S-500 in 2016?

Predictions of the imminent appearance of the new anti-air, anti-missile S-500 system come with regularity.  Last week’s press reports aren’t novel in this respect.

Deputy Aerospace Forces (VKS) CINC and Chief of Air and Missile Defense General-Lieutenant Viktor Gumennyy [Goo-MYO-knee] says Almaz-Antey is completing development work on the S-500, and the VKS will receive it “soon.” Hard to argue. We know it’s in development, and he doesn’t say what “soon” means.

TASS and RIA Novosti covered Gumennyy’s comments on Rossiya 24 television.

The prevailing forecast is that the S-500 will complete development, and appear with operational units on an “experimental” basis in 2017.

As recently as early 2015, Deputy Defense Minister and procurement chief Yuriy Borisov predicted the S-500 wouldn’t complete development until 2017.

However, TASS reminds that VKS CINC General-Colonel Viktor Bondarev has said deliveries will start in 2016.  He’s an inveterate optimist; in 2012, he said 2013.

In any event, it’s a chance to review what’s claimed to date about the S-500.

The typical advertisement for the S-500 calls it a new generation, long-range surface-to-air missile with increased capability for high altitude (200 km) intercepts against ballistic missiles and RVs.  It can reportedly engage ten ballistic missiles simultaneously at a range of 600 km.  The S-500 is supposed to be superior to both the S-400 Triumf and U.S. Patriot Advanced Capability-3 (PAC-3).

The system is supposed have 40N6M (possibly a longer-range mod of the S-400’s 400-km missile?) missiles as well as hypersonic 77N6-N and 77N6-N1 missile interceptors.  TASS reported that these anti-missile missiles were successfully tested in mid-2014.

According to Interfaks, GPV 2011-2020 calls for procurement of ten battalions (or five “regimental sets”) of the S-500.  Almaz-Antey’s original contract called for initial deliveries in 2015.

Noted by the regime or not, this is “GOZ breaking.” Some producers get in trouble for it; important ones sometimes don’t.

General-Lieutenant Gumennyy also reported that testing of the S-350 Vityaz SAM continues, and initial launches confirmed the system’s performance.  The S-350 will replace older Russian S-300PS SAMs.

Gumennyy said the share of “modern” SAMs and radars in Russia’s inventory is 45 percent.  Last December, the MOD indicated that 52 percent of all VKS weapons and equipment was “modern.”

P.S. President Vladimir Putin’s assistant for military-technical cooperation confirmed for Izvestiya today that Russia is negotiating sales of the S-400 system to China and India.

What’s It Cost? (Part III)

We might never be done with this topic, and that’s OK.

On 17 March, TASS reported that Russia will sell China two “regimental sets” of S-400 Triumf surface-to-air missiles in a deal reportedly worth $3 billion.

The first will be delivered in December 2017-January 2018 and the second in May-June 2019, according to the news agency’s “military-diplomatic source.”

Moscow and Beijing signed the S-400 contract in September 2014.

Each “set” has two battalions of four S-400 launchers.  Or a total of 16 launch vehicles.  Or 64 missiles and an unreported number of reloads.

Recall that previous reports claimed China was after no less than six S-400 battalions for that same $3 billion price.

The September 2014 deal includes training for Chinese personnel beginning in the last quarter of 2017, according to TASS.

Its source also stated that the first “regiment” will have the same missiles as the S-300PMU-2 SAM systems China already has.  The 48N6E2 with its 200-km range.

The second will have missiles “with improved characteristics.”  Presumably, the newer 400-km 40N6E.

But it’s not clear that the 40N6 (or export-version 40N6E) missile is fully out of testing, if some press reporting is accurate.

China is, of course, the first foreign customer, but India will apparently be the second.  According to RIA Novosti, India is negotiating for five S-400 battalions for a reported $5.8 billion.

However, it seems unlikely New Delhi would pay that kind of premium for a fifth battalion, even with all 40N6E missiles.

What’s It Cost? (Addendum)

There’s reason this week to return to the issue of what the S-400 system costs. Specifically, what it might cost China.

Vedomosti reported Wednesday that Russia has signed a deal with China to sell it the S-400 / Triumf.

The business daily’s defense industry source claims the agreement inked by Rosoboroneksport and the Chinese military will send off not less than six battalions of the advanced SAM system for more than $3 billion.

That would be at least $500 million per battalion (against the previously ventured guess of about $320 million).  Or in excess of $80 million per TEL.

The Russian Defense Ministry has consistently maintained that the S-400 won’t go abroad before 2016.

Vedomosti notes China’s last big purchase was 15 battalions of S-300PMU-2 completed in 2010.

RIA Novosti pretty quickly reported that an official of Russia’s Federal Service for Military-Technical Cooperation (FSVTS) said an S-400 contract hadn’t been signed with China as yet.

Rosoboroneksport and Almaz-Antey just declined comment.

The Next China Deal

IA Regnum military observer Leonid Nersisyan recently took a stab at preparing Russian public opinion for the eventual sale of S-400 SAMs and Su-35S fighters to China.  A major arms deal with China should be expected, especially given Moscow’s turn further east in the wake of Western sanctions.

Nersisyan aims to refute usual complaints about exporting Russia’s most advanced weaponry to China, i.e. that Beijing will quickly copy and sell it more cheaply.  He dials back to the early 1990s.

The sale of S-300 SAMs began in 1993, amounting to something between 24 and 40 battalions of three variants.  Along the way, China developed a copy, the HQ-9, similar but less capable than the original in many performance parameters.  If it had been a really good knock off, Nersisyan argues, the HQ-9 would be found in many of the world’s armies, but it isn’t.

The S-300 has grown old, and the money earned from China went into S-400 development and saved Almaz-Antey from bankruptcy at a time of little, if any, Russian military procurement.  Nersisyan concludes that:

“. . . the deal was successful — the system was copied (with deficiencies) only two decades after the first deliveries, when it had already grown old, and Russia had more modern analogues.”

Nersisyan points also to the Su-27 sale.  First Russia sold Beijing 24, then 200 kits for assembly in China.  But the Chinese stopped the transfer at 100, and began producing a copy, the J-11B.  However, its engine proved unreliable in comparison with Russia’s AL-31F, which the Chinese opted to buy for their domestic fighters.  Similarly, China bought nearly 100 Su-30 variants beginning in 2000 before producing a copy, the J-16, which also lacks a reliable engine. China’s difficulty, according to various reports, is manufacturing turbine blades and plates.

Neither the J-11B nor the J-16 is being produced in volume, and Russian aircraft remain the foundation of Chinese fighter aviation.

So, concludes Nersisyan, it will take China 20 years to copy the more complex S-400, while Russia is deploying the S-500.  Copying the generation 4++ Su-35S will be complicated by its more advanced thrust-vectored AL-41F1S engine, and Russia will be fielding the PAK FA / T-50 in the meantime.

Nersisyan writes that becoming a real competitor in the global arms market requires original RDT&E, not copying.  He sums up in three maxims:

  • Modern technologies don’t lend themselves to quick copying.
  • Copiers always lag behind.
  • The copy is often worse than the original.

What do others say about the threat of Chinese copying?

CAST’s Vasiliy Kashin agrees that fears are exaggerated because people don’t understand the obstacles to successful copying or that China’s military modernization is directed against the U.S. (something that, he adds, benefits Moscow).  He also blames much of the copying of Russian fighters on Ukrainian technical cooperation with China.

Vasiliy Sychev has written that S-400 and Su-35S sales to China will be straight sales without any technical or production licenses.  Moscow typically wants to sell more, and Beijing buy less, but the sides have worked toward the middle.  A new deal (or deals) will be for 2-4 SAM battalions and 24 fighters ($1.5 billion, or $60 million per).

Nor does Viktor Murakhovskiy see anything critical because Russian capabilities will be ahead of what China gets.

More Sinophobic, Aleksandr Khramchikhin says there’s an active and effective pro-China lobby in Moscow’s power ministries and OPK, and he believes Russia needs to understand it faces a grave threat from China.

Second Tier Pacific Power?

Militaryparitet.com wrote recently about Jane’s Defence Weekly’s report on the possible start of construction of an indigenous Chinese aircraft carrier on Changxing, near Shanghai.  A new one, not an old one bought abroad and refurbished.

It may, or may not, be a carrier in the end.

Nevertheless, Militaryparitet quoted a 23 [sic] December Russia Today story about the Chinese carrier program:

“China’s first domestically built aircraft carrier will be a larger version of Liaoning.  The design is reportedly based on drafts of a Soviet-era, nuclear-powered, 80,000 ton vessel capable of carrying 60 aircraft.”

In other words, a later-day Ulyanovsk.

Militaryparitet also cites Voice of Russia.  It quoted Pavel Kamennov of the Russian Academy of Sciences’ Institute of the Far East, who claimed China will build two conventionally-powered carriers by 2015 [sic?] before constructing a nuclear one by 2020.

The government broadcaster tends to see a threat from China.  Its report came against the backdrop of Liaoning’s first deployment.

Then VoR turned to nationalist military commentator, retired naval officer Konstantin Sivkov to describe how the “geopolitical situation” will change when Chinese carrier groups take to sea in the future:

“. . . somewhere across 10 years China could put naval power comparable to the Americans on the Pacific Ocean.  This will signify that Russia has moved to the second tier on the Pacific Ocean, and the main players will be the USA and China.”

Now it seems likely China will soon surpass Russia as a carrier power.  Though one notes Moscow, even with a less than robust program, still has years of experience operating Kuznetsov that constitute a final remaining advantage over Beijing.

China catching the U.S. Navy is altogether different.

To its credit, Militaryparitet wrote that acquiring carriers is complex and expensive.  They take years to build, and many more to master their tactical and strategic operation.  There’s no substitute for experience in controlling carriers and battle groups under real-world conditions.  And the U.S. Navy has launched aircraft into combat from flattops for decades.

Those aren’t the only hurdles.

As the Russians learned, and the Chinese are learning, perhaps the most difficult step is fielding a high performance, carrier-capable fighter that can deliver a large combat load.  As RIA Novosti’s military commentator wrote in 2008:

“. . . to turn an ordinary fighter into a deck-based one through a small modernization is not possible.  The aircraft has to be designed from scratch, because the airframe of a deck-based aircraft experiences stress 2-3 times greater on landing than its ‘land-based brethren.'”

Not to mention the stress when the cat hurls it skyward.

So where does this leave us?

It’s no surprise Russian military observers and nationalist-minded elements lament the rise of China’s naval power and its fast-developing and emblematic carrier program.

But were it not for politeness, they could be reminded that China quite some time ago supplanted Russia as a “first tier” power in the Pacific in many ways.  Demographically, economically, diplomatically, and perhaps even militarily.

Other China-watchers (including many Russian ones) have a more benign, less zero-sum view.  They see Beijing as simply preparing to represent and defend its interests, which may or may not conflict with Moscow’s (or Washington’s for that matter).

Meanwhile, Western Russia-watchers tend a little cottage industry of trying to divine how Moscow really feels about China.  And the wisest ones probably say there’s more than one correct answer to this question.

Defense News

Some Russian defense news from April 17-18, 2012 . . .

Militaryparitet.com provided a link to an interesting Livejournal site.  The latter’s apparently been scouring government tender offers, and located one worth 600 million rubles for work to upgrade Votkinsk for Yars ICBM production.

According to RIA Novosti, a Rosoboroneksport official says talks with China about selling the Su-35 are frozen because the PRC wants to buy only a limited number of the new fighters.

Interesting that France, Italy, etc. don’t use the same logic when Moscow talks about purchasing samples.

Vzglyad.ru covered the release of SIPRI’s global military expenditure report for 2011.  The U.S. spent 41 percent of the world’s total, China 8, Russia 4.

Deputy Defense Minister Nikolay Pankov talked to the Federation Council about military housing.  He told Senators 60,000 permanent and service apartments were ready to be occupied at the beginning of this year.  See TV Zvezda coverage.

At least for the camera, Pankov didn’t offer an explanation why such a large number were waiting to be occupied.

Ivashov on the Army and Putin

Leonid Ivashov recently talked to Narodnyy politolog on a variety of army topics including reforms, the possibility of a big war, rearmament, president-elect Vladimir Putin, and his military program.  Segodnia.ru also printed the interview.

Once Russia’s top military diplomat, now avowed geopolitician, the former three-star thinks Putin fears externally-driven regime change and is improving the army to forestall such an eventuality.  Ivashov sees a U.S.-led West depriving Russia of allies before focusing on Russia itself.

Asked about army reforms, Ivashov says they have succeeded in cutting forces, but not in rearming them or improving their social conditions.  Reforms have degraded and weakened the army.  Military men mock the New Profile reforms saying, “There’s a profile, but not armed forces.”  Ivashov calls reforms craziness, and says it’s like servicemen have lived in a house under continuous repair for 25 years.

Following up his comment on mobilization reserves cut to the bare minimum, NP asked the retired general-colonel if a big war is possible today.

Ivashov says yes.  Citing how “they” are beating up Russia’s strategic allies (Syria and Iran), he says “What is this if not war?”

Ivashov foresees a large conflict between the U.S. and China and possible spinoff regional and local wars.  He cites a Chinese specialist who calls for a Russian-Chinese alliance to deter a big war and curb the appetite of the West and international oligarchs.

Is Russia ready for such an eventuality?  Ivashov answers:

“I think Putin understands perfectly how military weakness and the absence of strategic allies can be the end for Russia.  Clearly, the Libyan situation ‘helped’ him understand this, just like what is happening now in Syria, and what they are preparing for Iran.  If you can’t defend the country, you are subjecting yourself to a great risk personally.”

“Now Putin is making a sharp turn to the side of strengthening defense capability.  One can only welcome this.  Because today they don’t simply beat the weak, they destroy them.”

Ivashov calls Putin’s military program ambitious, if not systematic.  The regime’s been in a “light panic” since Libya.

He intimates that more than 20 percent of the state armaments program will be stolen since the amount of theft cited by the military prosecutor covers only cases under investigation, not all corruption.

Ivashov suggests lobbying has replaced forecasts of future military actions as the driver of arms procurement.

The case of Mistral, which one wonders where it will be built and how it will be used, Ivashov says well-connected lobbyist structures ensure what gets produced is exactly what their enterprises make.  He was somewhat encouraged that Putin, at Sarov, entertained turning to specialists and experts to examine the army’s requirements.

On GPV 2020, Ivashov concludes it’ll be a serious step forward if only half of what’s planned gets produced, but it can’t be equipment designed in the 1970s and 1980s.  He sees OPK production capacity problems too.  He questions whether Votkinsk can produce 400 solid-fueled ballistic missiles by 2020.

Returning to the big war, he questions a focus on defensive operations for Russian conventional forces, saying offensive capabilities are needed to deter potential enemies.  He claims reduced force structure and mobilization capability have become a joke in the General Staff:

“The main problem for the Chinese in a conflict with us is not defeating our brigade, but finding it.”

Ivashov’s just a little up in arms over the armor situation.  He all but accuses the General Staff Chief of being a paid (or bribed) lobbyist for foreign tank and armored vehicle makers.  He suggests that Army General Makarov should be placed in cuffs if he says the Leopard-2 is better than the T-90 [what about Postnikov then?], and the Main Military Prosecutor should investigate him.

So what is to be done first and foremost to strengthen the country’s defense capability today?

Ivashov replies get rid of Serdyukov and Makarov who have done great damage, and strengthen cadres in the OPK and military by replacing “managers” with those who can apply military science (as Ivashov was taught) to the problem of developing new weapons.

The always provocative Ivashov doesn’t venture whether he thinks  the current emphasis on defense capability will continue or have the intended results.  He seems sincerely to believe in a possible Western intervention in Russia’s internal affairs.  But it’d be more interesting to hear him talk about whether the army would fight for Putin’s regime in something less than that maximal contingency.  Ivashov, unlike some critics of Russia’s defense policy, shies away from blaming the once-and-future Supreme CINC for at least some of the current military state of affairs.

Guns and Money (Part I)

What does Russia need to spend on defense?  Komsomolskaya pravda’s Viktor Baranets engaged Center for the Analysis of Strategies and Technologies Director Ruslan Pukhov on the issue recently.

It takes a bit, but the interview gets interesting, and it’s worth hearing, one thinks.

Baranets asks, do military expenditures depend first and foremost on the economy?  On government policy?  On the treasury?  On the military power of one’s enemies?  Pukhov replies:

“In the first place, on the requirements for guaranteeing national security, and secondly on economic possibilities.  But if the country faces serious threats, then maintaining adequate military power becomes an absolute priority.  And then the resources for these purposes are allocated without looking at the economy.”

OK, that’s standard, but the big question is if . . . if it faces threats and if those threats are really serious.  And one might quibble, you can’t allocate what you don’t have (at least most countries can’t).

Baranets probes further.  People want to understand the 30% jump in military spending.  Have external threats grown?  Pukhov answers: 

“We have to maintain large Armed Forces because of the country’s huge size and its borders with military giants, like NATO and China.  Here the correlation of our military potentials has significance first and foremost.  That’s one.”

“And two.  The most important mission for Russia will remain the preservation of powerful, but expensive strategic nuclear forces and advisably — nuclear parity with the U.S.  It’s clear nuclear arms are the main guarantee of our security.  They make a big war between contemporary world powers impossible.  I’m convinced that, if not for the nuclear shield, the fate of Yugoslavia would have awaited Russia in the 1990s.  That is forcible dismemberment with the support of a NATO intervention.”

“Yet another factor:  Russia is faced with real threats to its security in the form of terrorism in the North Caucasus where an ethnic separatist rebellion has transformed into a general Caucasus Salafist underground, but also in the post-Soviet space — in the first place, in view of Georgia’s aggressive actions.”

“Going further:  our Armed Forces are extremely obsolete technically, they lag the current level of military technology development and need renewal.  For almost two decades after 1991 our Armed Forces were totally and chronically underfinanced, didn’t receive new armaments.  After this almost 20-year ‘buying holiday’ it’s necessary now to pay up, trying in the most compressed time to overcome the accumulated lag.”

“And, finally, everything enumerated above has to be overcome in conditions of the fact, unpleasant for the national self-consciousness, but, alas, indisputable, that Russia is a poor country.”

Baranets asks, how can Russia be poor?  Pukhov’s answer:

“We actually have many natural resources.  And this, incidentally, is yet another argument for having effective Armed Forces.  Natural riches have to be protected.  But by the size of the economy we aren’t even in the top five countries in the world, and the main thing is we seriously lag behind developed states.”

“So we have to conduct military organizational development under conditions of a shortage of resources and significantly bowing before many other countries of the world according to our level of economic development and national wealth.”

“All types of resources enumerated by you [Baranets] are in short supply for us.  Industry requires serious modernization, the scientific-technical base, established in the USSR, is practically used up, the quality of human resources is also not at a high point — the technical training school system has collapsed, so finding qualified workers is an integral problem.  Now we can already talk even about the collapse of secondary education — more often illiterate conscripts are coming into the army, and how can you trust them with complex equipment?”

Baranets says some experts think 1.5 or 2 trillion rubles as foreseen for defense in 2012 is too much when compared with what will be spent on science, education, and health.  One can even hear pronouncements like “the army is stripping the people.”  Pukhov reacts:

“I repeat:  Russia’s in a situation where it’s forced to hurry to catch up and reestablish that which dissipated, was squandered and left adrift in the area of national defense in the 1990s.  Essentially, we didn’t develop, but, to the contrary, we collapsed the army.  Now we need to reestablish the army, buy new equipment and armaments.  This isn’t the army ‘stripping the people.’  This is them ‘stripping’ the army for long years.  But there is generally an old true formula — people who don’t want to feed their own army will feed a foreign one.  Education, medicine and other sectors can be self-financed to a significant degree.  The Armed Forces can’t be self-financed in principle.”

Pukhov covers a lot of ground.  And he makes sense of some stuff.  But some points are debatable.  He’s one who wants to blame the 1990s for everything when then-President Putin was also guilty of neglecting the army in the 2000s.  Yugoslavia did a good job of “dismembering” itself before NATO and Russia intervened.  Instruments other than force exist for managing Russia’s problems in the North Caucasus and Georgia.  Is there a realistic threat of having to feed someone else’s army?  Wouldn’t a slower paced military build-up be more sustainable?

Postnikov on the Army and OPK (Part I)

Ground Troops CINC, General-Colonel Aleksandr Postnikov really stirred up the hornet’s nest on Tuesday.  Russia’s defense sector – its OPK or oboronki – feeling offended recently, is abuzz about his comments.  Postnikov told a session of the Federation Council’s Defense and Security Committee:

“Those models of weapons that industry produces, including armor, artillery and infantry weapons, don’t correspond to NATO’s or even China’s models in their characteristics.”

The military hadn’t criticized the domestic OPK’s heavy armor and artillery systems to this point.

Insulting Russian tanks is the particular point here.  According to Newsru.com, Postnikov apparently called the much-praised, newest T-90 in actuality just the 17th modification of the Soviet T-72.  And, at the current cost of 118 million rubles per tank, he suggested:

“It would be simpler for us to buy three ‘Leopards’ [German tanks] for this money.”

Newsru.com counters that Rosoboroneksport is proud of the T-90, its sales, and continued interest abroad, but admits it is weak against third generation ATGMs, modern sub-munitions, and “top attack” weapons.  The news outlet also notes that the Russian Defense Ministry has eschewed procurement of the T-95 and BMPT.

In its editorial entitled “Import Generals,” Vedomosti takes Postnikov to task, saying it’s not sure whether he means new or used Leopards, but the German tanks probably come in at $7.5 million a piece at least, against the T-90 at $4 million [i.e. only part of one Leopard for 118 million rubles].  And, says Vedomosti, comparing Russian tanks to Chinese ones is lamer still on Postnikov’s part.

According to the business daily, these criticisms of Russian armaments usually come with calls to buy the same systems abroad.  But the 2008 war with Georgia showed Russia’s deficiencies lay in soldier systems, comms, recce, C2, and some types of infantry weapons rather than in armor.  When Russia doesn’t make something like Mistral or it has inferior technology like UAVs, it’s understandable to buy foreign, but when it’s something like armor, it raises a lot of issues, according to Vedomosti.  Uralvagonzavod certainly needs tank orders.  The idea of large-scale foreign purchases is utopian, says Mikhail Barabanov.  The paper believes thoughts of buying Leopard tanks and Mistral mean Russia’s generalitet has plans beyond local wars.

BFM.ru says Postnikov put the Ground Troops’ modern arms and equipment at only 12 percent of its inventory at present with, again, the goal of 70 percent in 2020.  At the end of this year, the army will get its first brigade complement of the newest automated C2 (ASU) system [i.e. presumably YeSU TZ]:

“In November of this year, we plan to conduct research on the newest  ASU and hand down our verdict.”

According to BFM.ru, he said NATO and China already have analogous systems:

“But for us it is still the future.”

Nezavisimaya gazeta focused on Postnikov’s comments on Ground Troops brigades.  He said he now has 70, but plans for 109 by 2020, including “future type” brigades:

“There will be 42 brigades of the future type, in all there will be 47 military formations of the future type, including military bases abroad which will be built on the same principle.”

The Glavkom didn’t say how the new brigades will be different from the old.

Parsing what he’s talking about is a little tough.  At the end of 2008, the army talked about having 39 combined arms, 21 missile and artillery, 12 signal, 7 air defense, and 2 EW brigades for a total of 81, rather than Postnikov’s current 70.  One might guess a dozen arms storage bases in Siberia and the Far East could be fleshed out into maneuver brigades.  But where does the manpower come from?  Maybe some of the 70,000 officers cut and now being returned to the ranks by Defense Minister Serdyukov. 

Postnikov elaborated some on heavy, medium, and light brigades.  Heavy will have tanks and tracked armor.  NG concludes there won’t be a new tank.  Tanks in storage will get new electronics and Arena active defense systems.  According to Postnikov, medium brigades will get [among other things?] the Bumerang amphibious BTR now in development.  This, says NG, is the first time anyone’s heard Bumerang.  But if it isn’t successfully developed or produced in sufficient numbers by 2020, the army will just buy armored vehicles abroad since there’s already ample precedent for this.

Light brigades will have vehicles like the Tigr or the Italian LMV (Lynx), licensed production of which could begin in Russia this year.  One special Arctic brigade will be created at Pechenga. 

Several media outlets quoted Postnikov to the effect that there’s no plan to change 1-year conscription, but he noted:

“In the transition to one year military service, military men received only a headache.”

There’s lots more reaction to Postnikov’s statements, but it’s too much for one day.

Dollar’s Inevitable Collapse Threatens Russia

Segodnia.ru recently publicized a report entitled Armed Forces:  Year 2010, prepared by the Center for Strategic Assessments and Forecasts (TsSOiP or ЦСОиП).  It interviewed one of the report’s authors – retired Colonel and Doctor of Technical Sciences, Aleksandr Fomin – about the state of Russia’s military and threats to Russia.

How does one characterize Colonel Fomin?  In this interview, his thoughts range from a little far right to far left / neo-Marxist.  Yet he sounds like President Medvedev in 2009 calling for a new world financial order to break the dollar’s hold on the international economy.  But that resemblance disappears once he starts excoriating Russia’s elite — co-conspirator in U.S. domination of Russia.

He generally argues the dollar’s inevitable collapse will lead to conflict or war, for which Russia is poorly prepared.  His arguments will appeal to some, but they represent a somewhat simplistic view of international economics and finance.  The rest is a short geopolitical treatise we’ve heard many times about how Russia arrived in its current condition.

Take heart, however, the analytical report is more interesting and original, but it’s 40-odd pages, so some patience on your part will be required.

By way of foretaste, on with Fomin’s interview . . .

Asked simply what’s going on in the Russian Army, Fomin answers:

“There’s a myth that the incredible militarization of the country and rebirth of its military might almost to the level of the Soviet Union has happened in recent years.  This doesn’t correspond to reality – in reality, as the analysis shows, the Russian Armed Forces have degraded.”  

“If we look at the trend of general financing of the Armed Forces for the last 10 years , adjusted for inflation, then we get as a true expression of the financing volume are 4% increases per annum on average.  At such a growth rate, it’s possible only to offset depreciation, but not guarantee the development of the armaments system.  Now recall corruption, and you find that in reality the Armed Forces didn’t develop, but degraded.”

“Today, in the spirit of political correctness, it’s believed that Russia’s main military enemy is international terrorism. They’re ashamed to identify the U.S., NATO, and China as the real potential enemies.  But if we call things by their names, then today Russia is inferior to these probable enemies in the size of its Armed Forces by 20 times in the West and 35 times in the East.”

We’ll have to read his full report to figure out how he came up with these numbers. 

Fomin goes on to say that Russia’s nuclear weapons won’t save it either, since Moscow’s elite keep its money, and educates its children, in the West.  He concludes flatly:

“It is very probable that Russian nuclear weapons will never be employed.”

Next Fomin constructs his scenarios for future wars and threats to Russia:

“In the coming decades, and possibly, years the U.S. and EU’s problems with China will inevitably sharpen, the cause of them is the struggle for energy resources.  Iran, Pakistan and . . . Russia will be drawn into this confrontation.  They will start to use our country as a buffer in the military resolution of the China problem.”

The interviewer asks Fomin what threatens Russia externally, what geopolitical positions has it lost, which ones does it still hold?

“The main threat not just to Russia, but also the world as a whole comes from the virtual world financial system, based on the American dollar, which for a long time already hasn’t been supported by real assets and is held up only by U.S. military might, the potential of which allows them to oppose everyone else in the world.  But sooner or later this system will collapse, for internal reasons.  But however the collapse occurs, its agony (possibly the current financial crisis is the beginning of this agony) could plunge the world into the Third World War.”

“As already said above, today Russia is practically undefended.  Its political leadership, like the appanage princes of Rus in the 12th -13th centuries, are trying to hold off threats  by means of multibillion tribute payments allegedly into international reserves.  However, in Russia the easily accessible oil, could soon be gone:  according to expert evaluations, 30% of wells are already unprofitable.  Then Russia will simply be of no interest to the rest of the world . . . .”

“If we talk about Russia’s lost geopolitical positions, then of course – this is NATO’s expansion to the East, the reinforced U.S. role to Russia’s south (Afghanistan, Iran, Pakistan, Georgia).  It’s possible to add the real threat of losing the Far East and Siberia to this.  They [NATO and U.S.] managed to spoil [Russia’s] relations with Ukraine, Belorussia, and Iran.”

Asked about the threat that Russia is becoming ensnared in U.S. “anti-Iran” policy, Fomin responds:

“. . . the U.S., economy of which is based on proliferating the dollar throughout the world and managing oil prices, has a very painful relationship to [Iran’s] nuclear energy development – to oil’s energy competitiveness.  Especially in the Near East.  In its relationship with Iran, Russia turns out to be hostage to its own financial system:  if the country holds its reserves in other countries’ hard currency, then it can’t oppose them on their main positions in the military-political sphere.  Some disagreements are possible, but there can’t be a lengthy tendency toward the complication of relations – in the case of a sharp worsening it would be easy to block hard currency accounts.”

“And, Russia for 20 years already has been unable to conduct an independent foreign policy, since it is tightly integrated into the world economic system dominated by the U.S.”

“Russia risks losing the remains of its authority among Muslim countries, after abrogating its earlier agreed supply of defensive weapons (in the first place, S-300 surface-to-air missile systems) to Iran.” 

Asked again about threats, Fomin says:

“External threats have been discussed above.  To this it’s possible to add that, as a result of the actions of the financial authorities of the G20 countries, the fundamental bases of the current crisis haven’t been eliminated.  Because of the fact that some paper (toxic assets) has been traded for others (newly printed dollars, euros, and pounds), the situation hasn’t changed principally.  The disease has been driven inside and its symptoms are still appearing to a lesser degree.  But it definitely will crawl outside again.  Therefore, the financial-economic crises will continue further.  Sooner or later the American dollar unsupported by real assets, as a world currency, must collapse.  Several types of dollar exist already now — for internal and external demand.  The Americans are trying to do everything possible meanwhile to ‘save face.’  Provoking situations to create the objective appearance of a reason for the collapse of the dollar are possible:  a terrorist attack on the U.S., war in the Near East, aggravation of the situation in the Far East.  A new world war which will be catastrophic for Russia as an extreme case.”

“Now about internal threats.  For clarity, in every case, we are distinguishing two understandings:  country and state.  It’s possible to love your country while being critical toward the state, which imagines itself as society’s management apparatus.”

“If we talk about the country as a whole, then the main internal threats are well-known:  complex demographic situation, a lopsided well-developed raw materials economy, low labor productivity, conditioned by the low wage level of labor, proliferation of narcotics, brain drain abroad, degradation of science, culture, education, health care, pensions, national defense, law and order, agricultural economy, neglected transportation and ecological problems, corruption.  In the coming decade, the aggravation of energy problems, connected with the exhaustion of easily accessible supplies of Russian oil.”

“But there is still one more serious problem which is the source of all the rest.  This is the multibillion outflow of capital from Russia, including into so-called international reserves (it’s simpler to say into the financial systems of Western countries).  It bleeds the entire economy, and doesn’t allow for moving off a dead stop in solving the majority of urgent problems.  If there were no capital outflow, many internal Russian threats would be eliminated in some time.”

Fomin goes on to argue that current capital outflow (legal and otherwise) is more burdensome and damaging to Russia’s economy than tribute paid to the Mongols centuries ago.  He says international reserves accumulated in 2010 could have plugged the gap in Russia’s pension fund.

Fomin now turns to internal threats to the state.  Number one is the populace’s increased protest activity.  He says the average Russian understands clearly that the state exists not to improve his welfare, but only the quality of life of 1 percent of Russians, without, of course, provoking large-scale protests from the other 99 percent. 

Among other threats, he cites hypertrophic centralization and underdeveloped local government, inflation caused by capital outflow, low wages, and unemployment all leading back to protest activity.

Fomin notes that Russia dropped to 154th (from 146th) on TI’s international corruption index this year.

He observes that the Russian government failed the test of August’s forest fires, causing a mortality spike equal to the number of men lost by the USSR in Afghanistan.  He calls Prime Minister Putin’s web cameras for monitoring the rebuilding of housing a symptom of the level of Russia’s corruption and ungovernability.

Fomin goes on to label major internal problems — education, health care, agriculture, housing, national defense, culture, science, ecology — the first four he notes are ‘national projects.’  Agriculture he puts on the level of military security in importance.  But rather than develop it, the country’s elite chooses to buy food abroad with oil and gas profits.  Agricultural imports support the livelihood of many middlemen in the process.

Fomin has one last assessment of Russia’s current elite class:

“At present, Russian state authorities and the so-called ‘elite’ view the country as a private firm working solely to get profits and the sooner, the better.  Profit is the main goal of the private firm.  It’s not for the realization of long-term goals.  Its main mission:  collect capital, send money abroad, make itself comfortable, and invest the money in a profitable business.”
