“Second Phase” Engine for PAK FA

More on the “second phase” engine saga . . . managing director of NPO Saturn, Ilya Fedorov has told ITAR-TASS development of the so-called “second phase” engine for the PAK FA is running ahead of schedule.  

The completion of R&D [ОКР] and provision of the engine to Sukhoy and the Defense Ministry is planned for 2015.  Fedorov says:

“NPO Saturn entities and cooperating structures are now working on a rough draft of the engine.  Everything’s been agreed.  Work’s being conducted in Moscow, Rybinsk, and in other places.  We have firm certainty that the second phase engine will be done earlier than everyone expects.”

“Work on the future engine model is in a very advanced stage . . . .”

Fedorov adds it wouldn’t be profitable to drag out development and continue putting out “first phase” engines which are being used on the T-50 test aircraft.

What’d we learn?

Fedorov emphasized what’s out there now is definitely still “first phase.”  The “second phase” team is working from a “rough,” but agreed draft, and there’s advanced work on the model.  One supposes that’s possible.  Finally, Fedorov says he’s ahead of schedule, but makes no big promises, and the story emphasizes that the delivery plan is 2015.

PAK FA Engine Update

Saturday ITAR-TASS printed an interesting update on the PAK FA engine story.  It doesn’t really clarify anything (actually quite the opposite), but it’s part of the story. 

Recall last spring the engine designers were saying developing a “second phase” engine for PAK-FA could take another 5-6 years, while Sukhoy was saying it might be 10-12 years.  In what follows below, the engines aren’t specifically identified as “second phase,” but they are called “seriously distinct from the 117S.”

General Designer of the A. M. Lyulka Scientific-Technical Center (a Moscow subsidiary of NPO Saturn) Yevgeniy Marchukov claims the construction of an engine for the fifth generation fighter is going successfully, and it will go into serial production. 

The second experimental T-50 reportedly took off with this engine on 3 March.

Marchukov said:

“The engines in the experimental prototypes of the future Russian fifth generation fighter are seriously distinct from the 117S engines intended for Su-35 aircraft, both in their parameters and in their fundamentally new automated control system.  The T-50 aircraft with NPO Saturn engines fully corresponds to the tactical-technical requirements for the aircraft.  And with these engines produced serially, the PAK FA will be supplied for the needs of the Russian Air Forces.”

For his part, Saturn managing director Ilya Fedorov noted that the enterprise “supported the takeoff of the aircraft in the necessary time,” just as it was ready for flight.

ITAR-TASS goes on to add that special stand tests and service life tests on the engine continue at the Lytkarinskiy Machinebuilding Plant (another Saturn subsidiary).  Ground development is being conducted on the T-50-KNS model with aircraft systems from OKB Sukhoy at the Gromov Flight Test Institute.  Flight tests are also ongoing.  T-50-1 has more than 40 flights, the T-50-2 two flights, and the Su-27 flying laboratory has 32 flights.

Popovkin Details the GPV

Yesterday First Deputy Defense Minister Vladimir Popovkin gave RIA Novosti more details on Russia’s procurement plans under the State Program of Armaments (GPV), 2011-2020.  He said 78-80 percent of the 19-trillion-ruble Armed Forces portion of the GPV will go to procurement.   

Popovkin said Russia plans to develop a new liquid-fueled heavy ICBM to carry up to ten warheads, and having a service life of up to 35 years.  Former RVSN Commander General-Lieutenant Andrey Shvaychenko talked about a new liquid heavy as far back as late 2009, and the issue’s been debated in the Russian military press since. 

Popovkin said the Defense Ministry plans to accept the Bulava SLBM and the first two Borey-class SSBNs this year.  There will be 4-5 Bulava launches this year.  Recall to date only 7 of 14 Bulava tests have been successful.  Addressing the missile’s past failures, Popovkin said there were many deviations from the design documentation during production.  He also said Russia plans to build eight SSBNs to carry Bulava by 2020.  He was unclear if this includes the first two Borey-class boats.

Popovkin said work on a new strategic bomber is ongoing, and he claimed a technical design will be complete in 2015.  He said this work isn’t being rushed.

Popovkin told RIA Novosti  the Air Forces will receive more than 600 new aircraft and 1,000 new helicopters by 2020.  In 2011, Su-27SM, Su-30M2, Su-35S, Yak-130, and Su-34 aircraft are to be procured.  More than 100 helicopters, including Mi-26 transports and Mi-28N and Ka-52 combat helicopters will be acquired this year, according to Popovkin. 

Popovkin said a contract for the first ten experimental PAK FA (T-50) aircraft will be signed in 2013, with serial production of 60 aircraft beginning in 2016.

The GPV includes the purchase of ten S-500 air defense systems.  Popovkin said this system will begin testing in 2015, initially with missiles from the S-400.  Fifty-six S-400 units will also be purchased by 2020.  This sounds like seven 8-launcher battalions.   

Popovkin said the GPV will buy 100 ships – including 20 submarines, 35 corvettes, and 15 frigates – for the Navy.  He didn’t specify types for the other 30 ships, and it’s unclear if new SSBNs are included in these numbers.  Popovkin reconfirmed Russia’s plan to buy two and build two Mistral amphibious ships.  Recall also the Black Sea Fleet alone is supposed to get 18 new ships including proyekt 636 diesel-electric submarines, proyekt 11356 and 22350 frigates, and proyekt 11711 LSTs.

Popovkin also mentioned plans to buy a limited number of French FELIN soldier systems, with the intent of Russia producing its own version by 2020.  He looks for it to equal the advertised capabilities of U.S. and German equivalents.

Fighters Flying Nowhere?

The first flight test of China’s ‘fifth generation’ J-20 fighter inspired Trud’s Mikhail Lukanin to address the subject.  If you’d like a translation of it, see Russia Today.

Lukanin notes China’s now third behind the U.S. and Russia to unveil a ‘fifth generation’ fighter, and he cites Ruslan Pukhov and Vitaliy Shlykov who conclude these future aircraft are little suited to modern wars, and are being developed exclusively to satisfy political ambitions.

About China’s “very raw prototype,” Pukhov says:

“According to its technological possibilities, China is still not ready to develop new generation aircraft, since even usual Chinese fighters are copies of foreign ones, mainly Russian aircraft.  The Chinese really still need at least ten years to get the J-20 to 5th generation fighter parameters.”

Lukanin recaps that Russia’s PAK FA, the T-50, started design in 2002, flew in 2010, and is looking for serial production by 2015.  He gives a quick, limited definition of 5th generation (that would horrify U.S. Air Force types):  supercruise, stealth, and 360° radar.

Shlykov tells Lukanin the T-50 and F-22 are unlikely to meet in battle, and employing a ‘superfighter’ in a small war like the Russian-Georgian one is senseless since today’s aircraft can handle such a conflict.  Shlykov calls the fifth generation fighter an “offspring of the arms race” created for a world war between superpowers.

Lukanin highlights the F-22’s exorbitant pricetag and the cut in its production run, and he puts the T-50’s price at $80-100 million, 4-5 times cheaper than the F-22 [perhaps it’s cheaper because it’s not a full-fledged 5th generation aircraft, at least by the USAF definition].

Finally, Lukanin returns to Pukhov, who says:

“For China and Russia, 5th generation fighters are first and foremost political projects, necessary for assuring themselves that they are leading world economies.”

Pukhov says the lion’s share of T-50 aircraft will be exported.

There are at least two interesting issues Lukanin might have addressed here, but didn’t. 

First, is it possible that China might actually be uncomfortably close to Russia in technological capabilities?  Is the J-20 really ten or more years behind the T-50?  Or how about this — is the T-50 anywhere close to the F-22?

Second, fifth generation aircraft could also become passe quickly if the U.S. moves on to a sixth generation unmanned, robotic aircraft.

There are a couple additional articles today worthy of attention.  Argumenty nedeli calls the J-20 a fifth generation Frankenstein, with the nose of the F-22, and the body of the old MiG 1.44 design.  AN says the J-20 lacks an engine [possibly also true of T-50].  The Chinese unveiling might just an elaborate PR show.

Vedomosti isn’t quite as dismissive, and says the J-20 might push Russian development faster.  The paper notes questions about what’s really inside the aircraft, and concludes the flight may have been timed for the U.S. Defense Secretary’s trip to China.

It cites Konstantin Makiyenko to the effect that, for Russia, the J-20’s first flight means it’s essential to increase the financing and pace of the T-50 program, both to preserve the military balance, and to preserve Russia’s competitiveness as an exporter.

Once again, maybe it is all about prestige and exports.

Latest on VVS Procurement

Russian Air Forces (VVS) spokesman Colonel Vladimir Drik picked the day after New Year’s to make some specific announcements on his service’s plans for procuring airplanes and helicopters out to 2015.  Not sure what inspired or spurred the sound bites, but one’s glad for every morsel.

He said the VVS will acquire up to 100 Sukhoy aircraft by 2015.  Sukhoy has three state contracts to provide, as Drik put it:

“. . . nearly 50 multifunctional highly-maneuverable Su-35 fighters (they should be delivered by 2015), more than ten modernized Su-27SM and nearly five two-seat multipurpose Su-30M2 fighters (they will be delivered before the end of 2011).”

It doesn’t read as awkwardly in RIA Novosti’s original:

“. . . около 50 многофункциональных сверхманевренных истребителей Су-35 (их должны поставить до 2015 года), более десяти модернизированных Су-27СМ и около пяти двухместных  многоцелевых истребителей Су-30М2 (их поставят до конца 2011 года).”

It’s not clear whether “before the end of 2011” applies to just the Su-30M2, or Su-27SM deliveries as well.

What Drik describes is basically Sukhoy’s VVS contracts signed at MAKS-2009 (48 Su-35, 12 Su-27SM, and 4 Su-30M2).  In all, 64 aircraft for about 80 billion rubles.

Drik also said 25 Su-34 fighter-bombers will be procured.  The Su-34 purchase has always been reported as 32. 

It’s easy to lose track – were there 2, then the 4 at the end of 2010, plus 25 for a 31?  Or was it really 3, then 4, plus 25 for a total of 32?

He concludes that, in all, there are long-term contracts for “nearly 130 combat aircraft.”

Recall that Deputy Air Forces CINC Sadofyev said the VVS order for 2011 includes the Su-27SM, Su-30M2, Su-34, Su-35, Yak-130, and helicopters, but he gave no numbers.

Now this observer counts 90 Sukhoy airframes in Drik’s comments, so that’s pretty much “up to 100.”  Less clear is where the balance of 30-40 combat aircraft will come from by 2015.  Will they be new Yak-130 combat trainers, helicopters?

Drik did enlighten us a little on VVS plans for helicopters.  He said three (not four as reported elsewhere) Ka-52 / Alligator arrived at Torzhok at the end of last month, and he noted that serial deliveries of this helicopter will begin this year.

He emphasized that the Mi-28N / Night Hunter, accepted into the inventory in 2009, is no less important to the VVS.  He said Army Aviation will need it for a long time.  For trainers, series deliveries of the Ansat-U began in 2009, and preliminary testing of the Ka-60U continues, but Drik didn’t say anything about numbers the VVS expects to receive.

If this is the complete plan until 2015, it’s fairly modest.  Modest can be good.  Modest is achievable.  It may or may not be the whole picture.  We have to continue parsing the statements, and triangulating the words, to try and see where the VVS will be in the next few years.

If this is the plan, it doesn’t sound like what’s been touted as 500 new airplanes and 1,000 new helicopters by 2020. 

Yes, this is a skeptic’s viewpoint.  Maybe VVS procurement is backloaded after 2015. 

But a few other thoughts linger . . .

  • The Su-35 still faces state testing.  It was supposed to start this past fall. 
  • Seems like a lot of aircraft are gap-fillers for PAK FA.  It’ll be interesting if it’s not an obvious success well before 2015.
  • One supposes MiG aircraft are completely out of the picture.
  • Nothing was said about transport aircraft.  They’ve been emphasized a little lately, and sooner or later someone’s got to talk exact numbers.
  • Interesting that there’s so little specific said on helicopters.

The Air Forces and the GPV

Last week, General-Lieutenant Igor Sadofyev – Chief of Aviation, Deputy CINC of the Air Forces (VVS) for Aviation – spoke to the press about his service’s ambitious plans for procurement under State Armaments Program (GPV), 2011-2020.

General-Lieutenant Sadofyev told RIA Novosti the VVS will receive 1,500 new, and 400 modernized aircraft by 2020.  The Chief of Aviation said the State Defense Order (GOZ or ГОЗ) for 2011 includes acquisition of Su-27SM, Su-30M2, Su-34, Su-35S, and Yak-130 aircraft for the VVS, as well as Ka-52, Mi-28N, Mi-8AMTSh (MTV-5-1), Ka-226, Ansat-U helicopters for Army Aviation.  But he provided no specific procurement numbers for next year.

For Long-Range Aviation (LRA or ДА), he said the VVS will modernize existing Tu-160, Tu-95MS, Tu-22M3, and Il-78M aircraft.  The goal is to update 80 percent of this inventory in what he calls the medium-term future – defined by him as 2020.  What he has in mind here is service life extension and the replacement of some electronics and other systems.

For Military-Transport Aviation (VTA or ВТА), Sadofyev says the VVS will modernize its existing aircraft, and purchase more than 50 percent new ones.  He doesn’t break it down by particular types of transports.

For Frontal Aviation, some existing aircraft will be modernized, and over that medium-term future (2020) more than half the order-of-battle will be replaced with new aircraft, and 14 percent of the inventory will be ‘perspektivnyy’ (перспективный) aircraft.  One supposes that means PAK FA.  If that 14 percent is 70 PAK FAs, that would put Frontal Aviation at about 500 aircraft total.

Army Aviation, according to Sadofyev, will get 70 percent new aircraft by 2020, and 100 percent sometime afterward.  He said the VVS will begin getting the Ка-52 / Alligator next year.  And he made a point of noting that Army Aviation will remain within the VVS, despite rumors it might return to the Ground Troops.

He said serial deliveries of the Yak-130 trainer will begin next year to replace 1970s-vintage L-39 jets.  Flight instructors and technical personnel will learn the Yak-130 at Lipetsk before using it to train young pilots at Krasnodar.

Sadofyev also told RIA Novosti the number of VVS day-night, all-weather aircraft will increase 4.5 times, and this will lower aircraft losses by a factor of 10-12.  According to him, the share of precision weapons in the VVS will increase 18 times, taking it to 70 percent of the inventory by 2020.  So less than 4 percent of current air-delivered munitions qualify as precision weapons.  UAVs will be increased 6 times, taking them to 30 percent of the aircraft inventory.  So they are about 5 percent at present.  Sadofyev adds that money will go to providing a common reconnaissance-information environment for the VVS.

Defense Ministry spokesman Colonel Vladimir Drik also talked about VVS procurement last week.  He said the VVS got new and modernized aircraft this year, including Su-27SM and Su-25SM, and Mi-24PM and Ansat-U helicopters.  But he had to admit only the Ansat-U is new, and he didn’t provide numbers.

There was a major garble over the Su-27SM.  RIA Novosti quoted Drik as saying the VVS “received four squadrons of modernized Su-27SM” this year.  In fact, the transfer of the final 4 of 48 Su-27SM happened in late November 2009.

Drik said Russia’s air defenses will be 100 percent new by 2020, with the VVS operating the S-400, S-500, and Pantsir-S.  Once again, no one seems to want to talk about what’s going on with SAM production.

Igor Korotchenko’s take on VVS procurement from October looks pretty on-target in light of this latest press.  He said the priorities were precision weapons, automated C2, aircraft, and air defense systems.  And, at that time, he put the acquisition numbers at 500 new aircraft, 1,000 helicopters, and 200 air defense systems.

All in all, an extremely ambitious plan.  Fulfilling it will demand complete and timely funding, and even then it will be a challenge for Russia’s aviation industry.  Also, Sergey Ivanov says the GPV has gone to the government today, so maybe we’ll learn how VVS requirements fare.  VVS will be a priority, but we’ll have to see how high.

PAK FA Update

RIA Novosti reports the second T-50 (PAK FA) testbed will begin flight tests before the end of the year, according to Sukhoy chief Mikhail Pogosyan.  He said the first testbed has performed 40 flights.  Sukhoy is satisfied with the course of testing which has gone faster than expected.

Pogosyan added that negotiations with India on its entry into the fifth generation fighter program should be completed this year.  Russia and India will roughly split the development expenses for one- and two-seat versions.  The PAK FA will start to enter the Russian inventory in 2015, and Indian forces around 2020.

What Will GPV 2011-2020 Buy?

Russian military procurement policy is an obvious focus of what you read here, and there’s lots to write about on this score lately – the GPV, defense budget, OPK modernization and innovation, etc.  It’s not possible to capture it all at once.  Here’s a start, and hopefully it will lead to broader insights later.

Writing for his latest project – the Center for the Analysis of the World Arms Trade (TsAMTO or ЦАМТО), Igor Korotchenko addressed what the new GPV might buy.  His article was picked up by VPK.name, and then a somewhat truncated version ran in Nezavisimoye voyennoye obozreniye.  He uses the 22 trillion ruble figure rather than the 19 trillion for the armed forces specifically.  Not that it matters since it’s a wag at best anyway.

In his first broad swipe, Korotchenko forecasts that Russia will buy 500 new aircraft, 1,000 helicopters, and 200 air defense systems among other arms and equipment over the 2011-2020 period.  He admits, even with a fairly generous procurement budget [if approved and fully disbursed every year], it will be impossible to buy everything each service and branch will need after 20 years of very small-scale procurement.

And this is exactly, of course, the point that Popovkin’s deputy, General-Lieutenant Oleg Frolov was making when he argued for 36 trillion . . . .

So, they can’t have everything and will have to prioritize.  Korotchenko gives it a whack, maybe not satisfactory, but it’s a start:

  • Strategic nuclear forces;
  • Precision-guided weapons;
  • Automated command and control systems (ASU);
  • Aircraft;
  • Air and missile defense (PVO / PRO).

Korotchenko doesn’t talk specifics about his first two priorities. On the third, he calls for a unitary military C2 system to enable Russian netcentric warfare.  On aircraft, he somewhat surprisingly emphasizes transport aircraft to move Russia’s million-man army between strategic axes as needed.  And Korotchenko lists PVO / PRO without further commentary.

He supports efforts to overcome Russia’s lag in UAVs, ships, individual protective equipment and soldier systems, and armored vehicles through cooperation with Israel, France, Germany, and Italy.

Then Korotchenko turns back to aircraft, saying they are the thing that will indicate what kind of armed forces Russia will have in 2020.  Based on what’s been said publicly, he counts:

  • An-124 Ruslan — 20
  • An-70 — 50
  • Il-476 — 50
  • Il-112B — ??
  • Su-35S — 48  
  • Su-27SM — 12
  • Su-30MK2 — 4
  • PAK FA — 60
  • Su-34 — 32, possibly 60-80 more
  • Su-25UBM / Su-25TM — 10, possibly 20 more
  • MiG-35 — 30
  • MiG-29SMT / MiG-29UB — 20-30
  • MiG-29K / MiG-29KUB –26, possibly 22 more
  • Yak-130UBS — 120
  • New airborne early warning aircraft — 2-3
  • Be-200PS — 8-10

In all, he summarizes, about 500-600 aircraft by 2020.

Korotchenko doesn’t talk money, so we’ll have to think about what this would cost.  In terms of what’s covered, he’s only talked only about RVSN and Air Forces’ requirements.  You can be sure the Ground Troops, Navy, VDV, and Space Troops have their own lists.  Maybe Korotchenko will address them.

Beyond what they say they need, there are two issues.  Can they buy it all, or at least how much of it?  And, second, can the OPK produce it?  Korotchenko doesn’t get us too far into any of this.

Popovkin on GPV Financing, Inter Alia

Perhaps lobbying for more money for armaments pays off . . . at least a little.

At Farnborough today, First Deputy Defense Minister Popovkin told journalists financing for GPV 2011-2020 will be almost doubled.

Popovkin said:

 “We’re talking about increasing the amount.”

“With the Finance Ministry we’re now deciding the issue of the amount and the schedule of year-by-year financing taking into account of the state’s economic possibilities.”

“Now we’re talking about 20 trillion [rubles].”

Recall early June’s comments to the effect that the proposed 13 trillion would cover only one-third of the Defense Ministry’s needs.

Popovkin also said [again] that a state program for developing the OPK needs to be adopted at the same time as the new GPV.  He said:

“Both documents will be confirmed by the President this year.”

But he didn’t offer anything on the amount of financing for an OPK development program, but said ‘negotiations’ with the Finance Ministry are being conducted.

On the fifth generation fighter, Popovkin said the Defense Ministry plans to receive its first experimental model in 2013.  He also said:

“By 2015 the Defense Ministry plans to buy ten aircraft from the first assembly run which will go to operational forces.  And from 2016 we plan to implement a series purchase of fifth generation fighters.”

Air Forces CINC General-Colonel Zelin recently told the press more than 60 will be bought starting in 2015-2016.
