For What It’s Worth

Read and consider a long thread posted yesterday by @igorsushko about the planning and conduct of Putin’s war on Ukraine.

It’s based reportedly on the insights of an FSB analyst who was involved at some level in preparing for the Russian Army’s invasion of Ukraine.

Obviously, many say this account isn’t genuine, it’s a fabrication, etc. Who can know? It’s the fog of war. Everyone has to decide whether they believe it’s authentic.

From this observer’s perspective, it rings true.

What follows are the best parts edited and consolidated.

Putin’s plan to invade Ukraine was kept secret from everyone.

The FSB’s analysis seemed to be a check-the-box exercise and it had to come out favorably for Russia. It contained no clue as to the depth and effect of Western sanctions.

The Russian Army’s KIA might be 2,000 but it’s probably closer to 10,000. It’s lost contact with two entire divisions. Of 20 paratroop “groups” deployed, only one had even provisional success.

Russia has proven utterly incapable of supporting its invasion force with supplies. Its roads can’t accommodate logistical convoys. With the Turkish straits closed to Russia, it can’t supply its force in Syria. For Russia, airlifts are akin to “heating up the oven with cash.”

It cannot possibly occupy Ukraine; it would need a force of 500,000. Moscow can’t find a Quisling to run the country on its behalf. And Putin can’t declare a general mobilization. It would cause an economic, political, and social explosion in Russia. There could be a political battle along anti-war and pro-war lines. The only way for Putin to keep control is to “tighten the screws” on his own people.

Meanwhile, Ukrainian resistance grows stronger. Ukrainians now hate Russians as much as the Chechens did in two wars. Though Putin is wantonly destroying major Ukrainian cities, they will be kept alive by humanitarian convoys arriving from the West.

Putin thought war against Ukraine would be a 100-meter dash; it turned out to be a marathon.

Putin doesn’t have an “off ramp” and has no options for victory. He faces the prospect of more losses. It’s like the Russo-Japanese War of 1904-1905 when Tsarist Russia thought it would easily defeat the Japanese. But the Russian Army found itself in a state of calamity.

In economic terms, Putin’s deadline is June, by then there will nothing left of Russia’s economy. Finance Ministry efforts are like plugging holes in a ship with your fingers.

If Putin threatens war unless sanctions are lifted or rattles his nuclear weapons, it’s just a tactic to scare the West.

The SVR is sowing the media with false allegations that Ukraine is building its own nuclear weapons.

Somewhere in the chain of command, someone will refuse Putin’s order to go nuclear. Putin might not even give the order because self-preservation is his main goal.

Peacekeepers Deployed

On November 20, Interfaks-AVN reported 250 VTA flights have deployed 1,960 troops of the Samara-based 15th Independent Guards Motorized Rifle Brigade (Peacekeeping) to Nagorno-Karabakh. Citing Defense Minister Shoygu, the news agency said 552 equipment items were also delivered.

Shoygu indicated Russian peacekeepers occupy 23 observation posts to oversee the ceasefire. Russian troops are divided into two zones — north and south.

Interesting what it takes to airlift a brigade, even a light one.

The Latest Arsenal Fire

Russia’s latest military arsenal tragedy is a new chapter in an unfinished book. What follows isn’t so much news as context you haven’t seen.

According to Interfaks-AVN, a woman died on October 10 from severe injuries received from the fire and explosions which began October 7 in Ryazan oblast. Another 15 victims are reportedly stable with serious burns, injuries, or chronic conditions aggravated by smoke inhalation.

A grass fire was inexplicably allowed to reach the ammo dumps at military unit 55443 near Zheltukhino in Skopinskiy region, and it ignited munitions in open storage. It’s unclear whether the Russian MOD’s Main Missile and Artillery Directorate (GRAU) or the Western MD is responsible for the unit at present. Neither wants to be for certain.

Interfaks-AVN indicated the arsenal (once maybe the GRAU’s 97th Arsenal) consists (or consisted) of 113 warehouses and bunkers with 75,000 tons of missiles, rockets, and artillery shells (a “large portion” of which were 152-mm high-explosive fragmentation).

Munitions from other Russian Army ammo dumps were being collected at Zheltukhino, according to Komsomolskaya pravda.

More than 2,300 people living near the depot were evacuated.

Four VTA Il-76 aircraft, and one Mi-26 and one Mi-8 helicopter were used against the fire as water tankers, TVZvezda reported. Izvestiya said five helos. In 36 fixed and 763 rotary-wing flights, they dropped 4,700 tons of water on the flames.

Izvestiya added that 650 servicemen and nearly 200 pieces of equipment — including 120 EOD personnel and 32 special vehicles (likely Uran-6 and Uran-14 robotic mine clearance vehicles) — were used to battle the fire.

Russian media reported the fire was localized on the evening of October 8 and controlled on October 10.

Kommersant reported the fire and explosions damaged 430 structures, public facilities, apartment buildings, and private homes. If not completely burned down, they have broken windows, partially collapsed roofs, and damaged walls. More than 500 families received 10,000 rubles in immediate emergency funds from the RF government.

Izvestiya relayed some (but not all) of the history of Russia’s recent arsenal fires.

A major fire and explosions rocked the 31st Arsenal and the city of Ulyanovsk in 2009.

A fire and explosions at Pugachevo, Udmurtia in 2011 caused the evacuation of 30,000 people and damaged 3,000 buildings. But Pugachevo (GRAU’s 102nd Arsenal) proved a persistent problem; new fires and explosions occurred there in 2013, 2015, 2016, and 2018.

There were other disasters in 2011 — at the 99th Arsenal in Bashkiria and in Ashuluk where six troops died and 12 were hurt. In 2012, there were two fires with explosions in Orenburg and one in Primorye.

Then soon-to-be ex-minister of defense Serdyukov exerted some serious control over Russian munitions storage and dismantlement. But this came too late and, along with his other problems, made him expendable to the Kremlin.

In early 2012, Deputy Defense Minister Dmitriy Bulgakov said the military planned to complete 35 modern arsenals, outfitted with hundreds of bunkers, before 2015 for 90 billion rubles. It also began explosive destruction of a large quantity of outdated munitions. Work on new ammo storage continued through 2018.

But the MOD hasn’t been able to catch up with the problem. It hasn’t offered a comprehensive assessment of the construction effort. So it’s safe to conclude it’s taking longer and accomplishing less than what’s needed.

A couple cases in point. On August 5, 2019, the ammo depot in Achinsk, Krasnoyarsk territory burned. About 16,000 people living within a 20-km radius had to be evacuated. One person died and 40 were injured.

On May 9, 2020, a grass fire ignited small caliber ammo at Pugachevo. The fire covered 15 hectares, but was put out without a disaster like previous incidents there.

Former VDV commander General-Colonel Vladimir Shamanov’s Defense Committee has criticized the RF government in advance of the first Duma reading of the federal budget for 2020 (and plan for 2021-2022). The committee accused the government of steadfastly “ignoring the army’s needs” — pay for MOD civilians, military pensions, housing, and fuel specifically — in its spending proposals.

Russian media reported the committee’s complaints were spelled out in writing. The legislature will discuss the government budget on October 23.

As numerous as uniformed officers and soldiers, civilian defense employees are critical to Russia’s military but their pay only averages around 30,000 rubles ($470) per month against 46,000 rubles ($718) elsewhere in the economy, Gazeta.ru reported.

They received a three percent increase on October 1 but, coming so late in the year, it offset only a quarter of this year’s inflation (4%).

The Defense Committee claimed the current average military pension in 2020 will be 23,500 rubles ($368), and has declined 20 percent in recent years because it hasn’t always been adjusted for inflation, wrote Rossiyskaya gazeta.

[NB: Cumulative inflation for the period 2012-2018 in Russia was over 60 percent.]

The committee reminded the government that President Putin promised retirees in 2012 they would get inflation plus two percent to preserve their buying power. It asked for a 6.3 percent pension increase next year.

The MOD’s mortgage savings system for servicemen was lacking 92 billion rubles ($1.4 billion) at the start of this year, the committee said. The mortgage system depends on government contributions and won’t function without this financing.

The military budget also did not contain enough money for other servicemen and their families who depend on MOD rent subsidies.

According to Gazeta.ru, the committee proposed adding 145 billion rubles ($2.3 billion) to close the gaps in the provision of military housing in 2020. But the RF government did not include this funding in the budget bill.

The Defense Committee also reported the MOD owes 7 billion rubles ($110 million) for fuel this year, and the draft three-year budget contains money for only 1.57 million tons against the 2.1 million tons the military will need. Shamanov and company say the MOD will need an extra 20 billion rubles ($314 million) for this, according to Interfaks-AVN.

Speaking to Voyenno-promyshlennyy kuryer, conservative military commentator Konstantin Sivkov said:

It’s easy to find resources for these needs. Even if we don’t cut their pay, but just the bonuses of the top managers of state corporations, we’d find money for military pensions, and for medicine, and for housing subsidies. According to official data, they amounted to 67 billion rubles [$1 billion] for just the one year 2018.

Why Mr. Shamanov and his committee took on these particular issues isn’t clear. They didn’t tackle pay increases for active duty servicemen who are still several years behind the rate of inflation. They didn’t challenge spending on weapons systems, but then large parts of the defense budget are still secret.

They challenged the government (an easy target) rather than President Putin (a dangerous one). Shamanov and the majority of his committee are members of the party of Putin — United Russia.

Kind of a curious moment for the Russian legislature to offer some checks and balances to Russia’s executive branch.

Tanker Shortage

Writing in Izvestiya on December 26, Ilya Kramnik concluded that a shortage of aerial tankers is damaging the readiness of Russia’s air forces. He makes a convincing argument that Moscow has upgraded its air power but failed to provide the logistical support to operate it successfully.

The last half of his article is translated below.

“The New Reality”

“The fact that the country didn’t have the money to maintain large air forces to ensure the necessary composition of forces in any direction¹ became clear in the 1980s, and by then all future multipurpose fighters and frontal bombers had gotten the requirement for aerial refueling in their technical tasks. The transfer of aviation units from one direction to another, including with the help of aerial refueling, looked like a quicker means to support the concentration of forces than a transfer using intermediate airfields, and certainly much cheaper than maintaining the necessary number of aviation groupings in all directions.”

“The USSR’s collapse ruined practically all plans to renew military aviation, but in the end new aircraft entered series production. Besides Tu-160 and Tu-95MS strategic bombers, A-50 AEW aircraft and long-range Tu-142M reconnaissance aircraft kept in the order-of-battle, Su-34 frontal bombers, Su-30SM, Su-35, MiG-29SMT fighters being built for the Russian air forces today are being equipped with aerial refueling systems.”

“The above-mentioned Su-24M, Su-24MR reconnaissance aircraft, MiG-31B fighter-interceptors, including also the modernized MiG-31BM, were equipped with these systems. Of course, the fifth generation Su-57 fighter is also outfitted with an aerial refueling system.”

“Of the more or less new aircraft not having the refueling system were several dozen modernized Su-27SM, and the largest number of ‘unrefuelable’ frontal aviation aircraft are the Su-25 attack aircraft.”

“One way or another, the Russian air forces made into part of the Aerospace Forces [VKS] in 2015 have hundreds of aircraft equipped with the aerial refueling system, and this number is growing. Most likely, judging by everything, even though earlier deprived of this capability in the framework of strategic arms limitation the Tu-22M will receive it during the modernization of the Tu-22M3M variant. Besides this, the ‘strat’ inventory will grow also on account of restarting Tu-160 bomber production in the Tu-160M2 variant.”

“But there are no tankers. All this grandeur falls on one regiment of tankers with 15 Il-78 or Il-78M aircraft built on the base of the Il-76 transport aircraft.”

“The prospective growth in this number doesn’t inspire optimism because of the extremely difficult development of the new Il-76MD-90A series viewed as a platform for a tanker, and the air forces’ demand for transport aircraft themselves, and for airborne radars being built on this platform, the number of tankers clearly won’t turn out to be large. It would be optimism to suppose that the United Aircraft Corporation could deliver more than fifteen Il-78M-90A aircraft over the next 10 years, which in the best case would allow for increasing the number of aerial tankers in the air forces to 30 aircraft, including the Il-78 and Il-78M aircraft it already has.”

“Alternative Decisions”

“And 15 or 30 tankers is very few considering that the number of aircraft capable of being refueled in mid-air will grow. Moreover, taking into account the shrinking inventory of military-transport aviation, it’s possible that refueling will be required for them in the future in order to increase the inventory’s capabilities without increasing its numbers.”

“In the final accounting, even the USA with its greater military budget practices the refueling of transports, while the typical distances of a possible transfer in Russia’s case can turn out to be a little shorter.”

“Air forces strategic mobility is one of the main priorities of military organizational development, the transfer of aviation units across the entire country is a characteristic sign of the greater part of large exercises over the last fifteen years, and aerial refueling is an integral part of these exercises. So the tanker inventory isn’t enough and can’t be enough under present circumstances, as Izvestiya’s interlocutor in Russia’s VKS described the situation.”

“Tankers are actively used in the course of the Syrian campaign, to support the transport of equipment from Russia to Syria and back, as well as in place: it’s well-known that fighters and bombers regularly carry out missions while on “air patrol” requiring many hours of loitering over the combat area.”

“In conditions of growing activity by Long-Range Aviation, and also the deployment of Russian air units in the North and Far East with their huge expanses, the requirement for tankers has become greater still, both on the strategic and tactical levels.”

“One variant for fulfilling this mission is a return to earlier put-off plans for the production of a tanker on the base of the Il-96 airliner. In the event that the military department turned again to it, this would allow for solving two problems: both to justify expenditures to restart the Il-96 without making it into a commercial airliner for civil aviation, and also, possibly, to avoid the requirement to use Il-76MD-90A platforms as tankers.”

“A potential tanker based on the Il-96, given its dimensions and cargo capacity, could meet the requirement of strategic aviation in the future with an order volume in the realm of 30-40 planes in the coming fifteen years.” 

“On the tactical level it would be possible to use existing the Il-78/Il-78M, given the essential repair and modernization of these aircraft, and besides this, the existing Il-76TD/MD aircraft in storage which haven’t used up a significant part of their service lives and allowing for reworking into Il-78M variants could act as a reserve. This would allow for growing the Il-78M inventory sufficiently quickly by several dozen aircraft.”

“In the event the condition of the Il-76 ‘from storage’ is too poor to use it as a tanker, more exotic but fully realizable decisions are possible: for example, development of a Tu-204S ‘tanker’ variant — the cargo version of the Tu-204/214 aircraft, the passenger cabin of which in this case will be used for the placement of additional fuel tanks. This is an established and serially produced type, on which the fuel supply of the tanker variant could exceed 60 tons, that will fully guarantee the requirements of tactical aviation.”

“Since the presence or absence of tankers of a such class can determine the presence/absence of multipurpose fighter squadrons at the necessary place at the necessary time, similar projects have direct economic sense, allowing us to not chase after the number of extremely expensive modern combat aircraft (of which quite a lot are required), increasing the capabilities of aviation sub-units by buying relatively cheap (compared with combat aircraft) aerial tankers based on commercial aircraft.” 

“There is a need for this in any case, with the current number in the tanker fleet its capabilities are largely nominal.”

Kramnik makes good (and obvious) points, but there are other things worth knowing to be thrown in here.

The day after Kramnik’s article, Ulyanovsk-based Aviastar-SP announced that its “convertible” Il-78M-90A tanker has entered flight testing.

Il-78M-90A

Presumably the Il-78M-90A is the same as the new Il-76MD-90A, but equipped to accommodate fuel storage tanks in its cargo bay and refuel other aircraft when not deployed as a transport.

Visiting Aviastar in August, Deputy Defense Minister and arms tsar Aleksey Krivoruchko said the Russian MOD is considering a contract with the firm for 14 Il-78M-90A tankers to be delivered by 2027. He also indicated that number might grow.

So Kramnik’s call about maybe getting to a fleet of about 30 new and old tankers sounds about right. But, as recently as 2013, the Russian air force was talking about acquiring 30 new tankers.

By the by, the USAF operates something north of 450 tankers, and that’s counting only KC-10 and KC-135 aircraft.
