TsOPI Critiques Serdyukov’s Reforms

In last week’s Nezavisimoye voyennoye obozreniye, IMEMO’s Vladimir Yevseyev presented the results of a recent round table on reform in the RF Armed Forces. The Center for Social-Political Initiatives (TsOPI or ЦОПИ), with support from Germany’s Rosa Luxemburg Foundation, sponsored the event.

Yevseyev described early reform as cutting personnel without changing the army’s structures during a time of political paralysis in the 1990s.  In the Putin era, he says there were still failures and the army’s equipment levels dropped, but the army began to believe it could still fight.

At this time, former Defense Minister Ivanov more than once declared the end of army reform, the troops started to get limited quantities of new weapons, and there was an unsuccessful attempt to move to professional enlisted force.  Yevseyev tries unconvincingly to point out successes in the Putin-Ivanov period.  His leading examples are especially dubious:

“— the elimination of cadre units and formations and forming of permanent readiness units numbering nearly 200 thousand servicemen on a contract basis.”

“— partial fulfillment of the federal targeted program of transition to manning with servicemen conducting military service on contract in a number of formations and military units in 2004-2007 that as a whole with a corresponding change in legislation in 2008 allowed a reduction in the conscripted service term to one year.”

The hollow unit problem wasn’t tackled until late in 2008, and Yevseyev has already labeled contract service a failure.  Moreover, the contract service program probably didn’t attract more than 80,000 soldiers.

And contract service didn’t have anything to do with one-year conscript service.  That change was made to try to encourage more young Russian men to serve rather than avoid serving.  Professional enlisted service, had it worked, would have allowed Moscow to continue drafting only 260,000 men per year for two years, rather than 540,000 per year to serve for a year as it is now.

But Yevseyev comes to the right conclusion:

“. . . radical change in the reform of the Armed Forces did not happen.  The main reason for this was that the Russian leadership could not take the fundamentally important decision on bringing the size of the Armed Forces into correspondence with the economic possibilities we have and with observable (future) external threats.”

Yevseyev writes that the most acute phase of military reform came with Defense Minister Serdyukov, and the war with Georgia, which revealed the army’s shortcomings.
 
But, says Yevseyev, Serdyukov’s initiatives like reducing officers and cutting warrants ran into difficulties.  Forty thousand officers placed outside the TO&E couldn’t be retired because they still lack permanent housing.  And many would-be officer graduates in 2009 and 2010 were forced into sergeant’s duties.

Yevseyev says Serdyukov’s reform is bringing an increased flow of negative consequences as shown in the results of TsOPI’s polling. It surveyed more than 2,500 people, including nearly 1,700 servicemen, in nine major cities.  According to 61 percent of respondents, reform has degraded the entire military command and control system.  Sixty-four percent said the army’s ‘new profile’ has seriously reduced their social status.  Thirty-two percent are not sure their housing, pension, and pay rights will be observed during Serdyukov’s reform.  Twenty-three percent are worried about their outplacement rights, and 8 percent about their medical benefits.

Yevseyev and his colleagues discussed three major problems for the Armed Forces:  rearmament, infrastructure, and manning.

They say 40 percent of Soviet arms and equipment were modern at the end of the 1980s, with the percentage declining to only 10-12 percent by 2005, and 5 percent at present.  They give a useful rundown of what’s been produced over recent years.

In 2004-2008:

  • 36 ‘Topol-M’ ICBMs;
  • 2 battalions of Iskander SSMs;
  • 2 battalions of S-400 SAMs;
  • 150 T-90 tanks;
  • 700 armored combat vehicles;
  • 20 self-propelled artillery systems;
  • 1 Tu-160 strategic bomber;
  • 3 Su-34 bombers;
  • 30 helicopters;
  • 1 diesel submarine;
  • 2 corvettes; and
  • 13 smaller ships and auxiliaries.

In 2009:

  • 49 new or modernized aircraft;
  • 31 helicopters;
  • 304 armored combat vehicles; and
  • 20 artillery systems.

Yevseyev and company conclude:

“It would seem that the situation with equipping the country’s Armed Forces is beginning to be corrected.  But in reality such rates of military equipment supply allow full rearmament across 30-50 years, which significantly exceeds the length of its service life.”

So this will make it difficult to increase the share of new weapons and equipment to 30 percent by 2015, even for permanent readiness units and formations.

They point next to the massive lingering Russian military structure.  Four years ago there were 26,000 military organizations of one type or another, and now only 6,000.  And that will be reduced to 2,500.  But they say, instead of consolidating and realizing cost savings, some of this process was fake, and some organizations were just named as subsidiaries [filialy] of larger ones.  As an example, they cite the shift from regiments to brigades and 1,000 reported TO&E changes, of which only 30 actually involved a physical unit relocation.

Finally, Yevseyev and the round table participants point to a potential unit leadership void when officers and professional enlisted are being cut (or not recruited) at the same time.  They say, given the training time they need, conscripts shouldn’t comprise more than 30 percent of a permanent readiness unit.

Yevseyev sums up:

“. . . the process of implementing military reform in the Russian Armed Forces now prompts the most serious misgivings.  In essence, the military personnel training system is being destroyed, the decline in the Armed Forces’ equipping continues, their system of manning and command and control is being broken.  All this leads to the weakening of the country’s defense capability and requires taking immediate measures to eliminate the negative consequences we are already experiencing.”

Kramnik on Vostok-2010 and Military Reform

This is complete finally.

Ilya Kramnik’s RIA Novosti piece about the exercise has been quoted by others, but it hasn’t gotten attention as a whole on its own.

So what does Kramnik think?  He cites Makiyenko to the effect that Vostok-2010 showed that reform has been positive for the army, but there are, of course, problems.  Troops aren’t uniformly well-trained, and the failure of contract service has really hurt.  But Kramnik gives Defense Minister Serdyukov a lot of credit, on the order of being a 21st century Milyutin.  But back to the problems again.  Things like contract service, tension over officer cuts and premium pay, military education cuts, and the failure to deliver new weapons have to be fixed.  But Kramnik believes Serdyukov is the kind of guy who’ll go back and fix what he didn’t get right or get done.  Then Kramnik shifts to the type of conflict the military reform is preparing the Russian Army to fight.  Obviously [?] not a nuclear one, but rather, again turning to Makiyenko, a Central Asian local war scenario that might threaten the RF’s internal stability.  The conclusion is that, if reform stays on track and occurs quickly, the army will be able to meet this challenge.  Some, however, might well argue that even a properly and rapidly reformed Russian Army might not be enough to contain and damp down the kind of conflagration Makiyenko describes.  Finally, Kramnik concludes that even the U.S. front isn’t secure; an American regime in 2012 or 2016 might take to renewed active support of new ‘color revolutions’ in Moscow’s back (or front) yard.

“The official results of the just ended ‘Vostok-2010’ exercise are still being reckoned, and this will be done by the Defense Ministry.  Meanwhile, it’s already possible to make some conclusions.” 

“‘Vostok-2010’ was the largest of all in the post-Soviet period of Russian history.  More than 20 thousand men, 75 aircraft, 40 combat and auxiliary ships took part on the ground, in the air, and at sea in maneuvers conducted from Altay Kray to Vladivostok.”

“The aim of the exercise was to check the three-level command structure — operational-strategic command – operational command – brigade, and other new elements in the Armed Forces command and control and support system, and to uncover deficiencies needing correction.  An expert of the Russian Center for the Analysis of Strategies and Technologies Konstantin Makiyenko expressed his opinion on the recent maneuvers:  ‘The recent maneuvers fully refuted the propagated myth about how the army is being destroyed as a result of the actions of the current Defense Ministry leadership.  It’s obvious the army is alive and developing.  Units participating in the exercise demonstrated their combat capability, despite the fact that they are not in the ranks of the best military districts, and scarcely armed with the most modern equipment.'”

“‘It’s especially worth focusing on the good morale of the officer personnel — it’s not possible to speak of general enthusiasm, of course, but I didn’t see dim eyes among the officers.  As a group, they are interested in the success of the current reform and hope for its success.'”

“While agreeing with this point of view, one has to note that the situation with soldiers looks a little different, both RIA Novosti’s reviewer [Kramnik] and Konstantin Makiyenko have also noted this.  Very much depends on the branch of troops and the basic training of the soldiers themselves.  Contract-servicemen in a ‘Tochka-U’ operational-tactical missile launch battery look and are trained much better than conscript-soldiers in motorized rifle units.  In the words of motorized rifle officers up to the battalion commander level, the reduction in the number of contractees has negatively affected platoon and company training.  Ideally, the service term of a specialist-soldier (mechanic-driver, weapons system operator, etc.) needs to be three years, that is achievable only on the contract manning principle for these positions.”

“Speaking about the attainability of the announced goals of the reform, one can say the following:   the will of the military leadership which certainly exists, is the main component of success, a firm understanding of the goal is also obvious, and the possession of authority — it’s not possible to doubt this.  As a result, the current Defense Ministry leadership needs only time to realize its ideas.  Overall, the military reform being conducted is the most significant event of Russian history in the last ten years — since the suppression of the separatist rebellion in the North Caucasus.  The Serdyukov-Makarov reform in the military sphere is the most radical and deepest since the time of Mikhail Frunze’s reforms in the 1920s, if not since Dmitriy Milyutin in the 1860s and 1870s.”

“As proof, it’s possible to note the fact that the Defense Ministry leadership is constantly searching and ready to correct those steps which, when checked, turn out to be incorrect or unattainable in real political-economic conditions.  So, the current principles of manning the army will undergo a serious correction:  it’s obvious that neither the organization of contract service, nor, even more, the existing format of conscript service corresponds to the demands of the time.”

“Evaluating the correspondence of the Defense Ministry leadership to its missions, it’s possible to say, that at present Russia has the most appropriate military leadership since the collapse of the USSR.  At the same time, it’s obvious that the radicalism of the reform, the compressed time of its implementation, unavoidable resistance in the environment and hard economic conditions didn’t allow for avoiding a large number of mistakes and excesses.  Among the most fundamental failures it’s possible to name the collapse of the army’s transition to the contract manning principle, serious social tension arising in connection with the rapid reduction of officer personnel, the ambiguous situation with the scale of servicemen’s complaints after the introduction of the differential pay system [premium pay or Serdyukov’s Order No. 400?], the hurried and not completely thought out reform of military education and many, many other things.  It’s  particularly worth focusing on the implementation of the state armaments programs which fail one after another, not being executed in a significant part.  As a result, the lag of Russia’s Armed Forces behind the most developed countries in the level of  technical equipping continues to grow such that in conditions of a quantitative lag it could become very dangerous.  All these mistakes have to be corrected, since they impact on rudiments of the army’s combat capability.”

“For what type of wars does Russia’s new army need to prepare?  Obviously, the time of long wars between the great powers has gone into the past — nuclear weapons haven’t left chances for such a development of events.  The most probable type of conflict in which the Russian Army will be involved is a local conflict on Russia’s borders and the territory of the former USSR, in the course of which there could be clashes with the most varied enemy:  from a regular army to many bandit formations and terrorist groups.”

“In Konstantin Makiyenko’s opinion, Central Asia presents the greatest danger in the future of a possible hot conflict with Russia’s direct participation:  ‘The U.S. and NATO, obviously, are less and less controlling the Afghanistan situation, and it’s not excluded that in the foreseeable future they may have to abandon this country.  The return to power in Afghanistan of the ‘Taliban’ movement looks most realistic in the event of such a development of events.  The arrival of Islamic radicals in power would unavoidably be a catalyst for conflicts on the territory of former Soviet republics of the region already riven by contradictions.  Weak authoritarian regimes in Tajikistan, Turkmenistan and Uzbekistan, not to mention what’s become the ‘failed government’ in Kyrgyzstan, could be easy prey for the Taliban.  As a result, Russia might be forced to consider the likelihood of a large Asian conflagration which it would have to prevent, or if it didn’t succeed — extinguish, at a minimum with the aim of preserving its own internal stability.  One very much wants to believe that the reform will bear fruit before the described situation becomes a reality.'”

“Besides the described scenario it follows to study also the probability of another development of events:  as experience has shown, on the territory of former USSR republics, the rise of openly anti-Russian regimes with external support at their disposal can’t be excluded.  For today, such a situation is a low probability due to the fact that the current administration in the U.S. — the main sponsor of ‘colored revolutions,’ is clearly not inclined to continue the policy of George Bush.  However by 2012, if President Obama loses the election, the situation could change, and this risk is even greater in 2016 when the administration will change in any case.  Meanwhile, you have to note that even the Democrats remaining in power in the U.S. is not a guarantee of a peaceful life:  Obama’s point of view on a coexistence format with Russia is hardly shared by all his fellow party members.  In the worst case, a return to the next variant of Cold War and new spiral of the arms race isn’t excluded.”

“The coming decade isn’t promising Russia an easy life.  The success of military reform is all the more important.”

There Will Be Professionals, But Later

In Thursday’s Vedomosti, Aleksey Nikolskiy wrote about Defense Minister Serdyukov’s remarks on contract service to the Federation Council.  Serdyukov and General Staff Chief Makarov have cited different figures on the current number of contractees (150,000 vs. 190,000), but agree they’ll be cut.  Professionals will come not only later, but in a smaller numbers.  And contractees will occupy only certain duties.

Nikolskiy cites a figure of only 50,000 contractees signed on during Russia’s failed 2003-2007 attempt to set up a professional enlisted force.

A future smaller number of contract NCOs could receive pay equivalent to that of junior officers.  Except that junior officer pay is supposed to increase dramatically toward 2012 under the new pay system.

According to Nikolskiy’s interlocutors, a new table of organization will soon spell out exactly where contractees will serve, i.e. there will reportedly be few driver-mechanic contractees, while the number of senior NCO billets will increase.

While contract soldiers decrease, how will Moscow manage its commitment to keep conscripts out of ‘hot spots’ (i.e. potential combat zones)?  As recently as April, the Defense Ministry had to reassure the public it had no intention of stationing draftees in Chechnya.

“In the long run, contractees in the army will increase from 150,000 to 250,000, but first they will cut them to pick the best and pay them more.”

“Defense Minister Anatoliy Serdyukov told reporters in the Federation Council yesterday there are no plans to abandon contractee servicemen and their number in the future will increase to 200,000-250,000. The day before in the defense committee of the upper chamber, the Genshtab chief Nikolay Makarov said the number of contractees will be significantly reduced compared with the current 190,000.  According to him, contractees will occupy only duties in the Navy, Air Forces and Air Defense requiring good professional training, and also in permanent readiness units.  Only conscript soldiers will serve in the remaining posts.”

“An officer from the Defense Ministry central apparatus explains that Serdyukov’s and Makarov’s statements don’t contradict one another.  In the long run, depending on developing financial conditions, the number of contractees will grow, but first they will reduce them to get rid of ballast which got into these posts during the first attempt at professionalization of the army.”

“In 2003 the FTsP “Transition to Manning with Soldiers Conducting Military Service on Contract in Some Formations and Military Units” was adopted at a cost of more than 20 billion rubles.  According to it, by 2007, the number of contractees in soldier and sergeant duties in permanent readiness units should have gotten to 150,000.  However, they began to fulfill this program from the wrong end, said an officer, having simply mechanically increased the number of contractees in posts not worrying about their training or paying a normal wage.  As a result, they took less than 50,000 and the program collapsed, as the Defense Ministry’s leaders confirmed this year.  Now, after their reduction, the number of contractees will be increased carefully, take well trained people into posts and pay them wages equivalent to salaries of junior officers, said Vedomosti’s source.  At President Dmitriy Medvedev’s meeting on Monday [7 June], increasing wages was discussed and a figure was named—from 25,000 rubles [monthly].”
 
“In the words of an officer from one of the Ground Troops’ motorized rifle brigades, the latest order about contractees came to the unit at the beginning of the year and it indicated there should be no more than 5 percent of them among the number of soldiers and sergeants in driver duties, though more posts for contract sergeants as company and battery sergeant-majors were introduced.”
 
“According to him, you can’t judge where exactly contractees will serve until the introduction of new tables of organization which they’ve promised to do in coming months.”

Serdyukov on Contract Service

Wednesday Defense Minister Anatoliy Serdyukov appeared before a closed session of the Federation Council’s ‘government hour,’ and answered 30 prepared questions. 

ITAR-TASS reported the upper legislative chamber’s Speaker Sergey Mironov summarized Serdyukov’s presentation as follows:

“Objectively speaking, we received exhaustive explanations on several positions, some answers explained the situation which had called forth serious questions from the senators.”

Mironov added that Serdyukov’s answers:

“. . . did not completely satisfy FC members.  Personally I and many of my colleagues remained with our own opinions about what is happening in the armed forces.”

Defense and Security Committee Chairman Viktor Ozerov delivered the gist of Serdyukov’s answers to the Russian media, although Serdyukov answered some direct press questions after his session with the legislators.

According to RIA Novosti, Serdyukov said:

“We talked about the transition to the new profile, the numerical composition of the armed forces, the new structure, military units which are being created, draft legislation on pay and proposals concerning the provision of housing to servicemen.”

The major news out of Serdyukov’s parliamentary appearance was the report that he denied Russia is abandoning professional contract service or returning to Soviet-style, all-conscript armed forces.  This contrasted with the recent Newsru.com report saying contractees will soon be drastically cut everywhere except in permanent readiness units, as well as with General Staff Chief Makarov’s February admission that contract service has failed. 

Several media sources reported that Serdyukov indicated contractees would increase 50 percent from a current level of 150,000 to between 200,000 and 250,000.  ITAR-TASS reported his words as:

“In the future it [the number of contractees] will grow, there is potential for this.  In the future the number of contractees will grow to 200-250 thousand, such conditions will be created for them so that they can fulfill their duties as real professionals.”

However, BFM.ru and Regions.ru heard it quite differently.  They reported:

“The Russian Army has not abandoned contract service.  Now in the Armed Forces of Russia there are 150 thousand contractees.  At minimum, this number will be preserved.  If the financial potential of the government allows, we will broaden this component.  Ideally, according to our calculations, the quantity of contractees should be about 200-250 thousand.  They should occupy duties demanding good training and knowledge, service experience.”

According to Ozerov and press sources, Serdyukov addressed other miscellany.

The Defense Minister said the LDPR’s recent draft law proposing to allow young men to buy their way out of the draft for 1 million rubles “raises a whole series of issues.”  He claimed this would interfere with the country’s mobilization potential.  He apparently didn’t say how many guys he thought could afford that much, but he must think a lot can, if it could affect Russia’s human mobilization resources.

Despite recent press indicating a strong presumption that Serdyukov is ready to euthanize premilitary Suvorov and Nakhimov schools (much as VVUZy have been paired back), he told the Federation Council that Suvorov schools will be preserved and strengthened.

Serdyukov demurred from the possibility of more Russian bases abroad, calling them an “expensive pleasure.”

He said the military’s 8,000 plus military towns will be reduced and consolidated into only 184, and those cut would be turned over to the oblasts and republics in which they are located.  The Defense Ministry will discuss with RF subjects and local governments the transfer of housing and other social infrastructure in military towns to their jurisdiction. 

This harks back to the late April announcement about constructing new, large ‘core military towns.’  The smaller number of garrisons sounds more appropriate for a million-man army than 8,000, but taking care of those left stranded without utilities and other services in former garrisons is much more troublesome than simply transferring them to the control of oblasts or local governments.

Serdyukov said the Defense Ministry will acquire 51,000, rather than 45,000 permament apartments for servicemen this year.  He doesn’t see any problem with providing service apartments to every military man by the end of 2012.

He regrets that the Defense Ministry’s request for indexing military pay and pensions has not been approved, but he said this issue is not decided yet.

On the Black Sea Fleet, Ozerov said Serdyukov said the fleet’s personnel will be less than the 24,000 stationed there earlier.  He said Serdyukov said he expects the new Ukrainian government to be much more amenable to discussing deliveries of new weapons and equipment of the Russian fleet.

Sharp Cut in Contract Soldiers Coming

In the wake of General Staff Chief Makarov’s February admission that professional contract service had failed, a Defense Ministry source told Interfaks last week that contractees in noncombat positions will be sharply cut.  According to Newsru.com:

“It’s planned that by 1 July of this year only those specialists affecting combat readiness of military sub-units will remain in contract positions.”

He said this means combat vehicle commanders, driver-mechanics, gunner-operators, and other specialists, and civilians or conscripts will fill other contractee posts.  Lenta.ua noted the source didn’t specify how many contractees would be released or how many would remain.

Some of data cited referred back to a Vedomosti editorial about two weeks ago.  It said, under the 2003 Federal Targeted Program “Transition to Manning by Servicemen Conducting Military Service on Contract in Some Formations and Military Units” for 2004-2007, professional contract soldiers in permanent readiness units were to increase from 22,000 to 147,000 by 2008, and from 80,000 to 400,000 in the armed forces overall.  But in reality, there were only 100,000 in permanent readiness units by 2008, and only 200,000 in the Defense Ministry overall.  Meanwhile, the effort cost 84 billion rubles.  Vedomosti concluded:

“It seems the generals could not fulfill (or sabotaged) the directives of the country’s highest political leadership in peacetime.  Who will guarantee that the generals’ disobedience won’t be repeated in an emergency situation?”

“The Defense Ministry could not organize or make professional service in the army attractive and it sees as a way out stuffing the developing hole with a growing number of conscripts.  It’s understandable that the quality of these one-year draftee soldiers will be lower than that of contractees.”

“The abandonment of the move to a professional army promises many dismal consequences for Russia’s future.  Drafting 27-29-year-old higher educational institution graduates, who are in professional demand, could deliver significant damage to the economy and scratch the country’s modernization.”

So what is to be done?

This spring the Defense Ministry floated several trial balloons to answer its manpower problems.  As Parlamentskaya gazeta reported, the chief of the Genshtab’s GOMU, Vasiliy Smirnov told the Federation Council last month that he wants to increase his conscription base by reducing student deferments, raising the upper limit of the call-up age from 27 to 30, lengthening the semiannual callup until it becomes almost perpetual, and requiring young men to report to voyenkomaty without a summons.  Reportedly, the Kremlin has approved some or all of these proposals.

The Genshtab has proposed cutting the number of VUZy with the right to provide students deferments.  Even though deferments were trimmed in the recent past, Russians still have 21 legal ways to postpone their military service.  Smirnov claimed over 2 million draftees, more than 60 percent of the overall number, legally ‘dodge’ the army with deferments, the vast majority of which are educational deferments.  He continued:

“The number of higher educational institutions in which study is a basis for the right to a draft deferment from military service has to be reduced in stages.  Already this year it would be advisable to cut the number of VUZy having the right to a deferment in half or even by 70 percent, keeping that right only for educational institutions having a state order.  An alternative option could be having students perform conscripted service after the first or second year of studies.  The Education Ministry made this study and sees no negative consequences.”

Noting that voyenkomaty have been unable to notify 200,000 men to report, Smirnov concluded:

“Thus, the existing system of holding citizens liable who for some reason are not fulfilling military service obligation is ineffective today.  We have to change the system of notifying citizens.  In case a person does not receive the notice from the military commissariat, it is proposed that he go to the induction center on his own on the date indicated in the certificate of a citizen subject to call-up for military service.  This procedure functions in many states.”

Summing up, Smirnov said:

“A General Staff analysis of capabilities for manning the state’s military organization with conscripted servicemen showed that the needs of the state’s military organization for a draft contingent will not be supported as early as the end of 2010.”

In other words, the ‘demographic hole’ created by the sharp reduction in male births during the early 1990s is beginning to have its inevitable effect.

Deputy Defense Minister, State Secretary Nikolay Pankov and Main Directorate for Socialization Work Chief Yuriy Dashkin appeared at a Duma roundtable on 31 May to discuss conscription and conscript life.  According to RIA Novosti, Dashkin told Duma members, “Today the armed forces, dealing with a large number of tasks, are forced by the state’s economic condition, by resource provision, to rely still on a conscript army.”  Pankov said he could not give percentage figures on the future mix of conscripts and contractees in the Russian Army.  Soldiers’ Mothers Committee chair Svetlana Kuznetsova expressed doubt that the army will be able to induct 270,000 men as planned this spring.

Trud recently published a number of open letters to President Dmitriy Medvedev, one of which came from Soldiers’ Mothers’ founder Valentina Melnikova.  She asked Medvedev to end conscription, writing:

“Dear Dmitriy Anatolyevich, explain, please, why the Defense Ministry buried the idea of creating a professional army in Russia.   Back in 2003 the government adopted a special Federal Targeted Program on the full manning of all permanent readiness units with contractees.  All together, it was proposed by 2008 to bring into the forces 147,000 professional sergeants, for this 79 billion rubles was allocated.  The Defense Ministry reported that it was managing the task, and promised to increase the number of contractees in the army, and reduce the share of conscripts.  But in the end everything turned out exactly opposite.  At the beginning of this year the military officially stated that the task of building a professional army is being put off for indefinite long term.  As regards conscription into army units, the Defense Ministry intends to take it to 700,000 per year.  It’s simply impossible in Russia to find so many boys fit for military service according to the state of their health.  Almost a third of all conscripts that end up in the army have serious illnesses.  They’ll make just as many young citizens serve who have parents who can’t work.  End conscription and force the generals to create an army not of boys, but of professionals.  And don’t believe the generals when they say Russia doesn’t have the money for a professional army.  Independent experts believe that the state, if all expenditures are considered (pay for voyenkomat doctors, medical evaluation in hospitals, transporting conscripts to their service locations, assistance to soldiers’ wives, etc.), spends 150 billion rubles every year on conscription.  It seems to me that for this money it would be fully possible to maintain a fully contract army in a worthy condition.”

Supreme CINC Meets Troops at Alabino

On 5 May, President Medvedev visited Alabino’s 5th Guards Taman Independent Motorized Rifle Brigade (formerly division), a traditional showcase and test bed formation for new equipment and concepts.  

Medvedev and Defense Minister Serdyukov followed up the latter’s late April meeting with the Committee of Soldiers’ Mothers and other public representatives about ‘humanizing’ the armed forces.  At that time, Serdyukov presented ideas for driving the ‘spirit of the prison camp from the army.’  They included freeing soldiers from additional duties to focus completely on training, allowing them more free time, pushing reveille and lights-out back an hour, mandating a rest hour after lunch, instituting a 5-day conscript working week, allowing the possibility of draftees serving close to home, and obtaining weekend passes to leave the garrison. 

Alabino is a place where things like these are typically tried out. 

As Rossiyskaya gazeta put it, Medvedev went to Alabino to see how conscripts live in ‘new profile’ conditions.  He inspected the training grounds, classrooms, and barracks, and answered questions from the new soldiers themselves.  

Medvedev and Serdyukov addressed physical training, one-year conscription, contract service, weekend passes, mobile phones, and hiring civilians to perform nonmilitary support services. 

Taman Brigade Commander Andrey Ivanayev told the Supreme CINC about the experiment with intensive physical training (PT) in his formation.  Ivanayev indicated the troops formerly had 53 hours of PT  per year, but now get 4-5 hours per day, or about 25 per week.  He and Medvedev discussed how soldiers are separated into groups by the physical load they can handle. 

In the Kremlin.ru transcript, Ivanayev said in April testing there were only 88 negative PT evaluations.  According to RIA Novosti’s reporting, Ivanayev thinks the formation’s fitness level has already increased 50 percent.   

Medvedev remarked on the Taman brigade’s outfitting with special PT gear.  He asked Defense Minister Serdyukov about introducing new athletic uniforms in other units.  Serdyukov said:  

“Yes, we are literally this spring buying 50,000 sets and toward fall, apparently, on the order of 100,000 more, the fact is in the course of two years we’re trying to outfit the entire army fully with sports gear for training in summer as well as winter.” 

Most important to the vast majority of Russians, Medvedev told Taman brigade soldiers he doesn’t intend to raise the current 1-year conscription term:  

“That decision on the transition to one-year service which was made, it was painful for us, it isn’t easy, but we won’t change it.  Service in other countries comparable to our country in combat potential is organized in exactly such as way.  And this year still allows us to train a quality specialist, soldier, sergeant.  And despite the fact that there are now certain problems with manning—it’s true, we don’t intend to change the service term.” 

When one soldier asked about enlisted contract service, Medvedev turned to Serdyukov to explain what’s new on this front.  Serdyukov answered: 

“We are now preparing a concept precisely on contract service for soldier and sergeant personnel.  There will be an entire complex of proposals, including on pay, service conduct.  We will equate the entire social package (sergeant like officer) on support, pay and all parameters . . . .” 

“I think in the course of this summer we will prepare and then send you concrete proposals about how this will look, what quantity of contractees we intend to accept, in which specialties particularly and with what kind of pay.” 

Medvedev responded that current pay is not very high, but those who are serving well on it should be retained: 

“However, at the same time, it’s completely obvious according to the well-known principle, better less, but better.  Let there be higher pay and those remaining will really want to serve, instead of us spreading this [pay] among a large quantity of contractees, who won’t have the stimulus, particular desire, or any kind of motive to continue serving and to serve well.” 

When Medvedev pressed him for what he thinks about contractee pay, Moscow MD Commander Valeriy Gerasimov finally said he thinks contractees should get 50-60 percent of lieutenant pay.  Serdyukov said it would be more on the order of 80-85 percent, depending on the duty position.  The more technically complex, the closer to officer pay.  He continues: 

“We are proceeding from the fact that, on the whole, in all the armed forces—a lieutenant from 55, and a sergeant from 35 [thousand rubles per month] . . . .” 

But a little math says that is closer to Gerasimov’s figure, or 64 percent of officer pay . . . 

Medvedev asked his Defense Minister about devising a policy to give conscripts weekend passes to visit home if they live nearby.  Serdyukov said: 

“We are planning over two-three months to proceed on this regime.  Well, naturally, after taking the oath, after he becomes a soldier, after this we’ll introduce it.  We have this really experimental brigade, we are just beginning to work all these approaches out.” 

Medvedev added: 

“Here again we have to proceed from modern approaches.  If a guy serves close by and manning goes according to the territorial principle, then why not let him go home?  Another thing, of course, everyone has to understand what responsibility the soldier carries for any type of infraction in this case, but this is just a question of self-discipline.  You want to go home for the weekend, this means, simply do everything as it’s supposed to be done.” 

Serdyukov chimed in: 

“In the course of five days [of the working week] you need to show the highest indicators, then this will be a particular stimulus for one who wants to pay a visit home on Saturday and Sunday.” 

This policy is especially interesting . . . the possibility of the weekend pass is predicated on several things not really discussed during the Alabino visit.  Working backward, the pass depends on successfully implementing a five-day working week for conscripts.  Then on having conscripts serving relatively close to home in the first place.  At least one voyenkom has already said conscripts from his republic don’t have this chance because they all serve outside their home borders.  A prized weekend pass could also become one more thing to be bought and sold to the highest bidder, or briber.  If implemented, this policy will be difficult to maintain in the face of soldiers who don’t return to the garrison or get into serious trouble while away from it. 

A new conscript asked Medvedev if mobile phones are permitted in the army.  The President asked him if he had one in his pocket, and the soldier replied yes.  Medvedev responded, “Then why did you ask?”  He continued: 

“In fact these rules, as I understand, essentially are established at the unit level, at the level of the corresponding troop formation, but there are no bans on this issue.” 

Gerasimov added that in the Moscow MD anyone may have a cell phone, but they may not be used during training or duty time. 

Discussing training and physical conditioning, Serdyukov turned to one of his earliest initiatives at the Defense Ministry—relieving soldiers from essential nonmilitary duties like kitchen patrol, cleaning, groundskeeping, and utilities maintenance. 

He mentioned the goal of moving to civilian service and support within 12-18 months in all Defense Ministry units, but “everything will depend on our financial condition.  According to preliminary calculations, we have to make do in the bounds of our existing budget.” 

Medvedev said: 

“I think here it’s obvious to everyone that soldiers and officers need to serve the Motherland, be occupied with troop training, improve their physical conditioning, but questions of maintaining the sub-unit, generally, this is an issue which civilian organizations could do successfully for money, as this is done, incidentally, around the world.  Then there won’t be problems with tiresome details and it’ll be possible to concentrate on fundamental service.” 

Civilians already take care of the Taman brigade’s food service, and soon they will maintain its engineering networks, and provide cleaning services.  Serdyukov indicated the FSB is working on licensing firms to work in closed facilities, and Oboronservis will work in remote garrisons where contractors can’t be found.

Second Half of General Staff Chief’s Interview

Rossiyskaya gazeta published the second, less substantial, half of Nikolay Makarov’s interview yesterday.

On speculation that the one-year conscription term will be raised, Makarov said:

“No one intends to increase the conscript service term.  But in the Defense Ministry they are thinking of measures to tighten accountability for evading military service.  Today no serious sanctions are applied against evaders.”

Regarding the supply of young men for the army:

“. . . after the transition to 12-month conscript service the callup increased about two times.  But from 2012 the complex demographic situation in the country will add to the problem of manning the armed forces.”

So this is why the military is thinking about clamping down on evasion, which Makarov puts at about 200,000 for all draft-age men.

Asked about measures to make the life of military school and institute cadets more like that of other students, Makarov said changes in the order of the day will have cadets go to classes and exercises in the mornings, and they will be free in the afternoons.  He continues:

“Why do we have to lock cadets in the barracks?  We understand if a person consciously picked the military profession, this means he will study.  If he’s not sure of his choice, he’ll simply get filtered out.”

Makarov indicated the Defense Ministry is looking at having its new state-owned rear services corporation Oboronservis supply militarized security guards for garrisons.  Privatized security companies would relieve servicemen of all guard duty functions and allow them to stop taking personnel away from combat training.  He cites U.S. and Israeli experience in using hired security for these purposes.

Makarov reaffirmed that only professional contract soldiers will serve in Abkhazia and South Ossetia.  He added:

“Even brigades in immediate proximity to the borders will be manned by professional soldiers to the greatest degree.”

That’s a lot of confidence to express in a professional contract service program that he’s deemed a failure.

Makarov indicated the ranks of generals have been trimmed from 1,200 to about 700, but he insisted all combined arms brigades with 3,000 personnel would be led by general-majors, not colonels.  He said generals had been cut in the Defense Ministry’s central apparatus, its main and central directorates, including the Genshtab, and the main commands of the services.  He concluded, “Now to become general, you need to serve with the troops.”

Makarov discussed the evolving training and promotion system for officers:

“Now a system has been built out where an officer after [commissioning] school can occupy at most a company commander position without supplementary training.  They can only be appointed higher through specialized courses.  Candidates for promotion need to complete them, take corresponding examinations.  And then they will pick the best on a competitive basis.  They will appoint them to higher positions.”

Under the old Soviet and Russian system, mid-career education and training didn’t usually come into play until an officer had commanded a battalion and was preparing to move into regimental command or staff positions.

Makarov said the new specialized courses might run 3 weeks for battalion chief of staff positions, or maybe several months for other positions.  He said the army would not be looking at keeping officers in certain posts for obligatory periods.  Some might master their duties in one year, others might not in five, he said.

Asked about whether Russia would accept French helicopter carrier Mistral as a ‘shell’ without weapons and electronics, Makarov said:

“The country’s leadership and the Defense Ministry have an absolutely clear position on this subject.  If a final decision on Mistral is made, then we’ll accept this ship only in a fully equipped form–with all command and control systems, navigation, and armaments.  The only exception is helicopters.  They will be ours.  Everything else must be done to their standards in full form.”

Asked whether the army would conduct reservist assemblies and even callup reservists for short periods, Makarov said no, conscripts are covering Russia’s manpower requirements, and reservist training assemblies would be kept at the level of about 10-15,000 men for the whole country.

Makarov Describes the Army He’s Building

Today’s Rossiyskaya gazeta interview with General Staff Chief Nikolay Makarov has lots of questions and answers on the state of U.S.-Russian negotiations on a new strategic arms treaty, and on missile defense.  If you’re interested in those, you’ll need to read for yourself.

Asked isn’t it strange that Russia’s army would be cut when NATO is drawing closer to its borders, Makarov answers:

“We proceeded from the fact that the world has changed to a significant degree in the last 15-20 years.  Russia needs armed forces capable of reacting promptly to any threats and challenges.  Our army, if you take the first Chechen campaign, couldn’t cope with these functions.  To fulfill missions we were forced to man military units with, as a rule, untrained soldiers and officers in the course of combat actions.”

Makarov goes on, saying, after 1996, the army manned 13 percent of its regiments at 80 percent of their wartime complement, so they would be ready for action in a few days if needed.  The remaining 87 percent stayed at cadre level, with equipment and supplies in storage.  So Russia kept a big army that ate up enormous resources, but couldn’t carry out missions. Officers and warrants were almost 50 percent of personnel, and there weren’t enough soldiers.  Possible variants for the best structure were considered and the brigade was selected.  And today any brigade can be ready for action in only one hour, according to Makarov.

Makarov says, in Afghanistan and Chechnya, battalions were reinforced with reconnaissance, artillery, air defense, logistics, and repair units before they deployed for combat.  But battalion commanders weren’t so good at commanding these attached units not normally in their TO&E.  So, says Makarov, it was decided to add these units to battalions, so their commanders can learn how to employ them.  And three battalions organized as such and fully manned comes to 4,500 or 5,000 men–a ‘half division’ rather than a regiment.  And, he notes, battalions can operate independently or as part of brigade tactical groups.

He goes on to explain the Russian Army’s changed outlook:

“In the past we fought with multimillion-man groupings of troops, the basis of which were fronts.  The experience of military conflicts of the past decades showed that such a war was possible, but unlikely.  In the future, troops will go over to actively maneuvering actions.  The actions of inter-service groupings on the entire depth of the enemy’s force structure are replacing frontal battles.  The sides will try to destroy critically important objectives, and also conduct noncontact combat actions.”

The interviewer asks Makarov why only 2 tank brigades in 85 Ground Troops brigades, doesn’t the infantry need armored support?

Makarov answers that, like cavalry in the new age of automatic weapons, today the tank’s role is becoming secondary.  But what’s causing the change? He says it’s the information and artificial intelligence inside equipment, highly accurate weapons used as part of a single information space, and weapons that ‘see’ and ‘know’ everything and can be used against troops and targets in automatic mode.  But he calls robot-tanks with highly accurate weapons a thing of the future at this point.  And Makarov adds that no one is forsaking tanks:

“Here you’re talking only two brigades. Actually we are filling motorized rifle brigades with a great number of tanks.”

Makarov explains the advantages of modular brigades and battalions. Modularity means freedom in structuring battalions and brigades.  If we need a fist of motorized rifle and tank battalions and artillery batteries, we make it.  Commanders in the past didn’t have this freedom.  The entire army force structure was laid out for the conduct of a large-scale war.

Makarov explains modularity as a reaction to Chechnya and even World War II where C2 and force structure was created out of troop units that weren’t coordinated [неслажённые –a difficult one in English, troops that weren’t previously trained and melded together into a cohesive unit or formation].

Asked if there aren’t place in the RF where one can fight with divisions, Makarov says the Russian Army hasn’t gone completely away from divisions [but almost].  But he goes on to insist that their modular nature allows brigades to be used just as well as divisions in Siberia or the Far East, just as well in a large-scale war as independently.

Asked how the army can be trained to fight in a new way, he says:

“The last twenty years there was no intensive combat training in the Russian Army, graduates of commissioning schools and academies didn’t reinforce their theoretical knowledge with practical actions.  And like a foreign language–if there’s no practice, in 2-3 years it’s forgotten.  At the same time, officers without such practice rose in position and rank, some even served to the point of commanding armies.”

“Two tasks stood before us.  First of all, to change the mentality of commanders and their views on war.  It certainly wouldn’t be the one they were taught in the past.  Troop actions, capabilities and forms of their employment have become absolutely different.”

“In order to get to a common understanding, a common methodology is needed.  We are beginning to introduce it, but we are dedicating the current year to individual training of servicemen and combat coordination [слажевание]  of brigades.  From January to February 2010 at the base of the Military Academy of the General Staff we conducted supplementary courses with military district, fleet, and army commanders and their deputies.  Officers ranking from general-colonel to colonel serve in these positions in the armed forces.  Special demands are made on them as organizers, directors, those directly responsible for teaching and training subordinate military command and control organs and troops.”

“We’ve built a training chain, but we understand that this is just the first step.  Everything that officers study in theory still needs to be assimilated in practice.  For this in the second half of May we plan to conduct an operational assembly on the base of one of the units of the Moscow Military District where we are developing a single methodology of training in brigades and below.”

Makarov says 148 new ‘programmatic-regulation documents’ have already been developed.  The Kavkaz, Zapad, and Ladoga exercises last year showed some problems with them, but working groups from the Center for Military-Strategic Research and the Main Combat Training Directorate are reworking them.  The revised regulations will be used in Vostok-2010.  The goal is to have a new combat training program and new combat manuals before 1 October.  Once approved, they’ll be used to organize training starting in 2011.

Makarov also takes this opportunity to expound on his views of netcentric command and control.  He mentions that the U.S. war in Iraq showed that former canons about needing to have 2-3 or 5-6 times superiority in forces and means for military victory no longer necessarily apply.  He says Moscow has the ambitious goal of achieving netcentric command and control in 2-3 years, but the future system is being established in the SKVO this year.

The last issue raised for part one of Makarov’s interview–contract service.  Makarov says the media claimed he had recognized the failure of military reform, when what he really addressed were the miscalculations in contract service over a period of several years.

He says 6-month conscripts were forced into contracts just to meet the [previous] Genshtab’s dictate to have not less than 95 percent contractees in permanent readiness units.  He says these guys were not professionals, but rather just highly [well, not terribly highly] paid conscript soldiers who left the army at the end of their two years anyway.  So, Makarov concludes, it’s no surprise that contract service became a fiasco.

But he adds, we aren’t turning away from it.  A fully contract army would be the very best variant if Russia could afford it [can’t it?], but it can’t according to Makarov.  So he continues:

“Therefore we want to select as professionals only those who’ve served in the army [as conscripts], and only for positions determining the combat capability of military units, related to the operation of complex and expensive equipment.  In the Navy, practically all positions are such.  In motorized rifle brigades not less than 20 percent of the TO&E will be contractees–tank, antiaircraft, and artillery system drivers, gunner-operators, some other specialties.  Plus sergeants.”

“Moreover, if a sergeant is a professional, has served 10-15 years and the level of his training is higher than a new lieutenant, he should get more than the young officer.  We understand that the pay of a contract soldier has to guarantee the attractiveness of military service.  All this will be put into the new pay system.”

Asked about housing for contractees, Makarov says professional soldiers and sergeants need to live like officers in service apartments or dormitories.

State of the ‘New Profile’ in One District

Leningrad Military District (LenVO) Commander, General-Lieutenant Nikolay Bogdanovskiy held a news conference today and, along with talking about the upcoming Victory Day parade on St. Petersburg’s Palace Square, he talked about his district’s ‘new profile.’

Firstly, following General Staff Chief Makarov, Bogdanovskiy said contractees will be reduced and conscripts increased.

Specifically, he stated:

“. . . the number of contractees will be signficantly reduced, many of those who showed themselves incapable of serving will need to be dismissed.”

The LenVO needs 25,000 draftees from this spring’s consription campaign beginning on 1 April. But he said this won’t create problems because, last fall, 100,000 young men came through the LenVO’s voyenkomaty and 25,000 were deemed fit to serve.

The LenVO Commander said, in the process of ongoing personnel cuts, 1,600 officers and 1,200 warrants have been ‘placed at the disposition’ of their commanding officers, but only 346 and 284 respectively have been discharged from the service.

These are surprisingly small numbers.

So, in the LenVO at least, only 22 percent of the officers destined for dismissal could actually be dismissed with the benefits and apartments owed them.  The other 78 percent remain in limbo, without duty posts and living on their rank pay [perhaps one-fourth of their former total monthly pay].  And 24 percent of warrants could be sent home with benefits and housing while the other 76 percent wait for these things.

Bogdanovskiy has also asked St. Petersburg’s governor to resolve a situation with owners of garages located on land the Defense Ministry claims near the village of Yukki, where the LenVO now wants to build apartments for servicemen.  But that one will be hard; the Defense Ministry’s old nemesis Rosimushchestvo says the property doesn’t belong to the military.  The builder and construction equipment have already been out to the site with the intention of knocking down the garages.  Boganovskiy says the plan is to put 50 apartment houses on this territory.

The LenVO Commander also acknowledged problems with military housing built in the district:

“I’ve more than once tried to sort out the quality problem in the housing in Pushkin.”

He indicated the problems started small, but failure to fix them in a timely manner means ten times the amount of money must be spent to repair them now.  But he promised to do so by the end of spring.

On the force structure front, he says the LenVO’s reforms were largely completed in 2009.  Ten brigades and other units were formed or reformed in the process [the district has 3 combined arms brigades–the 25th, 138th, and 200th].

Regarding problems with the command and violence in the 138th Independent Motorized Rifle Brigade at Kamenka, Bogdanovskiy said:

“. . . we haven’t managed to complete fully tasks connected with discipline–in particular, in the 138th Kamenka Brigade the commander, chief of staff, and assistants for armaments and socialization work were dismissed because of events there.  Now the situation is normalizing, we are trying not to repeat past mistakes.”

Interesting insights into what the Serdyukov’s reforms have meant for one, albeit small and not particularly significant, district.  But, if such a large percentage of officers are being left ‘at the disposal’ of their commanders, can one believe Serdyukov’s assertion that 65,000 officers were put out of the armed forces last year?  Does this include a small number of dismissed and a much larger number of those left ‘at the disposal’ of commanders?  On an issue closely tied to officer cuts, can one believe that the Defense Ministry really obtained 45,000 apartments last year if so many soon-to-be-ex-officers are ‘at the disposal’ awaiting them?

It would seem that, if Serdyukov has failed, or been unable, to move as speedily on officer reductions as he wanted, the door might be left open for someone to reverse this policy, especially if a large number of potentially angry officers remains for a long time in the limbo of being neither in, nor out of, the army.

Collapsing Contract Service, the Draft, and Professional NCOs

General Staff Chief Makarov’s recent death pronouncement for contract service means, as he said, more conscripts in the near future (or an attempt to conscript more soldiers).

In the longer run, however, the collapse of contract service means the Russian Army faces several manpower policy choices, each unpalatable for its own reasons.  The army will likely be less combat ready, and less combat capable, than desired.

Think back about where the army’s been, and how it reached the current predicament.

The armed forces were reportedly 1.13 million men, but probably more, in recent years.  At any moment, they had four distinct draft contingents of about 130,000 conscripts, totaling 520,000 draftees.  Next, they had a layer of perhaps 300,000 contractees and warrant officers.  The contractees included probably 90,000 long-term enlisted, NCOs, and females as well as no more than 80,000 contract soldiers from 2002 and later.  There were probably about 130,000 warrants.

So, let’s count 520,000 conscripts and the middle layer of 300,000, for a total of 820,000.  Lastly, on top, let’s add nearly 400,000 officers. 

What did this manpower structure mean for the Russian Army’s force structure?

With practically the same number of conscripts and officers, the force structure was hollow–few units or formations were fully manned and many low-strength (cadre) units had officers and equipment, but only small numbers of soldiers–conscript or contract–and they existed only to be fleshed out with mobilized reservists in the unlikely event of a big war.

This structure didn’t work well in little wars like Chechnya or more recently Georgia in which the army had to piece together regiments by finding combat ready battalions and capable commanders wherever they could be found.

In 2006, Putin said of the military dilemma at the outset of the second Chechen war:

“. . . we needed to gather a force of at least 65,000 men.  And yet the in all of the Ground Troops there were only 55,000 in combat ready units, and even they were scattered all around the country.  The army was 1.4 million strong, but there was no one to do the fighting.  And so unseasoned lads were sent to face the bullets.”

And in late 2008, Medvedev emphasized the need for 100 percent combat ready units as the number one lesson of the August conflict over South Ossetia:

“Overall, these changes aim to make the Armed Forces more combat ready.  We talked about the war in the Caucasus, where our armed forces demonstrated their best qualities, but this does not mean that there were not also problems that became apparent.  We need to continue improving our Armed Forces. What steps does this require?  First, we need to move over to a system of service only in permanent combat ready units.”

So, after the August war with Georgia, Serdyukov moved to eliminate the huge, big-war mobilization base, hollow units, and unneeded officers, and to use the savings to man and outfit 85 Ground Troops brigades in a permanently combat ready condition.

Given a nominal strength of 3,000 men in them, the army needs roughly 260,000 troops to man these new combat brigades.  And this doesn’t count conscripts needed elsewhere in the Ground Troops, Rear Services, VVS, VMF, RVSN, VDV, or KV.

With the commencement of the one-year draft in 2008, Moscow doubled its induction of conscripts from 130,000 to 270,000 every six months.  And the Ground Troops need fully half the 540,000 conscripts present in the armed forces at any given moment.

Like any country, Russia has a real and an ideal army, the army it has and the army it wants (a la Rumsfeld).  Moscow’s ideal army by 2012 has one million men, including 150,000 officers, a layer of 64,000 professional NCOs, and conscripts as the balance, perhaps 800,000.

But the Arbat military district hasn’t articulated it this clearly for several reasons.  First, shedding officers and (warrants) year after year isn’t an easy task.  Second, the number of professional NCOs desired or available in the future is in doubt given General Staff Chief Makarov’s and Defense Minister Serdyukov’s statements on the failure of contract service and the apparent withdrawal of funding for the current contract sergeants program.  And third, it’s unclear if Moscow can draft 400,000 young men semiannually to put 800,000 soldiers in the ranks.

The army Russia has is messier than the vision stated above.  Serdyukov says they are at 1 million already.  There were a reported 355,000 officers at the outset of the current reform in late 2008.  About 40,000 officer billets were vacant and 65,000 officers were released in 2009, putting them at 250,000 officers today.  Serdyukov has set about the elimination of almost all warrant officers, but he hasn’t said what they’ve done in this regard yet. Let’s guess 30,000 have been dismissed, leaving 100,000 warrants.  Let’s also make reasonable guesses that 60,000 recent contractees and 70,000 longer term ones remain in the troops.

So what is there?  Armed forces with 540,000 conscript soldiers and about 480,000 officers, warrants, and contract enlisted.  Moscow will have to revitalize its military education system to get the smaller number of quality officers needed in the future.  Getting the requisite numbers of conscripts will be a challenge given the country’s well-known demographic problems which are biting hard right now.  But obtaining the noncommissioned officer layer of military unit leadership is also proving difficult.  The layer is presently a jumble of perhaps 230,000 warrant officers, contract sergeants, and even officers and warrants who’ve accepted downgraded positions rather than dismissal.  It is not the army’s ideal, but this middle layer fulfills some functions.

With all this said, what are the Russian Army’s manpower options for the future?

If Moscow actually reduces the officer corps to 150,000 by 2012 and the contract sergeant program is not put on track, the balance of its 1 million man army could be 800,000 or 850,000 conscripts (including conscript-sergeants trained for only 3 or 6 months).  Drafting 400,000-425,000 men every six months would be practically impossible.  Of the current cohort of maybe 900,000 18-year-olds, maybe 300,000 can be inducted, leaving the army to find 500,000-550,000 conscripts among men who are 19-27 and have not already served, but can be difficult to induct for various reasons.

Even if manned fully, a 12-month force has to make Moscow wonder whether this mass of conscripts with this amount of training really meets its definition of a modern, combat-ready, and combat-capable army.

Reducing the manpower requirement by cutting the army’s overall size would reduce the draft burden, but it would contravene the decreed million-man army policy.  There would be howls of protest that the army is too small to cover Russia’s borders (as if one million is even enough to do it).

Extending conscription back even to 18 months would ease this task considerably.  Moscow could take just slightly more than the 270,000 it is conscripting now for 12 months, and by keeping them an extra six months, it could work its way up to a conscripted force of nearly 850,000 in the space of a year and a half.  An increased draft term would be unpopular but Russians would swallow it.  It’s not like it would lead to a Medvedev (or Putin) defeat at the polls in 2012.  The real problem might be the draft’s similarity to taxes–the longer (or higher) they get, the more incentive for people to avoid them.

So that brings us back to the central point.

The way to reduce the number of conscripts needed for a million-man army, keep the draft term at 12 months, and have a reasonably well-trained and capable force is the one path that has been abandoned–developing a large and professional NCO corps that has the right material incentives to serve for a career.

The slow-to-start, small-scale, and apparently recently eviscerated Federal Goal Program to train only 64,000 professional sergeants is not enough.  The current ranks 230,000 of former officers turned sergeants, warrant officers, warrants turned sergeants, contract sergeants, and enlisted contractees is a stew that could theoretically be converted to a professional NCO corps, but it would be far from easy.  In terms of size, however, it’s more like what’s required to do the job, lighten the conscription load a little, and impart some professionalism to a mass, short-term draftee army, if these NCOs become professionals themselves.

What professional NCOs demand in return is pretty basic (higher than median income wages, family housing, and guaranteed off-duty time outside the garrison), but they haven’t gotten it since the most recent contract experiments began in the early 2000s.  In many cases, even officers haven’t got these things.  But the pay promised in the contract sergeant program (up to 35,000 rubles per month after graduation) is more like what’s needed to attract men.

The sergeant program seems to be the army they want, but the Defense Ministry appears to have pulled the financial plug on it.  The flotsam and jetsam is the army they have and might be turned into something, but there’s no move in this direction as yet.  Meanwhile, recall that Serdyukov’s plan for mass officer reductions was partly justified by the thinking that many officer tasks would go into the hands of capable NCOs.  And as recently as the 5 March Defense Ministry collegium, Medvedev said:

“Particular attention also should go to sergeant personnel. Sergeants need to be capable, if the situation demands it, of replacing their tactical level officers.”
