at that time.

Viktor Ozerov – Chairman of Federation Council’s Defense Committee and an uncritical functionary – admitted:

“There was and undoubtedly will be resistance to reform.  Remember when the General Staff apparatus was cut, how many dissatisfied people there were:  people occupied specific duties, had pay, and then they’re deprived of all this.  But in any instance, there are people standing behind every such decision and their legal rights should be guaranteed upon dismissal.”

Ozerov also said responsibility for combat training will go to the individual services and branches, and inter-service training will be supervised by the military districts / unified strategic commands (OSKs).

Serdyukov himself told the Defense Ministry’s official Public Council on Friday that combat training will be the purview of services, armies, and brigades, and operational training will be under the Genshtab, MDs, and brigades (but apparently not armies?).

The GUBP’s fate was decided in June and sealed in September.  See Moskovskiy komsomolets, Argumenty.ru, and Gazeta.ru for more.  They claim former Moscow MD Commander, General-Colonel Valeriy Gerasimov – newly retooled as a deputy chief of the General Staff – will oversee inter-service training for the Genshtab.  And, by 1 February, a new Directorate of Troop Service and Military Service Security will stand up.  This will actually be a new / old directorate.  It existed several years ago and supervised safety issues, and grappled with crime and dedovshchina among the troops. 

MK presented two opposing opinions on GUBP’s fate. 

Leonid Ivashov said:

“The most experienced officers and generals serve in the GUBP, they develop and monitor combat training.  The Genshtab has several other functions – strategic ones.  No one there will take evaluation trips to far-off garrisons.  Especially since the Genstab’s combat training directorate will be a very truncated version.  Its elimination means our troops won’t be prepared for combat actions.

A Genshtab source gave this view:

“This is simply the latest course of reform which we have going on.  The information about the GUBP’s elimination appeared long ago.  The directorate has a highly inflated number of personnel, and its work has been evaluated as, to put it mildly, ineffective.  No new methods, no training ground equipment, no simulators in recent decades.

Makarov Talks to Duma Defense Committee

Last Thursday, General Staff Chief, Army General Nikolay Makarov spoke to a closed session of the Duma’s Defense Committee about the situation in the armed forces.  A few committee members were kind enough to inform the press about some of the discussion.

Rossiyskaya gazeta said it’s no secret the Defense Ministry wants more money in its 2011 budget.  And the generals’ arguments are well-known — the army needs to reequip, relocate, and raise officer pay.  Additional financial means are needed for this.  Makarov didn’t avoid this issue, and he had a lot of supporters.  Deputy committee chairman Yuriy Savenko had this to say on the issue of budget and rearmament:

“Today there isn’t just not enough money for this.  We have to recognize that our military industry has sagged a lot over the last two decades.”

Makarov apparently commented on Bulava, seeing the recent successful launch as opening the way for its quickest acceptance into the Navy arsenal.  But he said first it has to complete three [not two] more tests.  The next won’t come earlier than November, and the first from Yuriy Dolgorukiy possibly before year’s end.

The General Staff Chief talked about the country’s new military-administrative divisions, claiming the reduction to 4 MDs isn’t causing major troop relocations, but rather allowing the army to stand-up additional combined arms, reconnaissance, and airborne brigades on its strategic axes.

He apparently mentioned the introduction of information management systems into the troops is a priority.

Nezavisimaya gazeta’s Viktor Litovkin reports Makarov said Russia will hold just one operational-strategic exercise, Tsentr-2011, next year, and, after it, the focus will be on tactical platoon and company exercises.  Litovkin says the issue isn’t money, but the time it takes to train units from platoon to brigade in what they need to demonstrate in a big exercise.  And training time is too short with one-year soldiers.  He reports the army’s decided to put all officers from new lieutenants to generals through tactical retraining and improvement courses.

KPRF Deputy, Vladimir Komoyedov — former Black Sea Fleet commander — commented a little on what he heard.  He said Makarov mainly touted what’s been achieved the last two years.  Komoyedov said he heard about conventional forces, but not much about strategic ones, and when he asked specifically about naval strategic forces, Makarov’s answer didn’t satisfy him.  Komoyedov spoke to Tverskaya, 13, but he quickly spun off into his own commentary, rather than Makarov’s.

Perhaps the most press went to Makarov’s announcement that the Defense Ministry will go forward with military police units in the armed forces after all.  They’ll reportedly number about 20,000 personnel.  MP sub-units will be present from brigade to military district, and they could be manned by servicemen dismissed in the course of Serdyukov’s reforms.

Finally, Komsomolskaya pravda says Makarov has told it about various changes in the army coming in the next five years.  Some are not all together surprising, but there are new twists on others:

  1. A two-pipe Defense Ministry — military and civilian, with the latter handling money, personnel, and support.
  2. Hired cleaners, maintenance people, and security guards for the barracks.
  3. Military pay via bank cards to make it more difficult for older soldiers to extort money from new conscripts.
  4. Contractees will get 30-35 thousand rubles per month.
  5. Conscription will stay at one year (there are 156,000 men with deferments and 130,000 evaders).
  6. Specialty training time for soldiers needs to be cut from 6 to 2-3 months.
  7. Tsentr-2011 will occur, but other exercises will focus on the company-level and lower.
  8. There will be 8 aviation centers [bases?], but 4 would be ideal.  Air defense aviation will have 2 months on duty, and 2 months at home.
  9. Glavkomaty of services and branches will be cut from 1,000 personnel to about 150 or 200.  Generals’ duties will go out to the new MDs.  All the ‘glavki’ will relocate into the Ground Troop headquarters on the Frunzenskaya embankment.
  10. The Genshtab will keep its hands on strategic submarines, bombers, and the RVSN.
  11. The VDV will not be cut, and will continue to report through the Genshtab.  They are likely to be reinforced with new brigades.
  12. The Navy will get 1-2 nuclear-powered submarines each year.  New aircraft carriers are in development.  The fleet gets 23% of the defense budget, the RVSN 25%.

Sharp Cut in Contract Soldiers Coming

In the wake of General Staff Chief Makarov’s February admission that professional contract service had failed, a Defense Ministry source told Interfaks last week that contractees in noncombat positions will be sharply cut.  According to Newsru.com:

“It’s planned that by 1 July of this year only those specialists affecting combat readiness of military sub-units will remain in contract positions.”

He said this means combat vehicle commanders, driver-mechanics, gunner-operators, and other specialists, and civilians or conscripts will fill other contractee posts.  Lenta.ua noted the source didn’t specify how many contractees would be released or how many would remain.

Some of data cited referred back to a Vedomosti editorial about two weeks ago.  It said, under the 2003 Federal Targeted Program “Transition to Manning by Servicemen Conducting Military Service on Contract in Some Formations and Military Units” for 2004-2007, professional contract soldiers in permanent readiness units were to increase from 22,000 to 147,000 by 2008, and from 80,000 to 400,000 in the armed forces overall.  But in reality, there were only 100,000 in permanent readiness units by 2008, and only 200,000 in the Defense Ministry overall.  Meanwhile, the effort cost 84 billion rubles.  Vedomosti concluded:

“It seems the generals could not fulfill (or sabotaged) the directives of the country’s highest political leadership in peacetime.  Who will guarantee that the generals’ disobedience won’t be repeated in an emergency situation?”

“The Defense Ministry could not organize or make professional service in the army attractive and it sees as a way out stuffing the developing hole with a growing number of conscripts.  It’s understandable that the quality of these one-year draftee soldiers will be lower than that of contractees.”

“The abandonment of the move to a professional army promises many dismal consequences for Russia’s future.  Drafting 27-29-year-old higher educational institution graduates, who are in professional demand, could deliver significant damage to the economy and scratch the country’s modernization.”

So what is to be done?

This spring the Defense Ministry floated several trial balloons to answer its manpower problems.  As Parlamentskaya gazeta reported, the chief of the Genshtab’s GOMU, Vasiliy Smirnov told the Federation Council last month that he wants to increase his conscription base by reducing student deferments, raising the upper limit of the call-up age from 27 to 30, lengthening the semiannual callup until it becomes almost perpetual, and requiring young men to report to voyenkomaty without a summons.  Reportedly, the Kremlin has approved some or all of these proposals.

The Genshtab has proposed cutting the number of VUZy with the right to provide students deferments.  Even though deferments were trimmed in the recent past, Russians still have 21 legal ways to postpone their military service.  Smirnov claimed over 2 million draftees, more than 60 percent of the overall number, legally ‘dodge’ the army with deferments, the vast majority of which are educational deferments.  He continued:

“The number of higher educational institutions in which study is a basis for the right to a draft deferment from military service has to be reduced in stages.  Already this year it would be advisable to cut the number of VUZy having the right to a deferment in half or even by 70 percent, keeping that right only for educational institutions having a state order.  An alternative option could be having students perform conscripted service after the first or second year of studies.  The Education Ministry made this study and sees no negative consequences.”

Noting that voyenkomaty have been unable to notify 200,000 men to report, Smirnov concluded:

“Thus, the existing system of holding citizens liable who for some reason are not fulfilling military service obligation is ineffective today.  We have to change the system of notifying citizens.  In case a person does not receive the notice from the military commissariat, it is proposed that he go to the induction center on his own on the date indicated in the certificate of a citizen subject to call-up for military service.  This procedure functions in many states.”

Summing up, Smirnov said:

“A General Staff analysis of capabilities for manning the state’s military organization with conscripted servicemen showed that the needs of the state’s military organization for a draft contingent will not be supported as early as the end of 2010.”

In other words, the ‘demographic hole’ created by the sharp reduction in male births during the early 1990s is beginning to have its inevitable effect.

Deputy Defense Minister, State Secretary Nikolay Pankov and Main Directorate for Socialization Work Chief Yuriy Dashkin appeared at a Duma roundtable on 31 May to discuss conscription and conscript life.  According to RIA Novosti, Dashkin told Duma members, “Today the armed forces, dealing with a large number of tasks, are forced by the state’s economic condition, by resource provision, to rely still on a conscript army.”  Pankov said he could not give percentage figures on the future mix of conscripts and contractees in the Russian Army.  Soldiers’ Mothers Committee chair Svetlana Kuznetsova expressed doubt that the army will be able to induct 270,000 men as planned this spring.

Trud recently published a number of open letters to President Dmitriy Medvedev, one of which came from Soldiers’ Mothers’ founder Valentina Melnikova.  She asked Medvedev to end conscription, writing:

“Dear Dmitriy Anatolyevich, explain, please, why the Defense Ministry buried the idea of creating a professional army in Russia.   Back in 2003 the government adopted a special Federal Targeted Program on the full manning of all permanent readiness units with contractees.  All together, it was proposed by 2008 to bring into the forces 147,000 professional sergeants, for this 79 billion rubles was allocated.  The Defense Ministry reported that it was managing the task, and promised to increase the number of contractees in the army, and reduce the share of conscripts.  But in the end everything turned out exactly opposite.  At the beginning of this year the military officially stated that the task of building a professional army is being put off for indefinite long term.  As regards conscription into army units, the Defense Ministry intends to take it to 700,000 per year.  It’s simply impossible in Russia to find so many boys fit for military service according to the state of their health.  Almost a third of all conscripts that end up in the army have serious illnesses.  They’ll make just as many young citizens serve who have parents who can’t work.  End conscription and force the generals to create an army not of boys, but of professionals.  And don’t believe the generals when they say Russia doesn’t have the money for a professional army.  Independent experts believe that the state, if all expenditures are considered (pay for voyenkomat doctors, medical evaluation in hospitals, transporting conscripts to their service locations, assistance to soldiers’ wives, etc.), spends 150 billion rubles every year on conscription.  It seems to me that for this money it would be fully possible to maintain a fully contract army in a worthy condition.”

Step Closer to Four OSKs Instead of 6 MDs

ITAR-TASS reports today that the reform of the operational-strategic level of command and control has entered its final phase.  According to the Genshtab’s plan, on 1 December 2010 military districts (MDs) will shrink from 6 to 4.  A Genshtab source told ITAR-TASS that 4 MDs and operational-strategic commands (OSK or ОСК) will be formed–Western, Southern, Central, and Eastern, with their commanders having operational control over all (or most) of the troops (forces) of the armed forces and other militarized structures located on their territory.  

The Genshtab representative says the Western MD/OSK, based in Piter, will include the Moscow and Leningrad MDs, with Baltic and Northern Fleets, VVS, VDV, and other militarized structures operationally subordinate to it.  The Southern MD/OSK in Rostov-na-Donu will have the North Caucasus MD, with the Black Sea Fleet and Caspian Flotilla operationally subordinate.  The Central MD/OSK in Yekaterinburg will have the Volga-Ural MD and the western part of the Siberian MD.  The Eastern MD/OSK in Khabarovsk will have the eastern part of the Siberian MD and the Far East MD, with the Pacific Fleet operationally subordinate to it.

The question of subordinating units and formations of the RVSN, naval strategic nuclear forces, LRA, and the Space Troops hasn’t been decided.  According to the source:

“This issue is now under long-term study, Genshtab Chief Army General Nikolay Makarov is personally occupied with it.”

The Genshtab source said the new MD/OSKs will be tested out during the Vostok-2010 operational-strategic exercise at the end of June.

ITAR-TASS said this major command change will not involve officer cuts, but there will be a redistribution of the officer corps to new service locations.

So there’s more smoke from a fire somewhere, presumably.  If this pans out, it will be the culmination of a command and control change long talked about, and even tried out piecemeal at times.  After many waves of reform since late 2008, one has to wonder whether this is the time for more disruption.  Maybe it is since things are already disrupted.  Which generals will be the winners or losers?

It will be hard to judge the value of this effort just from the name changes or the movement of a major combined formation from one order-of-battle column to another.  A lot will depend on what the exact terms of ‘operational subordination’ are when it comes to the fleets and other major militarized formations outside the Defense Ministry’s administrative control.  The four MD/OSK commanders will certainly have more responsibility, and they must be hoping and working to get the real authority they need to go along with it.

Shamanov’s Press Conference

General-Lieutenant Shamanov

Ever-loquacious VDV Commander, General-Lieutenant Vladimir Shamanov held a wide-ranging press conference on Wednesday.  The Defense Ministry web site covered it hereITAR-TASS also published a number of short items on it. 

Shamanov detailed the work of five immediate deployment VDV battalions, lobbied again for a helicopter regiment, and discussed training issues and his procurement desires.  He joined the dogpile on top of the Russian OPK although he once seemed to defend it, and he credited Putin alone for the initiative to modernize the military’s arms and equipment.

He described his forces as combat ready, and manned and equipped at 100 percent.

Relative to combat readiness, Shamanov announced that the VDV has dedicated five battalions for immediate deployment which, if necessary, will be its first units sent into combat.  He said:

“By agreement with the General Staff, in the VDV we’ve dedicated five battalions for immediate deployment.  The uniqueness of service in these battalions is such that personnel from each of the battalions goes on leave for 45 days as a complete unit.  Therefore, at a minimum four battalions are always ready for combat deployment.  Today one of the sub-units of such a battalion from the 31st Airborne-Assault Brigade (Ulyanovsk) is fulfilling missions in Kyrgyzia [sic].”

Shamanov also gave voice to his desire, more modestly expressed than in April, for some aviation assets for VDV.  Speaking about the VDV’s future development, he said his troops must become airmobile.  To this end, he’s “given the Genshtab’s Main Operations Directorate [GOU] a request on the issue of forming a helicopter regiment in one of the three airborne-assault divisions [DShD or ДШД].”

Shamanov discussed VDV training at great length.  He started, of course, by speaking about jump training.  The parachute jump training plan was 70 percent fulfilled during the winter training period.  He blamed poor weather, saying troops often jumped in minus 30 degrees Celsius—the lowest acceptable temperature.  The plan for jumps from An-2 aircraft was fulfilled, but only 70 percent fulfilled from Il-76 aircraft.  He noted the VDV conducted its first-ever drop of a BMD-2 with its crew on-board, and said this hasn’t been done in 7 years, and then it was a BMD-1.  Use of the BMD-2 was significant, he said, because the BMD-2 represents 80 percent of VDV’s combat vehicle inventory.

Shamanov talked about large Spetsnaz assault group jump training in guided parachutes.  He said the use of guided parachutes allows reconnaissance troops to complete a horizontal flight of 20 kilometers, and:

“Our goal is to get so that such movements reach 40 kilometers, as they do in the Israeli Army.”

The VDV Commander noted that the multi-component Polet-K command and control system was tested for the first time in winter training.  He said: 

“It still isn’t the full suite envisioned in the future.  We are one-third through its introduction into the forces.  This process won’t happen in a year.”

Also for the first time, an artillery sub-unit of the 98th Airborne-Assault Division used Russian-made ‘Eleron’ UAVs for target designation on the Luga training grounds.  Shamanov said five ‘Eleron’ UAVs were employed in the training, and they conducted supplemental reconnaissance to a range of 10 kilometers in advance of fire missions.  This summer, 12 VDV crews will train on Israeli-made UAVs in Moscow Oblast.  Shamanov said:

“Unfortunately, our representatives did not go to Israel where they produce the ‘Hermes’ UAV which has been bought by Russia.”

Shamanov noted more attention to air defense training in the VDV this winter.  There were 40 firings of manportable ‘Strela-10’ and ‘Igla’ SAMs.

For the summer training period, Shamanov noted the VDV has 9,300 conscripts to get through three jumps in the course of 1.5 months.  The VDV will participate in ‘Vostok-2010’ and the CSTO’s ‘Cooperation-2010.’  There will be a VDV-level CSX (КШУ), as well as a CSX involving the 98th VDD (or ВДД).

Following the lessons of the Georgian war, the VDV is periodically training on the Navy’s large assault ships (BDK or БДК).  Shamanov says:

“In the winter training period we transported the 108th Regiment on large assault ships three times.  The exercises ended with a naval assault landing by a reinforced assault-landing battalion (ДШБ).

Last but not least, Shamanov commented on VDV procurement, and transport aircraft in particular:

“Work on the State Armaments Program for 2011-2020 is being completed.  According to our requests, in it there is the modernization of Il-76 aircraft, renewal of production and modernization of An-124 aircraft, the purchase of 30-40 An-70 aircraft.”

But the VDV Commander stressed these were his requests, and the final say isn’t his.  Utro.ru quoted him:

“In the development of the state [armaments] program, we gave our proposals, whether they’ll be realized in the confirmed version of the state program, I can’t say yet.”

Shamanov said troop testing of the ‘Shakhin’ thermal sight for infantry weapons is complete.  He said:

“There has to be one approach for weapons—they have to be all-weather.  Not long ago the thermal sight ‘Shakhin’ went through troop testing.  After the testing we returned it to the designers for reworking.  We’ve given the task that our weapons work according to the aviation principle—turn your head and firing systems turn after it.”

He commented on air-dropping the BMD-4M, and added that, “The BMD-4M has every chance in the future, owing to its qualities, to be the forces’ main infantry combat vehicle.”

Although he seemed more like a supporter of Russian-made weapons six months ago, Shamanov now applauds Prime Minister Putin [not President Medvedev?] for searching for good weapons and equipment abroad.  Shamanov said the prospect of foreign competitors has forced “the domestic OPK to move,” as reported by Utro.ru.  He continued:

“Last year when industry was told that we’d look for alternatives abroad, they began to move.  In particular, the atmosphere around Mistral is creating a significant context for the domestic OPK.  When people declare that they’re ready to produce 21st century weapons but their equipment is from the 30s and 40s [of the 20th century], how can you talk about the 21st century?  Therefore, every official supports Vladimir Vladimirovich Putin’s initiative on the requirement to renew our armaments.  As long as this doesn’t happen, we’ll being shifting in place, and this won’t be just a lament of Yaroslav’s daughter [reference to the Prince Igor’s wife in the Lay of the Host of Igor after his defeat by the Turkic Polovtsy in 1185].”

At the same time, Shamanov concluded that GAZ and Izhevsk vehicles perform better for the VDV in the snow that equivalent Italian and Canadian ones.

Shamanov also said it’s essential to decide what to buy without any kind of lobbying, and for his part, he bases his decisions on saving soldiers’ lives and fulfilling missions.

New Chief of Defense Minister’s Apparat

Yesterday’s press announced that Mikhail Mokretsov, ex-Director of the Federal Tax Service (FNS) and long-time colleague of Anatoliy Serdyukov, will be the Defense Minister’s Apparat Chief.  

Kommersant says Serdyukov had largely kept his old team in place, and still influenced personnel decisions in the Finance Ministry’s FNS.  And the FNS has been a stable supplier of high-level cadres for Serdyukov’s Defense Ministry.  Along with ex-deputy directors of the FNS Dmitriy Chushkin and Yevgeniy Vechko, not less than 10 other highly placed former tax service officials have come over to Serdyukov’s Defense Ministry. 

Kommersant indicates this may represent the end of Serdyukov’s ‘agreement’ with Finance Minister Kudrin to leave his old cronies in place in the FNS for three years.

Mokretsov’s work in the tax service has drawn some praise.  Deputy Chairman of the Duma’s Budget Committee Andrey Makarov says the Defense Ministry can use another strong manager like Mokretsov, and he adds:

“The main thing in reforming the army is to stop the stealing.  Control and auditing are essential there.”

Perhaps playing the provocateur, Gzt.ru suggests that some in the Genshtab see Mokretsov’s arrival as a precursor to Serdyukov’s departure from the Defense Ministry.  Under this scenario, Serdyukov would be preparing Mokretsov to take his place as Defense Minister when he moves to a higher post.  But a PA source denied any prospect for a change of Defense Minister and specifically ruled out Mokretsov’s chances.

Mokretsov will occupy a long-vacant post.  Its last occupant, Andrey Chobotov left with former Defense Minister Sergey Ivanov when he became Deputy Prime Minister.  Chobotov apparently works in Ivanov’s office and in the government’s Military-Industrial Commission (VPK).  Since Chobotov had the job, the apparat has been considered a Defense Ministry ‘service’ [not to be confused with an armed service] and this brings its chief the title of Deputy Defense Minister.

According to Gzt.ru, retired General-Lieutenant Andrey Kazakov has been the acting apparat chief since Chobotov’s departure.  Kazakov has served in the Defense Minister’s apparat, primarily as Chief of the Defense Ministry’s Affairs Directorate, since at least 2001.

The apparat chief wields serious power–at least within the administrative system.  According to Gzt.ru, he is not simply the Defense Minister’s right hand.  He’s a chief of staff and critical gatekeeper whose agreement is necessary to get documents signed and decisions made.  This power is largely unofficial, deriving from personal proximity to the Defense Minister.

The apparat chief’s official, statutory powers are more modest.  Mil.ru lists six official elements under him.  The Expert Center of the RF Defense Minister’s Apparat is something of a ‘think tank’ preparing analytical information and reports on military-technical policy, force structure, and force development, under the Defense Minister’s direction.  The Main Legal Directorate of the RF Defense Ministry has been reinvigorated of late, and its role is self-evident.  The above-mentioned Affairs Directorate serves as property manager and business agent for the Defense Ministry in Moscow.   The Directorate of State Assessment of the RF Defense Ministry is responsible for ensuring that military infrastructure complies with an array of government regulations.  The apparat also includes, without explanation, Inspection of State Architectural-Construction Oversight and the Management Directorate of the RF Defense Ministry.

Gzt.ru got our old friend Leonid Ivashov to comment on yesterday’s news.  Ivashov hates to contemplate the idea of career growth for Serdyukov, and he thinks the idea of Serdyukov putting Mokretsov in place behind him is ‘patently untenable.’  He holds even less back than usual when he says:

“If the task is to destroy the country the way Serdyukov has destroyed the army, then such an appointment is possible.  Serdyukov is a destroyer.  And the fact that they are dragging their nonprofessionals into the [Defense] Ministry supports this.  It’s very sad that the Defense Minister of our country is first when it comes to being an example of corruption and disrespect for the army.  Mokretsov can’t help Serdyukov straighten out financial flows which go through the military department.  But he will absolutely help him steal from them.”

Ivashov goes on to complain about Serdyukov’s commercialization of Defense Ministry functions, e.g. turning rear services into Oboronservis.

Vitaliy Shlykov, who views Serdyukov favorably, sees the Mokretsov move as promoting creation of a civilian Defense Ministry that still doesn’t exist.  And Shlykov doesn’t see Serdyukov leaving the Defense Ministry since it is, in many ways, a higher post than a deputy prime minister with a portfolio, who doesn’t really run anything.

Today’s Vedomosti intimates that Mokretsov will focus on auditing the State Defense Order on the heels of Prime Minister Putin’s remarks this week about corruption, waste, and poor results in the OPK .

He joined the tax service in 2000, moving quickly from department chief to deputy director of the Tax Ministry’s Directorate for St. Petersburg, deputy director of the Directorate for Moscow, and Chief of the Directorate for International Tax Relations.  In 2004, he became deputy director of the renamed Federal Tax Service under Serdyukov, and Director of the FNS in February 2007 when Serdyukov left for the Defense Ministry.  

The 49-year-old Mokretsov was born in Udmurtiya, and graduated in 1984 from the Leningrad Financial-Economic Institute.  He was called up after graduation and served two years as a finance officer in the Soviet Army.  Between 1986 and 2000, he worked in unnamed government and commercial enterprises in St. Petersburg.
