Popovkin Details the GPV

Yesterday First Deputy Defense Minister Vladimir Popovkin gave RIA Novosti more details on Russia’s procurement plans under the State Program of Armaments (GPV), 2011-2020.  He said 78-80 percent of the 19-trillion-ruble Armed Forces portion of the GPV will go to procurement.   

Popovkin said Russia plans to develop a new liquid-fueled heavy ICBM to carry up to ten warheads, and having a service life of up to 35 years.  Former RVSN Commander General-Lieutenant Andrey Shvaychenko talked about a new liquid heavy as far back as late 2009, and the issue’s been debated in the Russian military press since. 

Popovkin said the Defense Ministry plans to accept the Bulava SLBM and the first two Borey-class SSBNs this year.  There will be 4-5 Bulava launches this year.  Recall to date only 7 of 14 Bulava tests have been successful.  Addressing the missile’s past failures, Popovkin said there were many deviations from the design documentation during production.  He also said Russia plans to build eight SSBNs to carry Bulava by 2020.  He was unclear if this includes the first two Borey-class boats.

Popovkin said work on a new strategic bomber is ongoing, and he claimed a technical design will be complete in 2015.  He said this work isn’t being rushed.

Popovkin told RIA Novosti  the Air Forces will receive more than 600 new aircraft and 1,000 new helicopters by 2020.  In 2011, Su-27SM, Su-30M2, Su-35S, Yak-130, and Su-34 aircraft are to be procured.  More than 100 helicopters, including Mi-26 transports and Mi-28N and Ka-52 combat helicopters will be acquired this year, according to Popovkin. 

Popovkin said a contract for the first ten experimental PAK FA (T-50) aircraft will be signed in 2013, with serial production of 60 aircraft beginning in 2016.

The GPV includes the purchase of ten S-500 air defense systems.  Popovkin said this system will begin testing in 2015, initially with missiles from the S-400.  Fifty-six S-400 units will also be purchased by 2020.  This sounds like seven 8-launcher battalions.   

Popovkin said the GPV will buy 100 ships – including 20 submarines, 35 corvettes, and 15 frigates – for the Navy.  He didn’t specify types for the other 30 ships, and it’s unclear if new SSBNs are included in these numbers.  Popovkin reconfirmed Russia’s plan to buy two and build two Mistral amphibious ships.  Recall also the Black Sea Fleet alone is supposed to get 18 new ships including proyekt 636 diesel-electric submarines, proyekt 11356 and 22350 frigates, and proyekt 11711 LSTs.

Popovkin also mentioned plans to buy a limited number of French FELIN soldier systems, with the intent of Russia producing its own version by 2020.  He looks for it to equal the advertised capabilities of U.S. and German equivalents.

A Second Regimental Set of S-400s

Russian news outlets reported yesterday that two new S-400 SAM battalions (a “regimental set”) will soon go on duty in the 210th Air Defense Missile Regiment at Dmitrov north of Moscow. They will join the first two battalions fielded at Elektrostal east of Moscow in 2007 and 2008.

In early 2010, Air Forces CINC, General-Colonel Aleksandr Zelin talked about getting up to 5-6 battalions last year, but this didn’t happen. Zelin has also said 18 S-400 battalions will be in service by 2015.

The factory handover of the two new battalions began Wednesday at Kapustin Yar. The acceptance process included various test firings yesterday with OSK VKO Commander, General-Lieutenant Valeriy Ivanov and Air Defense Missile Troops Commander, General-Major Sergey Popov in attendance.

Lenta.ua quoted Ivanov saying 3-4 S-400 regiments will defend Moscow by 2020, with most going on duty in 2016-2020. He told Interfaks:

“If earlier we accepted it (the S-400 SAM) in separate units of equipment by battalion, by launcher, then today for the first time everything is being received fully – as a regiment.”

One supposes these regiments will only have two S-400 launch battalions then.

Lots has swirled around the inability to get S-400s in the field.

General Director Igor Ashurbeyli was dismissed from Almaz-Antey early this month. There’s been the talk of the government financing two new plants to speed the process of building the S-400.

Last May, Viktor Litovkin was reporting that the VVS would receive six S-400 battalions in 2011. He also said the Defense Ministry would not order more after that.

Ashurbeyli said last April the Defense Ministry was not signing contracts for S-400 production in 2012.

Government Credit for Two New Almaz-Antey Factories

In a 29 December interview on Vesti’s Rossiya-24 program, Deputy Prime Minister Sergey Ivanov addressed modernization, development, arms sales, and defense industry.  He said international demand for Russian air defense systems has led the government to take a decision to extend credit for Almaz-Antey to build two new factories.

As written in an earlier post about shortfalls in productive capacity in the OPK, this possibility has been under discussion since at least last February.

Military Parity picked up additional RIA Novosti coverage of Ivanov’s remarks:

“This year we decided on additional support to ‘Almaz-Antey’ and the allocation of credit for the construction of two more factories.”

Ivanov explained that most of Almaz-Antey’s production is going to satisfy the Russian Army’s requirements, and:

“Now they don’t have production capacity for large volume exports.  But this good, if it’s possible to call it that, is in great demand on the international market.”

A bit from the video . . . Ivanov’s interviewer asks about the state of military-technical cooperation (i.e. arms sales), and aviation’s role in it.  Ivanov says it got along “not badly” in 2010.  Arms sales exceeded $10 billion for the first time.  This, he says, attests to the competitiveness of, and demand for, Russian equipment, and so, in many areas, the defense sector isn’t doing badly.  Aviation represents more than a third of arms sales, or more than $4 billion.  He thinks military transport aviation sales have a good future, and, of course, buyers stand in line for Almaz-Antey’s PVO systems.  Thus, with internal and external demand, the need for two completely new factories.

Of course, saying they’ve decided for two factories is not the same as actually building them and starting new production lines.

A Thoroughly Modern CINC

You have to like Air Forces CINC, General-Colonel Aleksandr Zelin. 

He’s open and candid about what Defense Minister Anatoliy Serdyukov’s ‘new profile’ reforms mean for him and his service.  He’s talked earlier, more often, and longer about it than his Ground Troops or Navy counterparts.  He’s matter of fact and accepting of the entire process. 

Serdyukov’s changes turned General-Colonel into a trainer and force provider, and he nonchalantly admits as much. 

At 57, Zelin understands he can be replaced at any time, or allowed to serve three more years or even longer. 

If he were a tad younger, he would have been the right kind of general to command one of the new military districts / unified strategic commands (OSK / ОСК), say the Western or Central.  An air or air defense officer would have been just the right choice for a potential future war on those axes.  Instead, the Kremlin has three Ground Troops generals and one admiral (a step in the right direction).  It’s hard to argue against Ground Troops leadership in Russia’s restive south.  But Air Forces (VVS or ВВС) would have been a really good choice in the Western or Central Military Districts . . . a missed opportunity for now.

But back to Zelin.  On Tuesday, he addressed a foreign military attaché audience (and the Russian media) about the future of the VVS.

According to Gzt.ru, Zelin said the VVS will be reduced by a third and spread among the four new  OSKs.  And its Main Command (Glavkomat) will be responsible only for combat training.  The OSKs are in charge of employing the VVS in their theaters.

The VVS now consist of the Glavkomat, 7 operational commands, 7 first-rank air bases, 8 second-rank air bases, and 13 aerospace defense (VKO) brigades.  Before the ‘new profile,’ the Air Forces consisted of 72 regiments, 14 air bases, and 12 independent squadrons and detachments, with a third more aircraft than the VVS now have.

Four of today’s 7 operational commands are subordinate to the new OSKs.  Army Aviation also falls under them.

According to Zelin, in the future, the VVS Main Command (Glavkomat or Главкомат) could become a “branch department” of the General Staff responsible for the combat training of the Air Forces and Air Defense, while the OSKs employ the trained forces.

Zelin says VVS personnel will number 170,000 with 40,000 officers, nearly 30,000 sergeants, and the balance conscripts or civilian specialists.  He says today’s personnel training system doesn’t satisfy him, and so he’ll probably change the system of flight schools.  Only four remain today.  Voronezh will be the main training center.  Flight training will also be conducted in Krasnodar and Lipetsk.  Yaroslavl will remain home to air defense officer training.

According to the CINC, the VVS airfield network won’t change.  Base airfields will be first priority for reconstruction and modernization.  Zelin says civilian airfields could be used for operational purposes in the future.

He noted the VVS plans to go to a fully automated command and control system in the future, and, of course, develop its VKO forces.

Lenta.ua quoted Zelin’s remarks to Interfaks.  Zelin said the VVS will renew 30 percent of its inventory by 2015, and 100 percent new in some areas and 80 percent new overall by 2020.  He doesn’t say where the VVS are today in this regard, but recall Defense Minister Serdyukov has said only 10 percent of equipment in the Armed Forces is modern.

Zelin said the VVS will get new aircraft, air defense, reconnaissance, and electronic warfare systems, but modernization of some existing systems is still part of the plan.  Although the State Armaments Program 2011-2020 and its 19 or 20 trillion rubles have to be finalized, Zelin repeated that 10 T-50 (PAK FA) will be acquired in 2013-2015, and 60 more from 2016.  He mentioned Military-Transport Aviation (VTA or ВТА) is a priority – including the An-124 Ruslan, Il-112, Il-476, Il-76M, and An-70 – but he doesn’t venture any numbers or dates for new production.  Zelin does give a target of 400 new and modernized helicopters in the inventory by 2015.

Who knows what was or wasn’t covered in these media contacts, but it seems odd there’s still no mention of more S-400 deliveries.  Zelin was still talking about getting 5-6 more battalions in 2010 earlier this year.  But no sign of them.  It’ll be a big deal when or if they appear.  Also, no mention of S-500 development.

Kornukov’s VKO Concept

In Izvestiya yesterday, Dmitriy Litovkin wrote that today Defense Minister Anatoliy Serdyukov will receive a new, large-scale concept for establishing Russia’s global aerospace defense system for his review. 

According to Litovkin, the concept’s drafters picked 9 August because it’s the 60th anniversary of the USSR Council of Ministers decision to create the Soviet strategic air defense system.  He adds that Izvestiya is the first to study this just now declassified seven-page document.  It called for Soviet designers to develop an air defense system for Moscow codenamed ‘Berkut,’ in an improbably short period of two and a half years.

Litovkin quotes former Air Forces CINC Anatoliy Kornukov:

“Today we’ve developed and given the Defense Ministry an analogous document, setting down goals and tasks in the area of developing the country’s VKO system – this is a draft of a presidential decree on establishing VKO.”

In this case, the ‘we’ is the Extradepartmental Expert Council for Air-Space Defense (VKO) Problems, which Kornukov chairs.

Of course, Kornukov is a well-known critic of the state of Russia’s current aerospace defenses, who also advises air defense system producer Almaz-Antey.  One might, therefore, logically conclude that Kornukov’s concept will accord with Almaz-Antey’s current plans.

Litovkin goes on to relate stories of Laventiy Beria’s and his son’s involvement in those early air defense development efforts, and the prize money offered to the designers and their teams.

He tells about the Soviet / Russian A-35 and A-135 nuclear-armed ABM interceptors made obsolete by the S-400.  The S-400 he describes as a direct successor to the S-300, but with modern electronics:

“The tactical-technical characteristics of the S-400 were confirmed in the course of large-scale exercises ‘Combat Commonwealth-2009’ and ‘West-2009.’  S-400 combat crews successfully destroyed targets analogous to modern and future air attack systems.  The correctness of the Defense Ministry’s decision on creating air-space defense brigades was confirmed at the same time.”

Litovkin quotes Almaz-Antey Chief Igor Ashurbeyli:

“In modern conditions even the S-400, if you go the way of endless modernization, will end up in a technical dead end.  The system is indisputably effective, it will be modernized in the future, but up to a certain reasonable limit.  Its combat potential will be raised, but it won’t go beyond the bounds of ‘conventional’ PVO-PRO systems.  Today we have the mission of covering the country from the greatest number of potential threats.  On the Defense Ministry’s order, we’ve started development of the fundamentally new S-500 system.”

As stated many times, Litovkin notes the S-500 is to complete development by 2015, but its characteristics haven’t been disclosed, beyond it having a new active X-band phased array radar.  Supplemental short- and medium-range SAMs (Morfey and Vityaz) will be developed.  The S-400, S-500, and these systems are supposed to cover ranges from 5 to 400 kilometers, at heights from 5 meters to near space.

Is Alarm About Aerospace Defense Warranted?

In today’s Nezavisimaya gazeta, Viktor Litovkin tries to reconcile Kornukov’s and Sitnov’s extremely pessimistic views on the state and future of Russian aerospace defense with the optimistic ones of Colonel Sigalov, whom Ekho Moskvy interviewed on Saturday.  He’s commander of the 5th VKO Brigade based in Moscow Oblast, responsible for defending the capital.

Litovkin notes the retired generals’ roles as defense industry lobbyists, their defense of business interests, and efforts to acquire new orders.  And for his part, the colonel could never imagine or admit a chance that his troops won’t be able to carry out their missions.  What kind of commander would he be?

But the situation in the realm of air defense, and even more in anti-missile defense, is very complicated.  Yes, the troops of Sigalov’s brigade are ready to open fire on air-breathing enemy forces with 10 minutes warning.  But repulsing strikes from space is much more complex.  The troops simply lack the weapons systems to do it.  And this threat doesn’t exist yet.

So is there a contradiction or not?  Litovkin reminds that military men judge not just the current potential of probable enemies, but their ‘technical-technological possibilities’ as well.  And these are alarming.  According to Litovkin, many leading countries are working on ‘the problems of space weapons’ (although he mentions just China’s ASAT capability and the U.S. X-37B orbiter). 

And Russia has no response yet beyond the much talked about S-500 system, which, says Litovkin, lives now on paper only, and two (and maybe six more by some time in 2011) S-400 battalions around Moscow.  Litovkin claims the Defense Ministry will not order more S-400s after that.  Recall Almaz-Antey chief Ashurbeyli complaining on 30 April that the Defense Ministry has not signed contracts for S-400 production in 2012.

Litovkin says this might have caused genuine alarm in the two retired generals.  He speculates there could be more delays in producing missiles for the S-400 as well as for the S-500, which will need to operate against targets in near space.  Finally, he notes that, although the military doctrine contains an understanding of VKO, there’s still no Defense Ministry organization responsible for it.

On balance, it sounds like Litovkin believes Kornukov’s and Sitnov’s concerns are genuine, rather than commercially motivated.

Yuriy Gavrilov, writing in Rossiyskaya gazeta, concludes that recent talk about VKO means that Russia has to take immediate measures, or allow the distance between itself and the U.S. to increase each year.  He gives a little useful history.  Yeltsin’s 1993 decree said to create VKO, but the establishment of OSK VKO and VKO brigades amounted to little beyond changing the names of existing units, without changing their command, control, subordination, or weapons systems. 

Kornukov mentioned VKO relies on S-300s, MiG-29s, and Su-27s, and the few deployed S-400s, which still need work and rely on a single suitable missile.  All of which means, while waiting for the S-500, Russia has no real system for intercepting medium- and short-range ballistic missiles at an altitude up to 200 kilometers, or hypersonic cruise missiles.

Gavrilov quotes Sitnov:

“To develop modern systems that cover air and space, to develop new satellites for reconnaissance, and comms relay, missile attack warning, a super-modern component base, new materials, powders, new developments in the area of command and control are required.”

But that’s not all.  Gavrilov says VKO also needs one master, but aviation and PVO belong to the Air Forces, while anti-missile defense, missile attack warning systems, and control of Russia’s orbital grouping belong to the Space Troops.  Kornukov and Sitnov argue for giving it all to the VVS.

And Gavrilov says time is short.  By 2030, hypersonic and air-space vehicles, sixth generation UAVs, as well as weapons ‘based on new physical principles’ will already be in foreign inventories.

Aerospace Defense in Disarray

While Russian air and aerospace defenders were meeting in Tver last week, former Air Forces (VVS) CINC, Army General Anatoliy Kornukov gave Interfaks his opinions in a Moscow news conference.  

Kornukov is a member of a group calling themselves the ‘Extradepartmental Expert Council on the Problems of RF Aerospace Defense.’  He also advises the General Director of Almaz-Antey. 

He called aerospace threats the greatest danger for Russia’s security.  He said: 

“An attack from space decides everything now, strikes from space can be delivered to any point on Earth.” 

Kornukov thinks Russia’s aerospace defense (VKO or ВКО) concept’s been thought over long enough, and: 

“Unfortunately, there are still few practical decisions and concrete results.  New air defense systems are being developed very slowly.” 

“We, unfortunately, created a time lag of 20-30 years behind our possible enemy.” 

The ex-CINC says, although the VKO concept was approved in 2006, little has changed: 

“Years pass, but everything stays the same.  And to say that we’re ready for something now would be an exaggeration.  We can now resist an air attack from the standpoint of remaining S-300 systems.  As well as with those residual Su-27 and MiG-29 aircraft, the majority of which lack engines and spare parts.  The picture is simply terrible.” 

He also noted that new systems are progressing slowly, and are entering the armed forces’ inventory even more slowly.  He believes the Operational-Strategic Command of Aerospace Defense (OSK VKO or ОСК ВКО–the old Moscow Air and Air Defense District) can only destroy 1 in 5 targets: 

“If the reliability earlier was 96 or 98 percent, then now the effectiveness [of systems in the inventory] is in the range of 15-20 percent.  What’s meant is how many aircraft of 100 could get through without being countered.  Now about 80.” 

Kornukov recommends establishing VKO under the VVS, and under PVO specifically.  For example, he’d like the Moscow-based OSK VKO to control its own missile-space defense (RKO or РКО) formations and units.  He says: 

“Once all missile-space defense was in one set of hands–the PVO CINC.  He answered for PVO and for RKO.  Now the thinking is inexplicable:  each is dying by itself.  There’s not a person defined as responsible even for air defense.” 

“I think the correct decision would be for everything  to be located in one set of hands, and one person answering for the condition, training, employment [of PVO means]. 

He reminded the audience that, once the province of PVO, control of anti-missile defense went first to the RVSN, and now resides with the Space Troops.  Olga Bozhyeva reported that Kornukov wants RKO, specifically the 3rd Missile Attack Warning System Army to come to the Air Forces, and the latter should change its name to reflect its aerospace orientation.  He doesn’t like the idea of creating a new armed service called aerospace troops that would control PVO.  

Asked about Russia’s ability to defend against potential missile attacks from North Korea or Iran, Kornukov called the country’s capability to counter these threats ‘limited.’  He said, although the S-400 can cope with air-breathing threats, Moscow has no means for countering ‘operational’ (i.e. intermediate-range) missiles. 

Other members of the ‘Extradepartmental Expert Council’ had their say as well.  Former chief of PVO’s equipment ordering directorate General-Major Kolganov said: 

“. . . the VKO concept developed several years ago is not supported today organizationally or financially.  There is no targeted program for its realization.” 

Former Armaments Chief General-Colonel Anatoliy Sitnov says: 

“. . . in Russia they remembered about VKO only after the U.S. began to test the X-37 orbital glider.   . . . everyone’s occupied with a general assimilation of budget resources, and not at all with the development of new strategic technologies for modern space systems, reconnaissance, [and] missile attack warning satellites . . . .  This can’t come from a private businessman.  He comes to grab some budget money and sell what’s been made for scrap.” 

“We lost 300 super-technologies, primarily in aviation and air defense.  In particular, in the production of supergraphite, which is used in nose cones for missiles . . . .” 

Sitnov also criticizes poor organization for VKO: 

“There is no one to be in command, no one to command and control forces and means, no one to commission new air defense systems.” 

“It is time to move from words to deeds, to take purposeful directions and targeted programs for developing new aerospace defense systems.” 

“But we are waiting for someone to come and help us.  No one will.” 

Kornukov is an old PVO guy–albeit an Air Defense Aviation pilot; he was the first CINC of the VVS after it subsumed PVO.  Maybe he, and the others, are just shilling for Almaz-Antey to get even more from the State Defense Order.  Or perhaps their assessments are sincere.

Ten Pantsir-S1s for Russia, or for UAE or Syria?

We all miss things, right?

In Friday’s NVO, Viktor Myasnikov published an insightful article on Pantsir-S1.  He hints that maybe the ten Pantsir-S1s ceremoniously delivered to the VVS aren’t actually for Russia’s VVS.  More interestingly, he provides numbers on the quantity really needed to rearm the Russian Armed Forces by 2020—500 for the VVS and 500 for the Ground Troops’ VPVO.

“‘Pantsir’ is one of the most talked about combat vehicles of the last 20 years.  Everything about it’s been heard, many have seen it at exhibitions, but it only began to come to the troops in recent days.  In the long years of design work (which began in 1990), testing, and disrupted contracts, ‘Pantsir’ received the honorary epithet ‘longsuffering.’”

“Now they’re talking about it again in superlative terms.  One could get the impression this is some panacea against all means of aerospace attack.  Actually, this is a close-range—up to 20 km—air defense system.  It exceeds hand-held ‘Igla’ and ‘Strela’ SAMs, but doesn’t approach the level of ‘Tor.’  And ‘Pantsir’s’ place in the order of battle has been designated perfectly concretely—it will replace ‘Tunguska,’ which in its time replaced ‘Shilka.’  True, it will really only replace ‘Tunguska’ when it gets on a tracked chassis.  For now this is a wheeled rear area variant designated to cover important targets—airfields, bases, air defense positions . . .”

“Initially ‘Pantsir’ was planned for tracked transport in as much as it needed to take the place of ‘Tunguska’ in tank columns to cover them against helicopters and other low flying enemy aircraft.  But the concept began to change due to underfinancing.  And a cheaper variant ‘Pantsir’ put on wheels, became positional as the last line of air defense for rear area targets.”

“The uniqueness of ‘Pantsir’ in the arms market is guaranteed by the fact that U.S., NATO, and Israeli armed forces are not threatened by cruise missiles, planned munitions and UAVs of the potential enemy [many would differ with this assertion].  It [Russia?  Arab states?] doesn’t have them in the necessary amount and won’t have them in the coming years.”

“In accordance with the State Program of Armaments to 2015 it’s planned to deliver 20 of such systems to the RF Armed Forces.  10 have already been received.”

“At the same time the Russian Air Forces’ demand is specified as a minimum of 100 systems of this type.  Incidentally, other specialists believe it’s essential to buy 200-250 systems by 2015 and 400-500 by 2020.  Besides that, the Ground Troops could buy 500-600 vehicles by 2020 for replacing ‘Tunguskas.’  They certainly could, of course, they could, but who will provide them?”

“Besides this, there’s no trusting official announcements that all overdue export contracts for the supply of ‘Pantsirs’ to the UAE and Syria have been fulfilled [actually it’s pretty clear supplies are just starting].  Therefore it’s strange that 10 vehicles suddenly turn out to be withdrawn from the export orders.  Suspicions immediately arise that the buyer has refused them or not accepted them due to complaints about quality.  Meanwhile, some anonymous sources from Tula defense industrial enterprises maintain that everything’s normal with the quality, but the vehicles are just taking a pre-sales run on normal asphalt road conditions.  After the [9 May Victory Day] parade the ‘Pantsirs’ will be repainted desert camouflage and handed over to the foreign buyer.  There’s no need to show them to anyone until the next parade.”

“There are suspicions that the ‘KamAZes’ for these ‘Pantsirs’ are not quite serial models.  ‘Cause in their build-out they are too close to the one in which Vladimir Chagin wins ‘Dakar.’  Would it make sense to have imported turbocharged engines on them?  Such capability of automotive equipment for covering stationary S-400 SAMs is a little unnecessary.  But it’s exactly right for the Middle Eastern or North African desert.”

“But there is another side to this.  It’s been announced that these 10 ‘Pantsirs’ will participate in joint exercises of Russia, Belorussia and Kazakhstan.  And also before the handover to the troops at the ‘Shcheglovskiy val’ enterprise an archpriest blessed them.  Such a ritual wouldn’t be arranged for a buyer from a Muslim state.”

Pantsir-S1 and the Priority on Arms Exports

Recent announcements about deliveries of the Pantsir-S1 highlighted the priority still enjoyed by arms exports over domestic procurement of weapons systems for the Russian Armed Forces.

On 18 March, the Russian Air Forces took delivery of their first 10 Pantsir-S1 antiaircraft missile-gun systems (ZRPK) from the Tula-based Design Bureau of Instrument-building (KBP).  These Pantsir-S1 systems will march on Red Square during the coming 9 May Victory Day parade, before heading to the Elektrostal-based 606th Guards Air Defense Missile Regiment that also has the S-400.  Some of the regiment’s Pantsir-S1s will participate in live-fire exercises at Ashuluk in April.

The Pantsir-S1 will replace the 1970s-era Tunguska-M1 in Russian air defense units.  A short- and medium-range missile-gun system, it provides point defense for civilian or military assets like S-400 SAMs.  VVS Deputy CINC for Air Defense, General-Lieutenant Sergey Razygrayev has said three Pantsir-S1 systems will be deployed around each S-400 launcher.

The Pantsir-S1 has 2 twin-barrel 30-mm 2A38M antiaircraft guns and 12 57E6-E SAMs.  It is reportedly effective against targets with a reflective surface of 2-3 square centimeters and speeds to 1,000 meters per second, at a maximum range of 20 kilometers and altitude of 15 kilometers.

The Pantsir-S1 can be mounted on various vehicles and ships, and General-Lieutenant Razygrayev has said it will become a standard air defense system for each of Russia’s armed services and combat arms in the future.

When the VVS got its 10 Pantsir-S1 systems, the KBP deputy general director announced that the Air Forces will receive more than 20 units in coming years.  An unnamed source told ITAR-TASS, the VVS would get 25 Pantsir-S1 by 2012.

Development of the Pantsir-S1 dates back to the early and mid-1990s.

The United Arab Emirates (UAE) signed a contract to buy 50 Pantsir-S1s for $734 million in 2000. Syria also contracted for 36 systems.  Ex-Defense Minister, now Deputy PM for the OPK Sergey Ivanov said in early 2008 that 24 systems would go to customers in 2008, from a total order book of 64 for the Pantsir-S1 (of course, 50 + 36 should be 86, not 64).  But the Pantsir-S1 didn’t finish development and testing until some time in 2008, and entered production later in 2008 or in 2009.

Pantsir-S1 deliveries to the UAE and Syria reportedly began in 2009, and the system is already supposedly operational in the UAE.  An OPK source told Interfaks that the first stage of Pantsir-S1 deliveries to these two countries had been successfully completed.

This month Moscow announced the sale of 38 Pantsir-S1s to Algeria for $500 million.  The systems are supposed to be delivered this year and next.  The Russians are reportedly close to a Pantsir-S1 export deal with Libya, and Saudi Arabia, India, and Belarus have been mentioned as other potential buyers of the system.

So these are pretty lucrative sales for KBP, roughly $13-15 million per unit.

Now back to the Russian Armed Forces which have only 10 newly-received Pantsir-S1 themselves.

In late 2007, the commander of Troop Air Defense for the Russian Ground Troops gave his opinion that Pantsir-S1 needed improvements before it could enter his inventory, specifically he wanted its size reduced and better performance against certain types of targets.  For its part, the VVS had been looking, and waiting, for Pantsir-S1 since at least 2002.  AVN reported in late 2008 that the VVS wants to buy more than 100 of the systems.

Even if the Defense Ministry paid $15 million (unlikely), 100 is still a modest buy of $1.5 billion against annual military procurement of about $40 billion these days.  But one can guess that the military is haggling with KBP over the price it’ll pay for the Pantsir-S1.  And this purchase has to fit with other defense procurement and KBP’s production for its foreign buyers.

Limited Productive Capacity, High Demand for Arms and Equipment

Surprisingly little attention, beyond routine press service reports, went to last Tuesday’s (16 February) government conference on the State Armaments Program, 2011-2020 (GPV-2020).  RIAN and older media reporting indicates the GPV-2020 will be adopted next month.

Prime Minister Putin told the attendees, “We are talking about the time frames and kinds of weapons systems we need to provide to our army and fleet, that have to be put into the arms inventory.”  Noting that nuclear deterrence forces, space, and air defense would be emphasized, Putin also said:

“We have to satisfy, as I already said, the troops’ need for modern communications, command and control, reconnaissance and, of course, complete the fifth generation aircraft, new combatant designs for the Navy.”

He reiterated earlier declarations that modern armaments in the forces must be 30 percent by 2015, and 70 percent by 2020.

Other Putin sound bytes:

“We have to provide essential financial resources for this task.  The Finance Ministry, the Economic Development Ministry have made the necessary calculations, and today we’ll need to analyze them.  Right off I want to note that we can’t allow any inflated estimates, ineffective expenditures.”

“The State Armaments Program has to give long-term guidance for developing the defense-industrial complex itself.  This must enable our enterprises to embark on a corresponding modernization.”

“We’ve conducted a whole series of meetings on these issues, but the Defense Ministry must provide the corresponding technical parameters.  We have to support the technological equipping of our defense-industrial complex exactly under these parameters.”

Finally, Putin indicated defense orders will go to enterprises that will be in a condition to produce truly competitive systems in terms of combat power, range, and protection.

Participants in the conference also reportedly discussed a new draft Federal Targeted Program (FTP or ФЦП) on the Development of the OPK.

On 15 February, Putin met with Industry Minister Khristenko and Director of the Federal Service for Military-Technical Cooperation (FSMTС or ФСВТС) Mikhail Dmitriyev.  Khristenko told Putin last year OPK enterprises received 148 billion rubles in state support (6 billion in credits, 60 billion in capital injections, 76 billion in state-guaranteed credits, and 6 billion in subsidized interest rates on export credits).  According to Khristenko, this support allowed the OPK to increase its production 10 percent.

Unnamed Defense Ministry sources said the 76 billion rubles in state-guaranteed credits are difficult to use, and not all were used.  The 60 billion rubles in capital injections were basically a direct budgetary grant, and, according to one aviation plant manager, 20 billion of it went (get this!) to compensate RSK MiG and other producers for the fiasco with their 34 faulty MiG-29s sold to, and returned by, Algeria.

FSMTC Director Dmitriyev told Putin the volume of Russia’s current arms export contracts is $34 billion, and exports will be $9-10 billion over the next two years.

Aleksey Nikolskiy writing for Vedomosti indicated Dmitriyev said several enterprises have orders for some systems scheduled out to 2017, and some foreign customers have raised the issue of quicker deliveries.  He argued that additional production capacity is needed, but Putin proposed only to review the issue of synchronizing domestic and export orders for arms.  He said, “We have to understand in what time frame we can and have to produce for ourselves and our foreign partners.”

A source close to Rosoboroneksport said the issue concerned limitations in production capacity for the S-300PMU2 and S-400 air defense systems, the Su-35 fighter, and surface-to-surface missiles that don’t allow for simultaneously meeting the demands of foreign customers and the Russian Armed Forces.  Vedomosti noted that VVS CINC Zelin already complained about limited productive capacity for the S-400.  A similar jam exists with the Su-35, which is supposed to enter the VVS and some foreign air forces by the end of 2011.  A Defense Ministry source said there’s a proposal to build two new factories for air defense systems, and to enlarge existing enterprises producing critical equipment, and the government might soon adopt the proposal.

Konstantin Makiyenko of CAST (ЦАСТ) told Vedomosti, for the past 2 years, Rosoboroneksport has received more orders than what it has supplied abroad, and the lack of sufficient productive capacity has become the main limiting factor on the growth of arms exports.  He says either increase the capacity or the army will have to wait for arms it doesn’t need too much, but air defense systems and fighters don’t fall into the category of things not urgently needed.

As Mikhail Rastopshin and others have been so kind to note, there have been a raft of OPK development and armaments programs over the years, but they don’t seem to get completed, each melding into the next albeit under a longer deadline.   In early 2009, Dmitriy Litovkin estimated no more than 20 percent of any arms program has ever been accomplished, even during the years of high oil revenues.

And you can’t do an armaments program without OPK development, and Russia’s defense-industrial base has been increasingly poorly positioned to support the arms program in recent years, according to Rastopshin and others.  And don’t forget about declining RDT&E.  Hard times for research institutes and design bureaus could mean that, rather than modern or futuristic weapons based on ‘new physical principles,’ new units of obsolete designs could be produced under an armaments program.

Here’s a telling reminder.  The  much-vaunted 2003 Urgent Tasks of the Development of the Russian Armed Forces document called for modern weapons at the level of 35 percent in 2010, 40-45 percent in 2015, and 100 percent by 2020-2025.  And now Moscow’s talking 30 percent by 2015 and only 70 percent by 2020.

As recently as 2006, the Russian military claimed 20 percent of its weapons inventory was modern.  But in March 2009, Defense Minister Serdyukov admitted the starting point was actually lower:

“. . . the bulk of [arms and equipment] are physically and morally obsolete. Natural loss is not being compensated by procurement.  As a result, the proportion of modern arms and military equipment is around 10 percent.”

This was when President Medvedev said large-scale rearmament would begin in 2011.

Nevertheless, in his November 2009 address to the Federal Assembly, Medvedev said:

“One of the most difficult yet fundamental tasks is reequipping the troops with new systems and models of armaments and military hardware.  There is no need to discuss some abstract notions here: one needs to obtain these weapons.  Next year, more than 30 land and sea-based ballistic missiles, five Iskander missile systems, about 300 modern armored vehicles, 30 helicopters, 28 warplanes, three nuclear submarines, and one corvette-class combatant must be delivered to the troops, as well as 11 spacecraft.  All this has to be done.”

A pretty daunting list when foreign customers are asking for their weapons too.
